The  first item on the company's programme of enlargement is the erection of  a new factory for the manufacture 'of  Magni wall board, according to an announcement by Manager Bert D.  White. The new factory, which will  form another unit of the already extensive plant operated by the company on Granville Island, will be of  the usual mill construction, covered  with, corrugated iron, and will be 40  by 120 feet in size.  ru A^ permit Jfor^tjie..construction^  -the   new   branch   factory   which   will  cost approximately $5,000, has already  been taken out at the office of the city  building  inspector,   and   the   contract  for the  erection  awarded  to Hartley  & Company of this city, who intend to  start work on the structure at once. INVITES  SUB-TENDERS  ON   DITCHES   IN   MATSQUI  The Northern Construction Company of this city, which was awarded  the general contract some ti^e ago  for the contraction of the Matsqui  drainage scheme, is now inviting sub-  tenders for the lateral ditches and  drainage canals in connection with  this contract. The work is to be divided into approximately quarier-mile  sections and the tenders may bid on  any particular section or the whole  of the work, as desired.  Xo date has been set as yet for  the closing of the tenders on these  ditches, owing to the previously outlined provision. Plans, specifications  and forms of tender may be seen at  the field office of the company, adjoining the Amiens Training College,  Township Line Road, Matsqui, on and  after today, Wednesday, November 10.  With the object of providing a community recreation centre at the fast  growing little industrial town of Dpi-  larton, at Roche Point, "on the North  Arm of Burrard Inlet, the Canadian  Robert Dollar Company has commissioned Architects Townley & Math-  eson, 325 Homer street, to prepare  plans for -an assembly hall.       -  The building, which is intended to  be used for various amusements  through the-week and divine-services  on Sundays, will be of frame construction and one story in height. (Special)—  The city council, at its last mef>t:ni:  •lassod a civic'building bylaw,' which  now brings. Prince. George" in-line with  other cities in the province in the  matter of supervision of building construction.  The by-law enacts that all contractors or others, before they erect.  move or alter a building, must first  apply at the City Hall for a building permit. The requirements which  must be observed are lengthy,,but are  the ordinary precautions drawn up in  other cities for similar measures, and  p.re easily understood  by contractors.  WILL  NOT  DEMOLISH   OLD  POLICE STATION  AS YET  Although the civic health and building committee at its meeting on Monday, was in receipt of a joint recommendation from City Building Inspector P.ird and City Medical Health Officer Dr. Underbill, that the old, dilapidated police station on Powell  street should be pulled down, the aldermen decided to refer the demolition pf the building to next year's  council. INFLUX  OF  LABOR  ATTRACTED,  BY  GOVERNMENT  SALE  ALREADY   BEGUN  While little1 use was made of this  particular argument during the recent  campaign over the liquor question, it  was taken for granted by Prohibitionists and  Moderationists alike that a  majority for the principle of Government control and sale would increase  Eritish Columbia's floating population  to a very considerable extent.',Nevertheless,  it was  not expected  that  a  condition' of this, kind would become  decidedly obvious in less than three  weeks after submission of the referendum to the people.   Official notification .however  has. been  received   in  the city that during the last fbrtnight  no fewer than thirty' members.pf one  of the    largest    international    trade  unions  have   left  their  jobs   in   the  neighboring   states  to   find   positions  in Vancouver, mainly because of the  promise of  "wetter"  conditions   than  those to which, have prevailed south  of  the  international -border  for' the  last couple of year.   These men have  not taken the precaution to apply for  their transfers in writing;  they have  actually arrived on this side."  . This substantial influx of the members" of one craft alone within such a  startling short time-presages a-still  larger invasion   immediately,  if  only  to ,-■ anticipate   compliance,, -with .guch  residential qualification as may be required by. the liquor measure yet  to  be enacted.    But the effect such  an  influx may have upon British Columbia's labor market may make it necessary for the Government of this province to take prompt and drastic steps  to  prevent  conditions,   already  exaggerated by the (annual winter.exodus  from the    prairies,, from    developing  into a situation with which it may be  exceedingly difficult to deal at a later,  date.  Under present conditions and-especi-  ariy during the winter months in Vancouver, there is not sufficient of either  building or industrial activity "actually  tinder way or contemplated either in  the city or on the coast to give employment to all the men who need it.  And it must .not be forgotten that hun-  C. P. R. APPROVES PLANS  FOR  JOHNSON   ST. BRIDGE  VICTORIA, B. C—-City Engineer F.  M. Preston has received advices from  the Canadian Pacific Railway head offices in Montreal, stating that the  plans and specifications for the steel  work on the highway part of the proposed Johnson Street^ Bridge have  been approved.  The only part of the bridge remaining to be approved by the C.P.R.  is the bascule span, but there is no  hurry about securing endorsement of  this, as the building of the sub-structure will require a good many months  and the span will not be, installed  until the foundation is  securely laid.  So far as known, the Dominion  Government has not yet passed the  order-in-council, authorizing construction of the bridge to proceed, but as  all interested parties are agreed, to  the terms of the project, this action  is now but a matter of formality. WHARF  The Dominion department of public works, of which Mr. R. C. Des-  rochers is secretary, is calling for  tenders on the construction of a wharf  at South Gahriola Island, Nanaimo  district. Tenders will be received up  to noon of Wednesday, November 10,  by Mr. Desrochers at Ottawa.  Plans and specifications for the  wharf can be seen at the office of the  district engineer at Victoria, or at the  post office on Gabriola Island. The  usual ten per cent, check must accompany all tenders which must also  be  submitted  on  the  forms   supplied  MINING.  Edwin T. Hodge, general manager  of the Liberator Mining, company,  owners of the Emancipation mine,  near Hope, announces that recently  the company has installed a compressor and power plant and-erected an  assay office at a cost of about $20,000.  The development tunnel is being driven forward at the rate of about. 10  feet daily,-and a good quality of milling ore is being mined.
