"Honest  .lohn"    hroke  the    sad news    to the  mayor and    city council    very diplomatically but at the same time very  positively,   in   the   course   of   his   address to the council at the specially  arranged  conference at the  city hall  on   Tuesday afternoon.    The  premier  made it quite clear that while he and  the other members  of the provincial  cabinet recognized  the  fact  that the  property-owners in    Vancouver    were  carrying a staggering burden of taxation, he also pointed out that.property  owners in other sections of the province were also .■ carrying a heavy burden—so heavy that many were unable  to pay it and in consequence .the ever-  increasing aggregate of arrears of  [taxes was becoming a serious question in the proper financing of the-  province.  Under   the   circumstances,   and   for  this year at least, the city will have to  "carry on" as best it can to meet the  increased expenditure which after-war  conditions   have   created   with'"diminished   reqeipts.     This   increased   ex-J  penditure has been estimated by Aid.  Kirk, civic finance chairman, to amount  to    $450,000    at the    very    least.    To  bridge the gap which still exists between estimated revenue and estimat-.  ed  expenditure—a gap  which  accord-]     Northport smelter is now expected  ing to present figures at the city hall' t0 resume operations some time next  is represented by at least a half mil-  down so as to provide for a 25 mill  tax rate. Several happenings,  however, make for better conditions.  Lower prices of copper and sheet will  be reflected in reduced costs of brass  and' galvanize! articles. Increase in  building a.so will cause increased demand for spelter.  THE   IRON   AGE.  While  they   wait   for   a   final' decision of the question whether the government will help or hinder the effort  to encourage buying of iron and steel,  producers  are  doing  little, new   business   and  are showing  no  great concern about the course of prices.   The  widespread propaganda of the Department of Labor and in  many lines of  trade and industry in behalf of wage  and  price maintenance has even robbed  an  open  market  of.some  of its  old-time terrors.   Meanwhile ultimate  consumers, of such   products  as wire  and pipe are in the market with their  small needs, which jobbers are passing on to the mills, but nowhere along  the line is  any  stock  being accumulated.
