Tlie proposed building will comprise of six large apartments, consisting of six and seven rooms each. .Arrangements will also be made to erect six individual garages on the property for exclusive use of t!i" tenants. The new apartment will cost between S40.000 and $f>0.00'J, and as soon as plans and specifications °.rt- ready due notice will be given in these columns. Last year the total value of the building permits issued in April aggregated $163,230, which, in turn showed nearly a fifty per cent, increase over the previous war year April. Last month, the building construction authorized by the city building department totalled $206,840, and of this to- .tal it is somewhat significant that $70,- 100 is 'comprised'in 'tlfe construction of new dwelling houses. It shows that property owners are beginning to fully realize the opportunity that exists atj present in catering to the acute de mand that exists for moderate priced I dwellings. It is fully expected thatj during the next two months and: per-1 haps considerably longer than that, the dwellings will constitute the largest single item in the month's returns of the city's building department, although there are some big office buildings being planned which promise to boost the totals during the summer months to something like what they were during the days of the pre-war building boom. It is also a very promising indication that the aggregate value of the building permits for the first four months of the year so far also show better than a 25 per cent, increase^over the corresponding period of 191S. .FRANK DARLING & CO. But there is much, more to painting than there is to paint. indeed to allow these 'bridges to go still another year without being repainted. PAINTING AS AN ASSET One of the noticeable results of a return from wartime to peace -conditions is a greater interest in paint and painting. This is being evidenced everjr day and those interested in the merchandising of the decorative idea are selling painting rather than paint. Paint is merely a means to an'end. The end is definite and constructive, and when properly applied saves millions of dollars, eases the nerves, protects the eyes, and generally builds | up the health of those who live within the painted walls. Proper finishes, furthermore preserve wood. Tests have shown that a floor which has been properly varnished from time to time, lasts'nearly seven times aslong as flooring which has been left' unprotected. The same applies to the rim in buildings. Every builder knows how it is if a bit of plaster is chipped out, and it does not receive proper attention. Building and construction are the best barometers of the-nature and extent of general business because in their operations they call upon the production of every. line of industry for the completion of their activities. In general, building activity is the last thing to start going in eras of prosperity, so logically, if we are to have another era of much building it would wait until our era of prosperity is well on thgway. The revival of building may come from an entire change in our point of; view. We may realize that the cost must be considered not an actual but; as a proportional matter and as in relation to our'purchasing ower rather than the actual labor and costs. IT. salaries and wages maintain their lever and the cost of necessities decline then our ability to build may bei as-great as ever." .... -"- Meanwhile, the outlook is distinctly better and the expectation is for an increase during the next four months,' in. the volume of building compared with the same period last year and for, much greater activity next.fall should business be good—for it all depends: upon that. Steamfitting BUILDING TRADES NOW OPERATE ON FIVE-DAY WEEK SEATTLE—Commencing to-day the building trades of Seattle will operate on the five-day week in accordance with plans adopted by* the Seattle Building Trades Council some time ago. These trades have heretofore been operated with a half holiday,on Saturday, which has proven inconvenient both to contractors and tlie employees, the short Saturday forenoon being insufficient to accomplish a great deal and expensive from the fact that contractor's plants would have to be operated as on a full day, the shutting down at noon being more expensive, contractors decided than hot to operate at all on Saturday. Neither contractors nor officers of the Building Trades Alliance believe the shorter week will add to the cost of building nor result in a slowing up of the amount of work which will be accomplished during a week on a given project.
