Delegates who\nwere in sympathy with joining the\nStales came to Ottawa and asked for\na wagon road to British Columbia,\nknowing that this would be unacceptable to the colony. That shrewd\nstatesman, Sir John A. Mncdonald,\nsaid, 'A wagon road! I'll build you\na railroad.'\n,G. T. P. IS \"BEST EVER.\"\n\"Now, as to the Grand Trunk Pacilic and thc Transcontinental, I will\nrefer to later on. I tell you right\nnow that the Grand Trunk Pacific la\nbeing built on a higher standard\nthan any road of the same length\never has been built in the world.\nThat is a big expression, but according to the reports of the best\nengineers, it is an absolute fact.\nNo road of its length has been built\nwith such easy gradients or liaf\ncurves.\n\"I spoke of the C. P. R. a few\nminutes ago, and I would like to remind you that this Is no longer a\nmodern road. It was thirty-five\nyears ago since the first sod was\nturned on the banks of the Kaminis-\ntlqua River. 1 know it well, for I\nwas there as one ol the engineers.\nIn those days the engineers did not\nlocate railways as they do today.\nTbe idea then was to follow the surface and avoid as much as possible\ncuts and fills, and there was little\nconsideration for the cost of operation. The C. P. R. have rebuilt from\nPort Arthur to Winnipeg, and from\nWinnipeg to Calgary. You can see\nthe old road as you go along in the\ntrain sometimes on the one side and\nsometimes on the other. But they\ncannot re-build their lines in the\nRockies and the Selkirks or along\nthe north shore of Lake Superior, or\nafter you pass North Bay on Lake\nSuperior.\n\"The C. P. R. cannot compete with\na modern road. Near Field, B. 0.,\nthere was a grade of i feet and fourteenths, or 220 feet to tho mile, and\nit took several locomotives to push\nup a small freight train, and three\nor four for an ordinary passenger\ntrain. A very clever piece of engineering has been accomplished to reduce the grade, and it has been cut\ndown to 2 feet, and two-tenths, or\n110 feet to the mile, hy means of a\ndouble spiral tunnel. A considerable\ngrade still you will say, but there\nwas no object in having a smoother\ngrade, ns the grade iu the Selkirks\nis equally steep. You must remember that the C. P. R. in the Rockies\nhas to ascend to a summit of 5,320\nfeet, and after climbing to this elevation it goes down again the Columbia river to 2,500 feet, and then\nrises to go over the Selkirks to 4,-\n3C1 feet.\nSHORT CUT TO WINNIPEG.\n\"If you leave Quebec on thc Transcontinental and go to Winnipeg, you\nhave traveled only 1350 miles, but if\nyou leave Montreal by the C. P. R.,\nyou have traveled 1422 miles \u00E2\u0080\u0094 72\nmiles more. It seems very strange\nto think tiiat the people in Quebec\nwill be 70 miles nearer Winnipeg than\nthe people in the city of Montreal.\nOr if you leave by the C. P. R. from\nQuebec for Winnipeg, you have got\nto travel 1,585 miles, and by the\nTranscontinental line only 1,350\nmiles \u00E2\u0080\u0094 235 miles less. Therefore, the mileage, via\nthc Transcontinental to Winnipeg\nfrom Quebec or Toronto will be the\nsame.\n\"Cochrane Junction, as you probably know, is situated on a magnificent tableland or plateau, extending\nsome 400 miles in the province of\nOntario, and 200 miles in Quebec, almost level, over which the Transcontinental line is to pass \u00E2\u0080\u0094 there is\nhardly any grade whatever.. This plateau has an elevation of 1,100 to 1,-\n200 feet and descends gradually to\n800 feet at Winnipeg.\nENGINEERING ADVANTAGES.\n\"The soil in this tableland is a\nrich clay, 15 tu 20 feet in depth, and\nfertile, like Manitoba, and anyone\nwill admit that good wheat can be\ngrown in Manitoba. From Winnipeg\nto Edmonton there is a beautiful\nroad, of easy grades and very few\ncurves\u00E2\u0080\u0094783 miles, and from Edmonton to Wolfe River, a distance of\n125 miles, where the prairie ends.\nAfter that it is called thc Mountain\nsection, but is not really so, for the\ngrade is only 6-10 of one per cent,\nor 32 feet per mile. Thc elevation\non the G. T, P. summit is only 3,-\n708 feet, or 280 feet higher than the\ncity of Calgary, which is today on\nthe prairie. The grade to the summit is only 32 feet per mile, enabling one locomotive to haul the heaviest train up to thc top. I may say\nthat the best of coal is being mined\non both sides of the line for miles,\nwhich will be of great advantage in\nfurnishing fuel.