The  aldermen  face the alternative of either increasing the 24-mill  tax  rate  of last year  by four mills, making it 2S for,the current year, or keeping it at 24 mills net  on land by placing another 25 per cent,  increase on   the taxation of, improvements.    These latter were taxed at 25  per cent, of their value last year after  seven years of so-called single tax in  which the revenue was raised on land  values alone. .,. •'.  ; It. is believed in city?hall circles that  the aldermen will adopt the easiest  "way out of the problem by acting on  the recommendation of.Aid. Kirk, finance chairman, and tax all improvements at 50 per cent, of their value, as  predicted a couple of months ago in  these columns. It has been estimated  that owing to increased costs of operating, the expenses of the city will be  at least $450,000 higher than last year,  which will necessitate the increase in  taxation.
