Davis. -170 NOTE AND COMMENT There is a French expression esprit d'escalier. which seems to hit off the class of geniut now Uncling vent on the incorporation question in the columns of our esteemed, lt defines the kind of wit. whose repartees occur lo it after the discussion is all over. These critics arc naturally finding a medium for tl.eir belated ideas on the subject in the Mail, which, while the discussion was still alive, never ventured to say anything on it either one way or the other. It did not want to support incorporation because the Herald was in favor of it. and it was afraid to oppose it, lest it should, as the event proved it would, be found fighting against the majority. The. policy of the Mail being simply to echo the prevalent sentiment of tlie moment, it was entirely at a loss to know.what to think on incorporation as the real sentiment of the people did not appear until the petition was signed. So now Observer and Fred. Fraser find a free scope to color the blank sheet of its mind with their own peculiar opinions. The point on which they keep harping is that incorporation will throw the burden of protecting the river bank upon our own people. But they are merely staling sumnisos and sus. picions. Neither of them has so far cited 11 single instance in which the Federal or Provincial government has thrown t he burden of such an undertaking as this on the shoulders of a municipality. All over the Dominion the Public Works Department is spending year after year immense sums of money. It, is the great, spending department of the government. Is it a'fact this money is all or even mainly spent in such portions of the country as ire outside of municipalities? It i.s true this is peculiar work, of a kind that does not generally require the attention of the depnitment. But it is even at this present, t ime engaged on surveys for gigantic works on the Fraser river ."which will cbielly if not entirely benefit the municipalities on the lower reaches of the Fraser river. There is not a shadow of ground for the contention either by Mr. Tarte, Observer or anybody else that, if the department has any responsibility in the. matter, the fact of Revelstoke being incorporated or un* iucoi porated should make the slightest difference in the mattei. llio bit of patronage that has hither 1 now over 100 feet.
