Nor has this  matter escaped  the   argus-eyed  attention   of  the   city  building inspector and  his  assistants  as well as Fire Chief Carlisle and his  fire wardens.   Attention has been fre-  uently  drawn  by these  civic officials  at various times during the last couple  of years to the fact that certain buildings, including several large rooming  houses,   were   inadequately   provided  •with tireoescapes.    In the majority of  cases  when  the owners were brought  before the civic Are and  police committee, which  is supposed   to govern  these cases, the aldermen took a somewhat lenient view of the cases in response to the invariable plea of war  stringency.   In some of these instances  action looking to the carrying out of  the provisions  of the building bylaw  was deferred until after the^war. That  long-looked-for . and     much     desired  time has now arrived and there should  no longer be any reason for delay in  attending to these vital safety precautions   on   buildings   that   often   house)  many precious lives.   There should be  no further acceptance of the same excuses  from  the owners  or agents  of  these buildings which still lack proper  fire escapes. Ore shipments from the Bosun, at  New Denver, to the concentrator at  Roseberry, had to be suspended entirely, because of the fact that the bulk  of the crew has been laid up with the  "flu/'   '     *'..  Both mining and milling operations  at the Cork-Province mine, hear Kas-  lo, had to be temporarily suspended  because of another break in the mill  and air compressor cable drive, which  took place the latter part of last  week.  the Seattle-.Vladivostok run by, the  U. S. Shipping Board in addition to the  Cedaretta. These ships will handle  cargoes valued at $50,000,000 comprising railroad equipment for Siberia, a  large store of which is now held at the  Meadows.  The. Foundation Co.'s million dollar  wood shipbuilding plant at Tacoma,  from which 20 ships have been completed for the French government in  less than a yeiiv, will not be dismantled as the result of the armistice and  the possibility "of a curtailment of wood  shipbuilding. This statement was made  by Bayly Tlipkins, vice president and  general manager of the, company.  Mr. Hipkins declared that the big  plant will continue a construction program of some nature, the details of  which are not yet ready to be announced. V. & E. branch, of" the  Great Northern Railway in the case of  the Hastings Street viaduct, the city  wins practically all its contentions as  to the share of the cost, the railway  company should bear. Mr. Pottenger  finds that the total (legitimate cost of  the viaduct to be $192,710.01. Of this  the railway company is considered responsible for.GO percent, of the cost.  Included in this total is also the cost  of the plans for the three similar, viaducts over Georgia East, Reefer and  Pender Streets, which amounted to  $1."3,104.03. The construction of these  viaducts were afterwards postponed.  The railway company's total share'of  the cost on the GO per cent, basis is  $l.l5,(i.?.O.I5. The railway commission  is to hear the further details of the  city's case in regard to this viaduct  on December la.
