Meeting at  Massett Unanimous.
Oh %ednesd$y the Methodist Missionary steamer "Thomas Crosby," Capt.
Wm. Oliver, arrived at Massett. On
board were Mr. Justice Morrison, one
of the commissioners appointed by the
Provincial Government on redistribution, W. P. Ogilvie, commission secretary, and Wm. Manson, M.P.P. •
The party made a tour of the town-
site and visited the hospital and government building and afterwards left for
Port Clements about noon, returning to
Massett again about 8 p.m.
A splendid meeting was held in the
schoolhouse shortly after the party arrived from Port Clements. About 80
persons were present, and all who were
called upon to express their views, were
unanimous that the Islands should have
a representative of its own.
Mr. Justice Morrison presided and referred to the absence of his brother
commissioner, Mr. Justice Macdonald,
who had been called south from Prince
Rupert on important business. Mr.
Justice Morrison thereafter outlined
the scope of the commission and to the
points which he would like to hear, such
as industries and prospective industries,
population and prospective population,
resources, etc.
Mr. Wm. Manson, M.P.P., was the
first speaker called upon by Justice
Morrison. He suggested that Skeena
be divided into four districts and that
a piece be added onto Atlin. The latter
would include Granby Bay, Stewart and
Observatory Inlet. Prince Rupert district would include Kaien and Digby
Islands. Omenica District would take
in all the old Skeena District east of
Copper River. Coast District would
take in from Skeena Crossing to the
coast down to the present boundary at
River's Inlet. Queen Charlotte Islands
would be a district by itself. Mr. Man-
son, with the aid of a map and blackboard, drew the proposed boundaries and
also gave the number of voters for each
district according to the last revision
list. Omenica District would have
1,213 votes, the Coast 964, Prince Rupert 1,690, and Queen Charlotte Islands
320. Mr. Manson pointed that although
the Island vote was not as large as the
other districts, its geographical position
and the rapid development going on
fully entitled it to have a representative.
London, Aug. 27.—The British cruiser
Highflyer sank the North German Lloyd
liner Kaiser Wilhelm Der Grosse off the
west coast of Africa today. This ship
was formerly a palatial German steamer
but was converted into an armed cruiser
when the war broke out.
St. Petersburg, 27th.—The Russian
invasion of Germany is proceeding
swiftly. After yesterday's defeat of
the Germans the Russians are now moving towards Danzig in the north and
Nariemberg in east Prussia. Following
/the defeat of the Austrians the Russians
are now twenty miles from Lemberg,
capital of Galicia.
Berlin, 27.—A statement is made here
that all the forts of Namur have now
fallen and the Germans have captured
Longwy a fortified town in France near
the Luxemburg border. The Germans
are reported to have repulsed the French
here and Alsace is now free of the
French except at pointswestof Colmar.
Tsing Tsu,   27.—Vice Admiral Kato
sent a wireless today to Governor
Walldeck declaring a blockade of Kias
Ohau territory. Japanese warships are
off the harbor and have shelled the small
island. ,
London, 27th.—The announcement of
the French war office that the German
Zeppelin No 8 has been shot down while
coming from Strassburg is another
striking evidence of the failure of German air tactics from which much had
been expected.
No Zeppelin has yet been able to ripe
to sufficient height to es-cape the French
artillery fire. This is the third Zeppelin
destroyed since the begining of the
war.
Mr. Charles Harrison was the next
speaker, and in a clear cut and most
convincing manner gave the reasons
why the Islands should have a member
of its own. Mr. Harrison spoke at some
length on the growth of the Islands
during the past few years, their resources, developed and undeveloped,
population,    territory,   revenue,    etc.
Brief remarks were also made by
Messrs. James Martin, Rev. H. H.
Greene, J. M. Campbell, A. E. Jessup,
T. Richards, C. W. W. Gauld, J. W.
Thomas, W. E. Wanless, J. K. Anderson and H. A. Lamb.
Mr. Justice Morrison replied, and
pointed out that the Provincial Government had not given the commission
powers to define the boundaries of any
constituency, but only to make a report.
He asked what the alternative would be
supposing that the Islands were not
granted a representative.
The meeting was unanimous that the
Islands should be a separate riding.
Mr. Justice Morrison said he would
lay the views of the people here before
his fellow-commissioner, Jus tic Mac-
Donald.
The meeting concluded with the singing of the National Anthem.
Mr. J. D. Mackenzie, of the geological
survey, in an interview given the Prince
Rupert Daily News regarding the wreck
of the steamer Prince Albert, expressed
great praise for Captain MacKenzie
of the Prince Albert, and for his officers
and crew. There was at no time any
sign of panic, the men among the passengers smoking on deck and caring for
the women aboard while the crew made
ready the boats. About forty minutes
after she struck, the rising tide caused
the ship to pound in an alarming manner, and it was then that the order was
given for the passengers to leave in the
boats.
All the passengers got away in the
first four boats to leave. Owing to the
grounding of the ship, and the considerable sea running, it was a difficult task
to get the boats lowered safely. Two
of the boats lost the lights of the ship
in the fog, and rowed all night only to
find themselves close to the ship and
the other boats in the morning.
Mr. MacKenzie stated* that the lifeboats Were leaky arid pdorty "equipped,
to leave the ship. He had however,
particular praise for the courage and
seamanshipof Arthur Thomas, a native
of Newfoundland, who with three Nova
Scotians and one Greek among the passengers sent off in the fourth lifeboat,
rowed   and  bailed  her  all  night,   the
others of the thirteen men aboard being
too indifferent to their  fate  to assist
even by steering the  boat.     To  Mr.
Thomas is due credit for the fact that
the disaster was not  a  much greater
tragedy.
The steamer Salvor which left Prince
Rupert Saturday morning for the wreck
of the Prince Albert took a gang of
men and some dynamite, and an effort
will be made to blow up some of the
rocks and pull the Albert off. The
wrecked steamer is pretty well shaken
up but Lloyd's representative believes
she can be saved.
>Some of tne baggage and personal
effects of the passengers and officers
were taken off. There are 150 tons of
coal on the Albert beside a small amount
of freight for Skidegate.