\nA LINE OF EASY GRADES.\n\"After one passes the summit there\nis 27 miles of easy grade, and then\n21 miles with a grade of 1 per cent\nalong the banks of the Fraser river.\nHere you have splendid water power, which could be utilized at very\nlittle expense to electrify this part\nof the road. From the Fraser river\nto Fort George there is excellent\nfarming land, practically all taken\nup there before the advent of the\nrailway. From Hazelton, 180 miles\nfrom Prince Rupert, the road is prac\ntically level. I rode through there\nlast August for some fifty miles, and\nthere is rich farming lands along the\nbanks of the Skeena river.\nHAULING POWER IS GREATER.\n\"You can start at Yellowhead Pass\nand go to tide-water at Quebec without finding adverse grades any of\nmore than 4-10 of one per cent., or\n21 feet to the mile \u00E2\u0080\u0094 something\nwhich people would not have believed possible some years ago. When\nthe late John Charlton in a speech\nin parliament said that railways in\nthe future would be built with such\ngrades, we thought he was a dreamer \u00E2\u0080\u0094 that he was visionary \u00E2\u0080\u0094 people said it could not be done. He\nhas gone to his reward, but what he\nforesaw and predicted for the future\nhas actually taken place today. He\nsaid then that it would be possible\nfor one locomotive to take 2,200 tons\nto tidewater. Now, if you take 2,-\n200 tons and take off one-third,\nwhich is a liberal allowance for\nweight of the cars, there remains a\nnet load of 1,466 tons at 33 bushels\nto tbe ton, you will have nearly 50,-\n000 bushels of grain, in one train,\npulled by one locomotive over any\npart of the whole system. You cannot equal this in any other part of\nthe world. On the New York Central and the Pennsylvania road, they\nhave no such grades for any like distance; they have on some sections,\nbut not for the entire system.\nSOME PERTINENT FACTS.\n\"Thc total ascent attained and the\nadverse grades added together an the\nGrand Trunk Pacific from tidewater\non the Pacific to tidewater on the\nAtlantic, is only 7,000 feet, while on\nthc Canadian Pacific, between the\nsame points the total ascent is 23,-\n000 feet.\n\"Now let me enunciate a truism ;\nmaterial wealth is but the transformation of the raw material of nature into useful commodities and\ntheir transportation from the place\nthey are produced to the place they\nare wanted. Therefore, you see, that\nan indispensable requirement of material wealth is easy transportation.\nIt is the very foundation of all prosperity.\nhave been fooled. Today it is difficult indeed for the homesteader to\ncarry on such a game, as his rights\nare of such a valuable nature that if\nhe is caught neglecting his duties in\naccord with thc exact requirements\nof the laW, there nre many who are\ndesirous to undertake them for thc\nvaluable prize at stake. It just happens that this vigilance has been .effective in bringing to light during\nthc past few weeks, quite a number\nof cases of duplicate and triplicate\nhomestcading. The law gives to every male adult thc right to homestead 160 acres on condition that he\nresides upon it at least six months\nin each of three years, and does a\nspecified amount of cultivation and\nerects thereon a dwelling.\nThis method referred to is not the\nonly one resorted to to defeat the\nhomestead laws. Quite a number of\nwily Yankees have come across the\nline as \"bachelors\" and brought with\nthem a woman who was represented\nto he a widow, ambitious to establish her little family on thc free land\nof Canada. This widow would enter\nupon thc adjoining quarter section.\nTheir shacks would not be far from\neach other. After three years of residence in that way, and the patents\nsecured, the shacks are combined into one, and the \"widow\" assumes\nher true role \u00E2\u0080\u0094 tbat of wife. On\ninformation ascertained beyond any\ndoubt, it has been discovered that\nthese parties were duly wedded by a\nqualified parson in the land from\nwhich they hailed, some years, a\nperiod sufficient In which to lay the\nfoundation for a reasonable-sized\nfamily, before coming to Canada.