Abstract

This is one in a series of articles by the authors about the ongoing debate over user charges in the Canadian health care system. In this paper we examine why user charges exist for some health care services and not for others. The paper analyzes the characteristics of services which appear to, or might, underlie decisions to charge in part or in whole for specific types of services. We propose a framework for evaluating the justification for, and feasibility of, user charges for particular types of services in particular situations.
