Mr. Heaven, who has been for some years Prime Minister of British Columbia, and he told me that had it not been for the construction of the Canadian Pacific Railway, British Columbia would in all probability today be part and parcel of the United States — that the United Rtttes would have owned the whole Pacilic coast from Alaska to Mexico. Delegates who were in sympathy with joining the Stales came to Ottawa and asked for a wagon road to British Columbia, knowing that this would be unacceptable to the colony. That shrewd statesman, Sir John A. Mncdonald, said, 'A wagon road! I'll build you a railroad.' ,G. T. P. IS "BEST EVER." "Now, as to the Grand Trunk Pacilic and thc Transcontinental, I will refer to later on. I tell you right now that the Grand Trunk Pacific la being built on a higher standard than any road of the same length ever has been built in the world. That is a big expression, but according to the reports of the best engineers, it is an absolute fact. No road of its length has been built with such easy gradients or liaf curves. "I spoke of the C. P. R. a few minutes ago, and I would like to remind you that this Is no longer a modern road. It was thirty-five years ago since the first sod was turned on the banks of the Kaminis- tlqua River. 1 know it well, for I was there as one ol the engineers. In those days the engineers did not locate railways as they do today. Tbe idea then was to follow the surface and avoid as much as possible cuts and fills, and there was little consideration for the cost of operation. The C. P. R. have rebuilt from Port Arthur to Winnipeg, and from Winnipeg to Calgary. You can see the old road as you go along in the train sometimes on the one side and sometimes on the other. But they cannot re-build their lines in the Rockies and the Selkirks or along the north shore of Lake Superior, or after you pass North Bay on Lake Superior. "The C. P. R. cannot compete with a modern road. Near Field, B. 0., there was a grade of i feet and fourteenths, or 220 feet to tho mile, and it took several locomotives to push up a small freight train, and three or four for an ordinary passenger train. A very clever piece of engineering has been accomplished to reduce the grade, and it has been cut down to 2 feet, and two-tenths, or 110 feet to the mile, hy means of a double spiral tunnel. A considerable grade still you will say, but there was no object in having a smoother grade, ns the grade iu the Selkirks is equally steep. You must remember that the C. P. R. in the Rockies has to ascend to a summit of 5,320 feet, and after climbing to this elevation it goes down again the Columbia river to 2,500 feet, and then rises to go over the Selkirks to 4,- 3C1 feet. SHORT CUT TO WINNIPEG. "If you leave Quebec on thc Transcontinental and go to Winnipeg, you have traveled only 1350 miles, but if you leave Montreal by the C. P. R., you have traveled 1422 miles — 72 miles more. It seems very strange to think tiiat the people in Quebec will be 70 miles nearer Winnipeg than the people in the city of Montreal. Or if you leave by the C. P. R. from Quebec for Winnipeg, you have got to travel 1,585 miles, and by the Transcontinental line only 1,350 miles — 235 miles less. If anyone will take the trouble to look up the map you can verify this very easily. Therefore, the mileage, via thc Transcontinental to Winnipeg from Quebec or Toronto will be the same. "Cochrane Junction, as you probably know, is situated on a magnificent tableland or plateau, extending some 400 miles in the province of Ontario, and 200 miles in Quebec, almost level, over which the Transcontinental line is to pass — there is hardly any grade whatever.. This plateau has an elevation of 1,100 to 1,- 200 feet and descends gradually to 800 feet at Winnipeg. ENGINEERING ADVANTAGES. "The soil in this tableland is a rich clay, 15 tu 20 feet in depth, and fertile, like Manitoba, and anyone will admit that good wheat can be grown in Manitoba. From Winnipeg to Edmonton there is a beautiful road, of easy grades and very few curves—783 miles, and from Edmonton to Wolfe River, a distance of 125 miles, where the prairie ends. After that it is called thc Mountain section, but is not really so, for the grade is only 6-10 of one per cent, or 32 feet per mile. Thc elevation on the G. T, P. summit is only 3,- 708 feet, or 280 feet higher than the city of Calgary, which is today on the prairie. The grade to the summit is only 32 feet per mile, enabling one locomotive to haul the heaviest train up to thc top. I may say that the best of coal is being mined on both sides of the line for miles, which will be of great advantage in furnishing fuel. A LINE OF EASY GRADES. "After one passes the summit there is 27 miles of easy grade, and then 21 miles with a grade of 1 per cent along the banks of the Fraser river. Here you have splendid water