\nI WEATHER REPORT |\ntTaken froti gove..__aent glass\nat H. This is quite natural\nand follows in the wake of what history tells us of other sections of the\nDominion and British Columbia in\nrespect to game. Tbe fur field of\nthis province has indeed been a remunerative one, for it has provided\nan army of men with a profitable and\nlucrative vocation for over one hundred years. The incentive which\npiloted Simon Fraser into New Caledonia was fur, nnd his admonition\nto the Indians at Stuart lake was\nin the direction of large catches. It\nwould indeed he a hard matter to\narrive nt an approximate figure or\nform any estimate of the number of pelts that hnve been taken by\nhunters since Fraser first established\nhimself at Stuart Lake. To compute it in dollars the sum must go\ninto the millions.\nWhile fur-taking, like many other\nembarkations of pristine days, must\nmake way for progress and methods\nmore in keeping with the age in\nwhich we live in, still the taking of\nfur in the future can be made a permanent source of profit to the province, if action along tbe lines of the\nOntario government arc taken and\nfur exploited on a business basis. At\na recent sale of beaver and other\nfur taken from, Algonquin park thc\nOntario authorities realized a sum of\n$2714. The figure is trivial, of\ncourse, but the principle is admitted\nin so forcible a manner, that no element of doubt is left in an open\nmind, that if Ontario can do this\nwith, comparatively speaking, an artificial \"beaver farm,\" what Is not\npossible with a \"beaver farm\" conducted in a section of British Columbia that in the past has produced\none-quarter of the world's consumption.\nThere are sections of Fort George\ndistrict that could be made ideal\n\"beaver farms\" today at a very\nsmall cost. The topography of the\ncountry lends itself admirably to the\nsuccessful propagation of the beaver\nand other fur. The expense incurred\nhy the government would merely be\nthe initial preliminaries in the reservation of such tracts or farms\nthat have become the habitat of the\nbeaver and thc placing of men with\nknowledge of the subject to oversee\nthem and exploit fur on a merchantable basis.\nTo assume that this would be interfering with the rights of Indians\nand others who have enjoyed an interrupted field for ages,, carries no\nweight, from the fact that the ad-\nadvent of the railway through northern British Columbia will have the\nthe effect of removing and restricting fur operations to such an extent\nthat the industry will not be profitable under the changed conditions.\nThe idea is worthy the attention of\nthe government.\nCHINESE EGGS FOR CANADIANS\n'\"'g'' canyon, to look over berta.\nThe wnler of the dam will be\n8 \"' tho Chilco, with a used in connection with the Irrigating some of Wm. Quesnel for $ii5,\nand later at $50,\n(Toronto Saturday Night.)\nA shipment of frozen eggs In bulk,\nvalued at. $100,000 originally, said\neggs being a consignment of 10,000\ncases from China, have been seized\nby the Montreal health authorities\non the ground thnt they arc unfit for\nhuman consumption, These eggs, according to the edict of the department, must either be removed from\nthc Province of Quebec or destroyed.\nWhy give these people thc opportunity of loading their diseased eggs\nupon other communities? Why not\norder them destroyed at once? Surely the general health of the public is\nof more Importance than ten thousand cans of rotten eggs.\nMr. Harris, representing thc Gould\nStorage Co., on whose premises the\neggs were found, explained to the authorities that similar slull was utilized by such packing bouses ns Armour and Swift of Chicago, and that\nthey were sold In hulk to bakers and\nconfectioners. He further maintained\nthnt the eggs were all right by examination. Dr, McCarrey, chief of\nthe Pure Pood department, reported\non the othor hand, that the muss\ncontained chickens In embryo, some\nwell advanced tn development, not\nto speak of Ogg shells and other\nmatter unlit for the human stomach.