HIGHWAY  CONSTRUCTION  NOW   IN  SIGHT  For one thing, it is understood that  provision has  been  made in  the provincial   budget   for   the   improvement  or hard-surfacing of that part of the  Pacific Highway extending from New  Westminster south   to  Blaine,  where  it connects with the American section  of the Pacific Highway.    This section,  at  best, . was   largely  an  apology  for  a   road,   and   its   poor   condition   was  the   cause   of  many   touring  automo-  bilists from United States points turning back at Blaine owing to the condition of that stretch of road between  Blaine   and   New  Westminster,   when  they    would    otherwise    have    come  through  to Vancouver and spent  liberally here. Woodside,   chairman   of   the   civic  board of works, will introduce a resolution at the next meeting of the city  council advocating the construction of  a   national   highway  from    ocean    to  ocean across Canada. It is considered  probable that the bill will pass, as the  construction of this three-mile tunnel  under the . Shimonoseki Strait has  been under consideration for some  time and complete plans have been  prepared and many exhaustive test  borings made for the undertaking.  The Shimonoseki Strait separates the  'southwest corner of the island of  Hondo, the terminus of the Central  Railway system, with its southern  neighbor island, Kiushiu.  The building of this tunnel has long  been agitated, owing to the rapid and  dangerous tide,-which makes extremely difficult at times the operation of  the railway ferry between the main  island and Kiushiu: The total length  of the tunnel will be 31,*. miles, one  mile of which will be under the sea  bed at a minimum depth 'of. ^thirty  feet.