power, which could be utilized at very little expense to electrify this part of the road. From the Fraser river to Fort George there is excellent farming land, practically all taken up there before the advent of the railway. From Hazelton, 180 miles from Prince Rupert, the road is prac tically level. I rode through there last August for some fifty miles, and there is rich farming lands along the banks of the Skeena river. HAULING POWER IS GREATER. "You can start at Yellowhead Pass and go to tide-water at Quebec without finding adverse grades any of more than 4-10 of one per cent., or 21 feet to the mile — something which people would not have believed possible some years ago. When the late John Charlton in a speech in parliament said that railways in the future would be built with such grades, we thought he was a dreamer — that he was visionary — people said it could not be done. He has gone to his reward, but what he foresaw and predicted for the future has actually taken place today. He said then that it would be possible for one locomotive to take 2,200 tons to tidewater. Now, if you take 2,- 200 tons and take off one-third, which is a liberal allowance for weight of the cars, there remains a net load of 1,466 tons at 33 bushels to tbe ton, you will have nearly 50,- 000 bushels of grain, in one train, pulled by one locomotive over any part of the whole system. You cannot equal this in any other part of the world. On the New York Central and the Pennsylvania road, they have no such grades for any like distance; they have on some sections, but not for the entire system. SOME PERTINENT FACTS. "Thc total ascent attained and the adverse grades added together an the Grand Trunk Pacific from tidewater on the Pacific to tidewater on the Atlantic, is only 7,000 feet, while on thc Canadian Pacific, between the same points the total ascent is 23,- 000 feet. "Now let me enunciate a truism ; material wealth is but the transformation of the raw material of nature into useful commodities and their transportation from the place they are produced to the place they are wanted. Therefore, you see, that an indispensable requirement of material wealth is easy transportation. It is the very foundation of all prosperity. have been fooled. Today it is difficult indeed for the homesteader to carry on such a game, as his rights are of such a valuable nature that if he is caught neglecting his duties in accord with thc exact requirements of the laW, there nre many who are desirous to undertake them for thc valuable prize at stake. It just happens that this vigilance has been .effective in bringing to light during thc past few weeks, quite a number of cases of duplicate and triplicate homestcading. The law gives to every male adult thc right to homestead 160 acres on condition that he resides upon it at least six months in each of three years, and does a specified amount of cultivation and erects thereon a dwelling. This method referred to is not the only one resorted to to defeat the homestead laws. Quite a number of wily Yankees have come across the line as "bachelors" and brought with them a woman who was represented to he a widow, ambitious to establish her little family on thc free land of Canada. This widow would enter upon thc adjoining quarter section. Their shacks would not be far from each other. After three years of residence in that way, and the patents secured, the shacks are combined into one, and the "widow" assumes her true role — tbat of wife. On information ascertained beyond any doubt, it has been discovered that these parties were duly wedded by a qualified parson in the land from which they hailed, some years, a period sufficient In which to lay the foundation for a reasonable-sized family, before coming to Canada. With the advent of railway construction through Northern British Columbia, what has been known as the most remunerative fur field extant will, to a large degree, receive its quietus. This is quite natural and follows in the wake of what history tells us of other sections of the Dominion and British Columbia in respect to game. Tbe fur field of this province has indeed been a remunerative one, for it has provided an army of men with a profitable and lucrative vocation for over one hundred years. The incentive which piloted Simon Fraser into New Caledonia was fur, nnd his admonition to the Indians at Stuart lake was in the direction of large catches. It would indeed he a hard matter to arrive nt an approximate figure or form any estimate of the number of pelts that hnve been taken by hunters since Fraser first established himself at Stuart Lake. To compute it in dollars the sum must go into the millions. While fur-taking, like many other embarkations of pristine days, must make way for progress and methods more in keeping with the age in which we live in, still the taking of fur in the