The plant will be of brick construction and will consist of a two-storey  storage warehouse, 60x100 feet, oflice  building, garage, additional wharf accommodation, pumphouse and four  storage tanks. A  BUILDING PROSPECTS ARE  REPORTED   BETTER  Clouds   which" until  .recently   have  teen hovering over the eastern spring  'building 'market appear "to be in process   of   reduction   to   mere   floating  vapors and the general prospects for  ^construction oprations are now much  ♦lighter,   according  to  the  Dow  ser-  -Tice building reports.   The most menacing of these adverse" conditions, the  .labor situation, with special reference  .to the bricklayers and the men employed on structural steel optrations,  has been modified, according to statements made  by officials of both  the  Building  Trades  Employers' Association and of the Building Trades Council, .representing   115,000   workers   in  the    New    York    building    industry.  These conditions have been improved  ■to a. point at least where the horizon  is in view  with  the  prospect  imme-  .    diately beyond it of the beginning of  JmtB of the greatest building construction eras that this part of the country  Jerer has experienced.  Building    material   supply   for   the  eastern market, under present production programmes, is menaced now almost solely by the car shortage. One  company put in a requisition for 1,000  Tears and only four cars could be pro-  Tided to meet the order.   In January  this same firm ordered approximately  500 cars to move material to this"mar-  Itet  to relieve  a  shortage,  and   only  12S cars were sent in.    This muddle  in transportation facilities, due partly  to conditions which commenced under  Korernment   control   and   which   will  take some  time  yet to remedy,  may  :yet somewhat cripple spring building  ■activity.  "The steel shortage and its present  jhigh prices, together with the demand  for special material for new forms of  industrial construction, are two other  .factors which may somewhat handicap progress, or at least an early start  «n some of the larger construction  jobs, the details of which have now  l»een completed in many instances,  ibut on which further progress by the  ■successful tenderers bids fair to be  iblocked by delay in securing material. The terrible weather conditions  which prevailed all through the northeastern states about the middle of  March also resulted in delaying delivery of material which was being  anxiously awaited. But these problems are being'tackled "now with renewed vigor and new records in construction progress are expected to be  Tecorded this spring' and summer.  as well as lacking sufficient transport  accommodations to the thousands of  vehicles and- pedestrians who will  soon be visiting Stanley Park on Sundays nad holidays; the board of park  commissioners has decided to ask the  city council to spend about $2,000 on  the causeway at once and complete it  as far as this year's programme is  concerned.  WILL SPEND $5,000 ON  v ENGLISH BAY THEATRE  Through a lease which has been  practically concluded with the park  board, the - Columbia , Theatre Company which controls some seven motion picture houses in this city, will  take over and operate tffe little theatre and open-air concourse at English  Bay. The company has been granted  a five year lease of the theatre and  seating tract on condition that they  spend at least $5,000 in an addition  to the theatre building proper as well  as improvements to the staging and  seating facilities there.:        . A  look over the Normal School in Victoria, the fine schools,in Point'Grey,  Burnaby, iCbrth and South. Vancouver,  etc., proves that we have "school  specialists" amongst our own men.  •It does not look right to me that  money raised by B. C. taxes should  be paid to outsiders, when we have  qualified men available, men who are  taxpayers, etc. of the Province.  The employment of an American  may, naturally, lead to preference being given to American building materials, etc.  I have no brief for our architects,  though I recognize that their profession, as a class, have suffered harder  than most lines, during the recent  hard times. It is hard lines for those  men who have at last weathered the  storm, to now find the larger work  going to outsiders, and that without  getting even a sporting chance to  compete.
