SCARP Studio Report for Greenways Refresh : A Re-envisioning of Vancouver’s City Greenways Park, Jimin; Craig, Chelsea; Pagnucco, Bruce; Farias, Adriana Valentina
Abstract
The original vision for Greenways in the City of Vancouver, set out in the seminal 1995 Greenways Plan, is only partially realized. The resulting outcome has been a variety of expressions of Greenways, inconsistent in functionality, design, and quality that are, in many cases, hard to distinguish from other local bikeways. Our re-envisioning process began by looking outward to gather information on the current discourse and latest planning practices around the world relating to Greenways. We developed a high-level Greenways Evaluation Framework which features a comprehensive set of overarching guiding principles, themes, evaluation criteria, and associated metrics. This Framework is a resource intended to be used by City of Vancouver planning staff to conduct critical assessments of the City’s existing Greenway network as well as the individual corridors within it, and guide future Greenways planning. The Framework features a comprehensive set of six guiding principles that can be applied to all Greenway segment typologies. Greenways are reenvisioned as places for all ages, abilities, and identities to experience. They are places where active transportation modes are given priority where people can gather or find solitude in high-quality continuous public spaces in a manner that enhances and responds to the surrounding context.