future can be made a permanent source of profit to the province, if action along tbe lines of the Ontario government arc taken and fur exploited on a business basis. At a recent sale of beaver and other fur taken from, Algonquin park thc Ontario authorities realized a sum of $2714. The figure is trivial, of course, but the principle is admitted in so forcible a manner, that no element of doubt is left in an open mind, that if Ontario can do this with, comparatively speaking, an artificial "beaver farm," what Is not possible with a "beaver farm" conducted in a section of British Columbia that in the past has produced one-quarter of the world's consumption. There are sections of Fort George district that could be made ideal "beaver farms" today at a very small cost. The topography of the country lends itself admirably to the successful propagation of the beaver and other fur. The expense incurred hy the government would merely be the initial preliminaries in the reservation of such tracts or farms that have become the habitat of the beaver and thc placing of men with knowledge of the subject to oversee them and exploit fur on a merchantable basis. To assume that this would be interfering with the rights of Indians and others who have enjoyed an interrupted field for ages,, carries no weight, from the fact that the ad- advent of the railway through northern British Columbia will have the the effect of removing and restricting fur operations to such an extent that the industry will not be profitable under the changed conditions. Why give these people thc opportunity of loading their diseased eggs upon other communities? Why not order them destroyed at once? Surely the general health of the public is of more Importance than ten thousand cans of rotten eggs. Mr. Harris, representing thc Gould Storage Co., on whose premises the eggs were found, explained to the authorities that similar slull was utilized by such packing bouses ns Armour and Swift of Chicago, and that they were sold In hulk to bakers and confectioners. He further maintained thnt the eggs were all right by examination. If the city or provincial authorities have not ■ thc power to destroy such stud, without giving the importers an opportunity of shipping it elsewhere, then it is time that the federal government undertook the task. We are spending millions yearly here in Canada in an endeavor to obtain typhoid proof water. A generous public is contributing more millions toward our hospitals; while preachers preach, doctors write, and scientists lecture upon a more cleanly and better living, and in the midst of it along comes a mass ot filth, to be sold broadcast for the benefit of unscrupulous traders. Some years ago a very similar case occurred in Toronto. In that instance some thousands of cans of diseased lish were shipped from Toronto to Montreal, the authorities having condemned the stuff and ordered that it cither be exported or destroyed. In this instance it was exported to Montreal, there to be eventually seized and placed on the dump. Men who would sell their fellow-citizens rotten eggs or rotten fish should any great amount of consideration. A largo monetary loss would be most efficient in curing these gentlemen of the habit of unloading such stuff upon the public. HIM WOE HERALD PUBLISHED BY THE NORTHERN INTERIOR PRINTING CO. J D. Bowser, in addressing the assembly in reference to the reciprocity agreement, stated that he believed that it might possibly he of some immediate benefit to certain sections of Canada, and that on general principles the good of thc Dominion as a whole should he considered above all else. But in this matter the best wny for British Columbians to advance thc interests of Canada was first to look after their own interests and thc terms of this agreement arc plainly inimical to tbe best interests of the province. The production of fruit, for example, has been encouraged in this province because it was thought that there was a vast market for it in the Northwest territory that could not be affected hy importations from acroGs the line. The removal of the tariff wall will make it impossible for the province to compete with the more organized and more extensively cultivated country to the south, which is"'looking for' an outlet for its surplus products. On the other hand, numerous items imported from other provinces will be shut out of British Columbia, such as cattle, sheep, swine, dairy products, etc., and will inevitably come across the international line. W. J. Bowser could have gone farther and stated that the reciprocity agreement will have the effect of placing British Columbia in the position the province was in prior to confederation and.the construction of the Canadian Pacific railway, when trade intercourse was solely in the hands of merchants to the soutli of the boundary line. When the