\nIf the city or provincial authorities have not \u00E2\u0096\u00A0 thc power to destroy\nsuch stud, without giving the importers an opportunity of shipping\nit elsewhere, then it is time that the\nfederal government undertook the\ntask. We are spending millions yearly here in Canada in an endeavor to\nobtain typhoid proof water. A generous public is contributing more\nmillions toward our hospitals; while\npreachers preach, doctors write, and\nscientists lecture upon a more cleanly and better living, and in the\nmidst of it along comes a mass ot\nfilth, to be sold broadcast for the\nbenefit of unscrupulous traders.\nSome years ago a very similar\ncase occurred in Toronto. In that\ninstance some thousands of cans of\ndiseased lish were shipped from Toronto to Montreal, the authorities\nhaving condemned the stuff and ordered that it cither be exported or\ndestroyed. In this instance it was\nexported to Montreal, there to be\neventually seized and placed on the\ndump. Men who would sell their fellow-citizens rotten eggs or rotten\nfish should any great amount of consideration. Bowser, in addressing the assembly in reference to the\nreciprocity agreement, stated that he\nbelieved that it might possibly he of\nsome immediate benefit to certain\nsections of Canada, and that on general principles the good of thc Dominion as a whole should he considered above all else. But in this\nmatter the best wny for British Columbians to advance thc interests of\nCanada was first to look after their\nown interests and thc terms of this\nagreement arc plainly inimical to tbe\nbest interests of the province. The\nproduction of fruit, for example, has\nbeen encouraged in this province because it was thought that there was\na vast market for it in the Northwest territory that could not be affected hy importations from acroGs\nthe line. The removal of the tariff\nwall will make it impossible for the\nprovince to compete with the more\norganized and more extensively cultivated country to the south, which\nis\"'looking for' an outlet for its surplus products. On the other hand,\nnumerous items imported from other\nprovinces will be shut out of British\nColumbia, such as cattle, sheep,\nswine, dairy products, etc., and will\ninevitably come across the international line.\nW. Wood Lee, who has been assisting in the local government office at\nAshcroft, has been transferred to\nClinton.\nFrank Cannon has purchased the\nengine and saw outfit of John Lyne,\nat Soda creel., and will install it at\nQuesnel to operate in cutting up\nstove wood.\nWork on tbe Baker creek bridge\nhas been going apace lately and it\nwill be completed shortly, it the weather moderates sufficiently to allow\nworkmen to continue without interruption.\nThc reconstruction of a government\nbridge over the Quesnel river has\ncommenced in earnest. W. Haney,\nthe provincial bridges superintendent, who will have charge of the construction, has arrived at Quesnel,\nand is already active in getting his\nworkmen and material together to\ncommence the work ol rapidly replacing the old timbers.- The provincial superintendent i.i a man of\nlong standing in bridge building,\nhaving constructed many nf the\nbridges along thc line of the Canadian Pacific railway in the Rockies.\nHe will have nbout 25 men engaged,\nand the work will tn_e several weeks\nIt is anticipated there will be no interruption of travel over the structure while the work is going on, at\nmost only a few hours. Teams have\nfor some time been bringing down\nthe timbers from the Fraser mill,\nand now the work can go on without\ninterruption.\nJoseph Best, a former resident of\nNew Westminster, son of the late\nJames Best, an old-timer of Sapperton, was frozen to death on the trail\nnear Tete Jaune Cache on the headwaters of the Fraser river, near the\nYellowhead Pass, during thc cold\nsnap of one month ago.\nWhile at work on the survey line\nnear Soda creek, with L. G. Gunn's\nG. T. P. party, Charley Ware, one\nof the members, had the misfortune\nof getting his left foot soaking wet,\nwith the consequences that he froze\nthe toes so badly that the little one\nhad to be amputated, at Quesnel, the\nfore part ot the month. Dr. Beech\nperformed thc operation. The accident occurred during the recent cold\nsnap, when the weather was 40 below. Mr. Gunn accompanied the injured man and, after making every\nprovision for the comfort of Mr.\nWare, left again for Soda creek.\nThe Quesnel Observer has been disposed of by the Northern Interior\nPrinting Co. The new management\nis under A. Dollenmaycr, publisher,\nand J. G. Hutchcroft, manager.