step will   be  an   examination  of the
whole scheme ,by an outside consulting engineer, appointed . by  the Dominion   government.-'..That   completed,
the provincial government will be in
a position to call for tenders.    It. is
probable that the work, will be let in
three contracts.    One will.be for. all
dykes,  canals and other earth work,
and   will   be  much   the  largest  unit,
representing an expenditure of about
a   million   dollars,   or   75   per   cent,
of   the   total   cost.     There   will   be
separate  contracts  for pump  houses,
concrete dams, etc., and for the machinery.     The   scheme   involves   two
pump   houses.    The   larger   one   will
have eight big pumps, and there will
be   a   subsidiary    station   with    two
smaller   pumps.
It Is estimated, that it will be possible to call for tenders to be in by
August 1, and that the successful
tenderers will be required to assemble their plant for operations by-
Sept. 1. It is anticipated that to
carry out the project in its entirety
will cost in the neighborhood of
$1,000,000.

and macadamize Ridgeway avenue
from the Keith Road north to Fifteenth avenue. The council proposes
to carry out this much desired improvement this summer as a local
improvement and to charge the cost
against the property extending for
half a block east and west of Rid'-e-j
way avenue, the city to pay for the'
paving of the intersections and exemptions.

Why is it that so many - cities,  towns and villages in Canada permit the wreckage resulting from serious fires to, remain in the very centre   of  their   business   areas?  Every traveller who visits the villages and smaller towns along the  line of the C.P.R. and C.N.R. systems  especially, must have noticed these  disfigurements. Nor is Vancouver  altogether lacking in such unsightly  reminders of previous fires. It is to  be hoped that when; Sgt. Payyicw 227  connection it is also to be hoped  that the city aldermen will show a  little more backbone than they have  done in the past, especially^.during  the war years, when they allowed  some buildings that were really a  menace to the public, they were so  unsafe, to remain in momentary  danger of toppling down, simply because the owners made a plea that  they could not afford to spend money  to raze or repair the buildings. Fortunately the buildings did not fall  upon any citizens and the ratepayers  were not called upon to meet any  heavy damage claims, such as would  have been sure to have been made  had any accident happened from this  cause.  In some towns along the. line of  the C.P.R. ruined basements extend  right to the sidewalk filled with  water and partly burned timbers  without even a railing to protect  pedestrians from accident. Canada  has long held the world's record in  the matter of fire losses and the  fact that partly burned ruins are permitted to remain for years in many  communities indicates how shameless Canadians are with respect to  their prodiglality.  Wednesday night on the recommendation of a special committee  composed of Aldermen Sa'ngster, Patriot and Johns.  PROVINCIAL NOTES.  VICTORIA—(Building permits representing $13,000 were issued in  April, and last month the total increased   to  $119,500.  Epsom salts are being shipped from  Round lake, near Clinton. Twelve  men are employed.  At Summit, along the P. G. E., the  Consolidated is said to have bonded  the Fitzsimmons group.  The Mary Reynolds at Stump Lake  has shipped its third car of -ore. Trade is good in eastern Canada,  export buying being very large, but  the Winnipeg' strike affects business  in the west. The spring .wheat crop  has started in good shape on a large  acreage. Montreal export trade is  very active, large sales of lumber,  shoes, flour, eggs, butter, malt, live  cattle and ' cheese being reported.  Wholesale trade is good despite  strikes cutting off some western  trade. The high rate of exchange  on New York, 2% to 3 per cont., is  explained by Canada buying nearly  $3,000,000,000 worth, in the United  States, or about double what she  sold, in the past four years. At, the  same time American capital investment in Canada has increased from  ?600,000,000 to $1,275,000,000. • Brad-  street's Winnipeg correspondent reports wholesale trade demoralized  by the strike, which has tied up the  mails, stopped newspapers and  street cars, and suspended telegraph  and telephone communication. Spring  wheat seeding is finished and the  crop has started off well. Bank  clearings for the week total $250,481,-  000, as against $255,138„000 last  week and $192,211,000 in this week a  year ago.*.