geographical position of British Columbia is considered, it. is plainly evident to the layman that trade with the United States must develop under the new arrangement, in such articles as enumerated hy the attorney- general. In the past, under severe restrictions, British Columbia has imported annually close upon five million dollars' worth of small produce, and it is unreasonable to suppose then that under the new trade regulations the imports will decrease. One unmistakable effect the new arrangement will have will be the closer grouping of British Columbia with the Pacilic states in the matter of trade intercourse, and the gradual withdrawal from Eastern Canadian commercial ties'." ROYAL William Rad BROWN, ley, Agent The annual report,of thc Traders Hank of Canada, the second banking institution to establish itself in the district, must be highly gratifying to the shareholders and those under whose management the Traders is conducted. In all departments of the bank the general growth of the country has been reflected. While tho bank has only been in existence about half the time of others of about the same volume of business, the deposits have increased over last year by six millions, an amount almost equal to the total deposits of the bank ten years ago. This is a condition which could not have been created except by thoroughly good management on the part of the bank officials and thc confidence which such management brings about. Eleven new branches were opened during the year, South Fort George being enumerated among the new ones. Thc sum of $348,360 has been distributed to the shareholders in dividends, and $100,000 added to thc reserve fund, which now amounts to $2,300,000. Thc circulation account stiinds at $3,790,000, as against $3,060,000 last year. The number of shareholders is placed at 1813. Wood Lee, who has been assisting in the local government office at Ashcroft, has been transferred to Clinton. Frank Cannon has purchased the engine and saw outfit of John Lyne, at Soda creel., and will install it at Quesnel to operate in cutting up stove wood. Work on tbe Baker creek bridge has been going apace lately and it will be completed shortly, it the weather moderates sufficiently to allow workmen to continue without interruption. Thc reconstruction of a government bridge over the Quesnel river has commenced in earnest. W. Haney, the provincial bridges superintendent, who will have charge of the construction, has arrived at Quesnel, and is already active in getting his workmen and material together to commence the work ol rapidly replacing the old timbers.- The provincial superintendent i.i a man of long standing in bridge building, having constructed many nf the bridges along thc line of the Canadian Pacific railway in the Rockies. He will have nbout 25 men engaged, and the work will tn_e several weeks It is anticipated there will be no interruption of travel over the structure while the work is going on, at most only a few hours. Teams have for some time been bringing down the timbers from the Fraser mill, and now the work can go on without interruption. Joseph Best, a former resident of New Westminster, son of the late James Best, an old-timer of Sapperton, was frozen to death on the trail near Tete Jaune Cache on the headwaters of the Fraser river, near the Yellowhead Pass, during thc cold snap of one month ago. While at work on the survey line near Soda creek, with L. G. Gunn's G. T. P. party, Charley Ware, one of the members, had the misfortune of getting his left foot soaking wet, with the consequences that he froze the toes so badly that the little one had to be amputated, at Quesnel, the fore part ot the month. Dr. Beech performed thc operation. The accident occurred during the recent cold snap, when the weather was 40 below. Mr. Gunn accompanied the injured man and, after making every provision for the comfort of Mr. Ware, left again for Soda creek. The Quesnel Observer has been disposed of by the Northern Interior Printing Co. The new management is under A. Dollenmaycr, publisher, and J. G. Hutchcroft, manager. The new hospital at Quesnel, has opened its doors. A letter from J. A. Fraser, M. P. P., states that a f.OO donation by the government would be available April 1. James Boyce, an old-timer in the district, passed away at Barkerville January 7. He came to British Columbia in the early sixties on the steamer "Sonora." A new company has been floated at Barkerville, called thc Terminal City Mining Co., with Thomas A. Blair as president, and Messrs. L. Ford and A. McKinnon, directors. They have acquired valuable (|uart„ holdings on Red Gulch and Island Mountain. A shaft has been sunk to a depth of 50 feet and the company arc continuing operations as far as possible under the present conditions. There is an epidemic of measles at Quesnel and schools have been closed