\nThe new hospital at Quesnel, has\nopened its doors. A letter from J.\nA. Fraser, M. P. P., states that a\nf.OO donation by the government\nwould be available April 1.\nJames Boyce, an old-timer in the\ndistrict, passed away at Barkerville\nJanuary 7. He came to British Columbia in the early sixties on the\nsteamer \"Sonora.\"\nA new company has been floated at\nBarkerville, called thc Terminal City\nMining Co., with Thomas A. Blair as\npresident, and Messrs. L. Ford and\nA. McKinnon, directors. They have\nacquired valuable (|uart\u00E2\u0080\u009E holdings on\nRed Gulch and Island Mountain. A\nshaft has been sunk to a depth of\n50 feet and the company arc continuing operations as far as possible\nunder the present conditions.\nThere is an epidemic of measles at\nQuesnel and schools have been closed\nin consequence.\nSkating on the Fraser river, at the\nmouth of thc slough, was enjoyed by\na large number of residents Saturday and Sunday. The ice was fair,\nand led a number of hockey players\ninto the making of arrangements for\na match, but the snowfall at night,\nwhich appears to be one of the peculiarities of the district, both with\nrespect to rain nnd snow, dispelled\nany further thought of a match being\narranged. The one and only accident reported befell Miss Taylor,\nwho had the misfortune to fall and\ndislocate her knee cap, while executing the thrilling and difficult lig-\nure eight Sunday afternoon. Tne patient was brought to town by Dr.\nMonro, and is today reported convalescent, after several days' confinement to her room.\nJoe Quaw left Friday for down river to bring back a horse believed to\nbe one that strayed from the Nortli\nCoast company's band early last\nsummer. The animal, a 1200-lb. one,\nwas seen by parties coming up the\ncast side of the Fraser last week in\na starving condition,\nMr. and Mrs. MacHaffie, who were\nexpected here last Sunday afternoon,\nhuve been detained at Quesnel for a\nfortnight, Thc delay in arrival has\nbeen occasioned by Mr. Harrison, of\nthe B. N. A. branch nt Quesnel, having met with an accident, which necessitated the remaining over of Mr.\nMncIIaflie ponding Mr. Harrison's recovery.\nThe Nnrth Const Land Co., Ltd.,\nhas increased its paid-up capital to\none million dollars. The company\ncontrols some of the best holdings in\nthe Fort Goorge district and the volume ol business transacted by the\nNortii Coast is stated to be the largest ol any of the numerous companies operating in agricultural lund\nin the district. Mr. Edward Roberts is the sales agent in South Fort\nGeorge.\nThe interior of the Club Pool\nRoom is undergoing a series of alterations and renovations which will\ngreatly add to the charm of thc\nmuch-frequented place. Tbe ceiling\nand walls have been oiled, preparatory to receiving a coat o- dull red,\nund other minor improvemts for\nthe convenience of guests is under\ncontemplation by Messrs. Bureh &\nLuke. From the uniform und\nsprightly attendance throughout the\nwinter the proprietors feel that they\nmay be called upon to enlarge their\npremises ami add more tables to the\nnumber in the spring. The success of\nthe establishment of thc pool room\nlast summer has far exceeded the expectations formed by Messrs. Burch\n& Luke at thc time of its installation.\nMail came in on time Monday. Many of them\ndrift ashore and endeavor to Ond\nshelter in thc rocks.\nAlmost, every variety of duel-\nknown in this section is included\namong the victims. The principal\nvarieties affected are widgeon, blue\nball, canvas-back and teal.\nAn examination of the birds shows\nthat their feathers are saturated\nwith crude oil which some ono has\nallowed to escape into the bay. Once\nin the bay thc oil forms a thin, tarry coating over thc water and the\nwinds and tide carry it to all parts\nof the bay. In this way it drifts\nover flocks of waterfowl. Their feathers become saturated to such an\nextent that they are unable to fly or\neven guide themselves in the water.\nThe result is that death by starvation awaits each victim.\nThe doomed birds began drifting in\nto Point Pedro last night, and by\nsundown hundreds were resting on\nthc beaches. The quarry crews and\nranchers in thc vicinity carried away\nhundreds.