John Manson, road superintendent,
paid a visit to inlet points this week.
Mr. and Mrs. Brown, who spent the
past three month here, left on Thursday for New York. Mr. Brown secured
a valuable collection of Graham Island
birds during his visit for the New York
natural history museum.
Prof. Milnor Roberts, engineer in
charge of the development work at
Camp Wilson, left on Thursday for
Seattle, where he will resume his duties
in the University. Mr. Roberts stated
before he left that the war will have no
effect on the work &t Camp Wilson.
The Directors of the N. B. C. A. &
I. Association met at Prince Rupert,
last Saturday to decide whether it
would be possible to hold the Exhibition
in view of the present financial stringency and the European situation.
Very careful estimates had been prepared which showed a necessary expenditure of $14,483 in order to carry
out the complete programme. Some
of the large donations had been cut
down to one quarter of what they were
last year. The representatives of the
farming districts had made strong recommendations that the Exhibition
should not be cancelled for this year.
The only alternative was to cut out
sufficient classes to bring about the
necessary saving.
After very careful consideration the
directors decided to cut out the following classes: 1, 2, 3, 4, 5, 7, 9.10, 11, 12,
15, 22, 23. Sections 3. 4, 5 in Class 25,
28, 33, 34, 35, except sections 18, to 38,
.and Class 36.     "
The school prizes will be cut  in half.
. -  The, decoration will  be reduced  to a
minimum.
All other expenses will be reduced as
far as possible.