in consequence. Skating on the Fraser river, at the mouth of thc slough, was enjoyed by a large number of residents Saturday and Sunday. The ice was fair, and led a number of hockey players into the making of arrangements for a match, but the snowfall at night, which appears to be one of the peculiarities of the district, both with respect to rain nnd snow, dispelled any further thought of a match being arranged. The one and only accident reported befell Miss Taylor, who had the misfortune to fall and dislocate her knee cap, while executing the thrilling and difficult lig- ure eight Sunday afternoon. Tne patient was brought to town by Dr. Monro, and is today reported convalescent, after several days' confinement to her room. Joe Quaw left Friday for down river to bring back a horse believed to be one that strayed from the Nortli Coast company's band early last summer. The animal, a 1200-lb. one, was seen by parties coming up the cast side of the Fraser last week in a starving condition, Mr. and Mrs. MacHaffie, who were expected here last Sunday afternoon, huve been detained at Quesnel for a fortnight, Thc delay in arrival has been occasioned by Mr. Harrison, of the B. N. A. branch nt Quesnel, having met with an accident, which necessitated the remaining over of Mr. MncIIaflie ponding Mr. Harrison's recovery. The Nnrth Const Land Co., Ltd., has increased its paid-up capital to one million dollars. The company controls some of the best holdings in the Fort Goorge district and the volume ol business transacted by the Nortii Coast is stated to be the largest ol any of the numerous companies operating in agricultural lund in the district. Mr. Edward Roberts is the sales agent in South Fort George. The interior of the Club Pool Room is undergoing a series of alterations and renovations which will greatly add to the charm of thc much-frequented place. Tbe ceiling and walls have been oiled, preparatory to receiving a coat o- dull red, und other minor improvemts for the convenience of guests is under contemplation by Messrs. Bureh & Luke. From the uniform und sprightly attendance throughout the winter the proprietors feel that they may be called upon to enlarge their premises ami add more tables to the number in the spring. The success of the establishment of thc pool room last summer has far exceeded the expectations formed by Messrs. Burch & Luke at thc time of its installation. Mail came in on time Monday. It was brought in by an experienced real estate driver. J. Counts ennic all the way from Alberta to start a pool room at Central. He came, he saw, and he left on the next stage. W. J. DeBeck, manager of the Alberta Telephone Co,, in South Fort George, who has been in poor health since he arrived here last summer, has been ordered a change of climate and in consequence J, 0. Williamson is taking the patient as far ns Quesnel, where the regular stage will be taken (ur Ashcroft. Mrs. DeBeck accompanied her husband. H. C. Seaman will accompany the party as far as Blackwater. It is expected to drive through to Blackwater without stop. I. A. White, the freighter, arrived from Quesnel Monday noon with ?.,- 000 pounds of freight. He says thc road is in bad shape, and sleighs cannot be loaded to advantage. The local Conservative association hold a meeting this evening in their hall on Fourth street. All good Conservatives are invited to be present. The meeting has been called for S o'clock. The regular weekly dance was held last night and was numerously attended. JO. - Caught in a tarry coating tossed upon them by the waves over 2000 wild ducks, unable to lly cr feed, are awaiting death in the water of Point Pedro. Many of them drift ashore and endeavor to Ond shelter in thc rocks. Almost, every variety of duel- known in this section is included among the victims. The principal varieties affected are widgeon, blue ball, canvas-back and teal. An examination of the birds shows that their feathers are saturated with crude oil which some ono has allowed to escape into the bay. Once in the bay thc oil forms a thin, tarry coating over thc water and the winds and tide carry it to all parts of the bay. In this way it drifts over flocks of waterfowl. Their feathers become saturated to such an extent that they are unable to fly or even guide themselves in the water. The result is that death by starvation awaits each victim. The doomed birds began drifting in to Point Pedro last night, and by sundown hundreds were resting on thc beaches. The quarry crews and ranchers in thc vicinity carried away hundreds. Several fishermen also loaded their boats. It is thought tbat this destruction of ducks is ten times greater than the evidence at Point Pedro shows, Reports from West Ran-Pablo Bay say that thc same condition prevails there and (hat thc marsh nnd tule In that section is filled with the ill- fated waterfowl.
