'* COURTENAY —A long discussion  took place"1 Monday on the proposed  money by-law for the Courtenay City  Council to buy out the Electric Light  Co. - It was finally decided to ask for  permission to raise $20,000 on twenty-year sinking fund debenture bonds,  bearing 6 per "cent, ^interest, and only  sell enough to pay the. purchase price  and other costs in connection with  the deal.  VANCOUVER—Despite war conditions, expansion of mining in the province is held by Mr. R. Guggenheim  of New York to be making steady  progress. He is.on a visit of inspection to some of his extensive holdings, l( and is at present paying particular attention to the operations being carried out at Sidney Inlet, where  a new concentrating plant is in  course of erection. Mr. Guggenheim  is stated to have denied a report  that the syndicate with which he is  associated intended erecting a smelter in the province, but asserted that  part of their ore would in time be  sent  to  the smelter at Ladysmith.