Arthur Robertson returned from a
trip to Queen Charlotte City and way
points on Wednesday.
E. H. Fletcher, post office inspector,
after an official visit to points on the
inlet, left on Thursday for Victoria.
Three gangs were started on road
work in the Sewall district last week
by Foreman Chas. Spence.
The steamer Coquitlam brought over
the Indians from the Skeena River
canneries on Friday.
Vancouver, 27.—The German cruiser
Leipzig is now reported off Vancouver
Island. The Rainbow, which recently
left Prince Rupert, is out looking for
her.
Tow Hill residents have the best
natural road on the coast—when the
tide is falling. Twice each day the
waggons pass over a level stretch miles
in length and wide enough for forty
teams abreast.
Capt Mcintosh 'and Mr. Cramer of
Victoria arrived Thursday. They are
large owners of Graham Island property and brought teams and equipment
with them to improve their property on
the west side of the inlet.
The Massett school reopened Monday
after the summer holidays with 16
pupils on the roll. Two more entered
during the week and seven more have
given notice to the school teacher, Mr.
Richards, of attending next week.

We feel sure that the class of German residents of this Province who have
made up their minds to take up homes
and live under the British flag deplore
the commencement of hostilities between the European nations as much as
we do. Unfortunately both in Great
Britain and foreign countries a certain
amount of suspicion and consequent
distrust will be shown; but the fact
that our former German descendants
have declared their intention to become
' British subjects or have taken out their
final papers should allay all such thoughts
In Canada we have men and women
from all parts of the world and the Germans and Austrians that move awav
from their native country and throw in
theit lot with our people have cutaway
all idea of returning and have always
shown that they are of a class that will
assimilate with Britishers. That the
governments of Germany and Austria
considered it timely to bring on a war
is not the fault of a majority of the people of those countries. The fact is apparent that the Germans and Austrians
resident in the Uuited States and Canada are averse to war. Alargenumber
that could return from the neighboring
Republic have stated that they will not
take part and those who did not leave
Canada when it was apparent that war
was inevitable are willing to remain in
a country where freedom is carried out
without the intervention of military
service and despotic rule. Many Germans and Austrians left their native
country to avoid conscription and serving so many of the best years of their
lives in the army and navy. They have
taken up homes and duties under another
flag and we feel sure they will prove
worthy men and women and a credit to
the country of their adoption.

While the war is in progress there
are many things that can be accomplished by the "stay-at-homes." All
cannot go to the field of action for
many reasons and it remains a duty for
them to do something for their country
in the way of working to provide food
and raiment. It is useless to sit down
and discuss possibilities. The young
men, the "flowerof the country," have
been called to action to fight for flag
and home and native land. There is
work for everyone to do in tins time of
stress. The first requirement will be
food and everyone should make the
land produce as much as possible.

Salted salmon is worth fifteen cents
per pound and the demand will be

is a scarcity of foodstuffs, it will be
because those who should bear their
part of the burden are not doing their
duty. Let every one take up some
burden at this time, and let all work
for the general good. War is unfortunate for any country to engage in;
but idleness will only accentuate the
trouble. It is a time for all to work
and let everyone get busy, even if it is

Forest Guards
Relieved From Duty.
Owing to the frequent rains which
have fallen in the Northern portion of
the Province this Summer, the 1' orest
Branch has concluded that in a number
of districts the forest guards can be
withdrawn from patrol and employed
on permanent improvements such as
trails and cabins, and also in clearing
up dangerous slash. In accordance with

indicate that there wHl be little
risk of forest fires reaching dangerous proportions during the remainder of the season, the following district, the northern portion
of Graham Island, from Cape Ball
southwestward, including the
headwaters of the Yakoun River,
is, by the authority of the Forest
Board, hereby exempted from
the fire permit provisions of the
Forest Act from September lst
to October 31st, the close of the
season. In accordance with this
notice settlers may set out fires
without first obtaining a permit
therefor from a Forest Officer.
They are not, however, relieved
from responsibility for keeping
fires under control and within
the boundaries of their land, and
will be held responsible for damage committed should fire escape
to adjoining property.

camp fires and in  the  use of  fire   in
clearing land, no trouble will result.
Mr. Irwin has received word from
Victoria that the fire situation in the
Southern part of the Province has been
worse this Summer than any previous
season in the last two deeades, not
excepting the years 1908 and 1910,
and that the Forest Branch has been
under exceptionally heavy expenditures
in  fighting  fires  in  the   Kootenays,
Okanagan and North Thompson Districts, and also on the lower Coast.
The fund of money which is set aside
for fire fighting purposes and which,
if not needed for fires, is used for
building trails, telephone lines and
cabins, has been practically exhausted
and the Forest Branch has been compelled to cut down all expenses in districts where the danger of forest fires
is small. t

