Seattle, Tacoma and Portland  promptly appreciating the great im:  portance of the question, solved it  through cooperation of the public-  spirited citizens and financial institutions. Victoria also must tackle the  problem; it cannot solve itself "in  time1,7' because time happens to be the  essence of it. "Watchful waiting" has  .no; inerit in .dealing, ..with ..a situation  arising from a sudden, big expansion,  rather than a gradual, ordinary expansion, of industry.  There are several hundred ancient  unoccupied residences in the city  which should be made habitable. And  there are a number of unused build-1  ings erected for hotel purposes which!  should help to meet1 the emergency. I  Victoria has a mild winter climate but j  even here nobody cares to live in a j  tent during that season if it1 can be  avoided. We commend this matter to;  the prompt consideration of the City  Council and the Board of Trade.
