This bylaw.was passed after ■careful investigation and consultation with, the highest legal authorities as to whether the council had the power to legislate to itself such powers. This indicates unmistakably that the xsitizens of Glencoe are determined to have no "eye-sores" in their town. The action of the Glencoe council might "well be followed by the Vancouver City Council. For Vancouver has a few— and quite a few at that—eyesores of her own. Many of these could- be readily and effectively cured with a coat of paint—a simple arid effective cure.', Others need more drastic methods; but the remedy should be applied. Vancouver should hardly heed the passing of a by-law to force her to get" rid of the ugly spots. Once the citizens get through with the present-"labor troubles and into the stride, ot regular civic peace again, one.»ot the first things that should, be; done is to make a determined effort to get rid PEARSON WIRE & IRON of these ugly spots. , There are some sections of the city that will have to be more or less' unsightly for perhaps a few years while their ultimate industrial development . is in process. An example of this is j the reclaimed portion of False Creek where the Canadian National Railways system plans such extensive terminal development and which will require several years to approach anywhere near completion. . Then ■ there are such necessarily unfinished things as the False Creek sea-wall which .is a sure-enough eye-sore at present,- but which it is hoped will be satisfactorily settled and the litigation closed before long. The Coal Harbor causeway is another undertaking that, while a work of real landscape art in itself, is still in process of development and its surroundings are still very crude. Improvement might be made there in that respect, even if the full scheme in regard to the upper basin of Coal Harbor cannot be carried out at present. But the real eye-sores at present-are the unsightly, tumble-down houses, fences and outbuildings in many portions of the city, which the city building inspector can condemn but hasjnot the power to tear down at present. The report deals with the war years, 1917 and 1918, and shows that, the average figure for total expense in retail hardware stores during this period was 20.G per cent. of. the sales. The average net profit was found to be G per cent, of the sales and the average rate of stock-turn 1.8 times a year. As the official publication for the Architectural Institute of B.C., the B.C. Builders’ Exchange, and the Building and Construction Industries’ Exchange of B.C., the Record primarily covered news related to building, contracting, engineering, real estate, and industrial finance. The Record was published by the Record Publishing Company, which had previously published the paper under a number of different titles, including the Daily Building Record and the British Columbia Building Record. The Record subsequently evolved into the Journal of Commerce. |