Synopsis of Coal Mining Regulations
/^•OAL mining rights of the Dominion
^ in Manitoba, Saskatchewan and
Alberta, the Yukon Territory, the North-,
west Territories and in a portion of the
Province of British Columbia, may be
leased for a term of twenty-one years
at an annual rental of $1 an acre. Not
more than 2,560 acres will be leased to
one applicant.
Application for a lease must be made
by the applicant in person to the Agent
or Sub-Agent of the district in which the
rights applied for are situated.
In surveyed territory the land must
be described by sections, or legal subdivisions of sections, and in unsurveyed
territery the tract applied, for shall be
staked out by the applicant himself.
Each application must be accompanied
by a fee of $5 which will be refunded if
the rights applied for are not available,
but not otherwise. A royalty shall be
paid on the merchantable output of the
mine at the rate of five cents per ton.
The person operating the mine shall
furnish the Agent with sworn returns
accounting for the full quantity of
merchantable coal mined and pay the
royalty thereon. If the coal mining
rights are not being operated, such returns should be furnished at least once
a year.
The lease will include the coal mining
rights only, but the lessee may be permitted to purchase whatever available
surface rights maybe considered necessary for the working of the mine at the
rate of $10.00 an acre.

be made to the Secretary of the Department of the Interior, Ottawa, or to any
Agent or Sub-Agent of Dominion Lands.

At the present when the very air
seems charged with the magnetic influences of war, when the most phlegmatic mind stands as it were with every
nerve straining to catch the first faint
intimation of victory or disaster, is it
to be wondered at that the lesser affairs
of every day life loose their hold on us
and that almost unconsciously we allow
ourselves to drift into an idle lethargy
awaiting the sensational events which
we know must come.
This very day and hour a page of the
World's History is being written in the
most vivid and indellible colours. Brave
men of all nations are striving to defend
the right, and when the call to arms
has sounded for us also, if indeed it
must, there will be no hesitancy in the
response. ^
But meanwhile rather than make the
present crisis an excuse for indolence,
let us pursue those avocations for v\ hich
we are qualified and be as far as possible
producing something of a Useful nature.
An idle world must be an impoverished world; and the same hypothesis applied to a small community wiil lead to
the same deduction.
The present conditions while effecting
land values adversely, will have a stimulating effect on agriculture. The
country tributary to this port is fast
settling up, and in several parts the
farmers have splendid  showings.
If there is a tendency to get onto the
land, as may be reasonably expected,
there will be thousands of able bodied
men in doubt as to where to settle.
What will influence them more than
anything else is the success of those
who have already tested the productive
possibilities of a given district.
Of this success an optical demonstration will be given at the exhibition
which will be held at Prince Rupert on
September 30, October 1 and 2. Large
quantities of crops are being sent from
the Queen Charlotte Island, Kitsumkalum, Lakelse, and the great Bulklev
Valley, as well as Bella Coola, the Naas,
and Porcher Island.
Certain crops vegetables and fruits
can be grown here which cannot be
equalled elsewhere. These exhibits will
do far more than any verbal description
to persuade the prospective settler to
get right in with axe and spade and help
to build up the prosperity of this great
new country; a prosperity of which his
own success will be the first cogent
sign. If in the interval before the resumption of ^urcustomery   routine we
throw ourselves heart and soul into the
work of aiding agriculture and the settlement of this northern country, our
efforts will not be wasted and the Empire will be better served than if we
content ourselves with waiting in idleness to see what is going to happen.
Though the map of Europe should
change beyond recognition and hal'f of
us leave our bones on the field of battle
the inexorable law that compels man to
till the soil will still be in force and the
more work done now the less will be
the hardship after.

Pessimists ?
If you knew as much as I, do about the future of Delkatlah Bay
