The Phoenix Pioneer was published in Phoenix, in the Kootenay Boundary region of southern British Columbia, and ran from April 1898 to May 1916. The Pioneer was published by the Pioneer Publishing Company, which was managed by W. B. Wilcox (from 1899-1908) and Thomas Alfred Love (from 1908-1911). On August 12th, 1910, the headquarters of the Pioneer burned down, together with a large portion of the town of Phoenix itself, and the paper consequently suffered serious financial difficulties. On April 11th, 1911, the Pioneer was sold to Gilbert Kay, who published and edited the paper until May 1916. The paper was published under a variant title, the Phoenix Pioneer and Boundary Mining Journal, both from 1903-1910 and from 1911-1912."@en, ""@en ; edm:aggregatedCHO "https://open.library.ubc.ca/collections/xphoenix/items/1.0186017/source.json"@en ; dc:format "application/pdf"@en ; skos:note """ 7'"^$ 'WiMi^f'^^^Z^AZA^AYy'yZ;: ' '!'''..'. IO KNOB HILL AVENUE License to Carry Firearms Important changes, in the Game Protection Act of British Columbia were set forth in an amending measiue introduced in the House a few days ago; by the attorney general. The measure provides among oilier things, that il s>hall be unlawful for- any resident of the province to hunt animals or birds or to carry firearms of any description, or air guns, or any device for tbe purpose of capturing any animal or bird without"first taking out a license. In addition to taking out a license, hunters will be required to wear a badge showing the number of their license. These licenses will not be transferable.' Any breach of lhe Act involves cancellation of a hunter's license. Licenses will not be issued to boys under sixteen, except at a written request of parents or guardians, who shall undertake that such boys, when carrying firearms, shall be under their'super- vi.sion or that of some responsible license holder. There are three classes of licenses: An ordinary, to carry firearms and hunt birds and deer, other than moose, wapita and cariboo, costing $2.50; a general to hunt game birds and animals, $5.00; a special, to carry firearms and trap, $10.00. Holders of general or special license teen>daysljqf license" tpXtlie) provincial'game warden with "a sworn statement of the number of each species of big game _ or animals trapped. Prospectors* (possessing a free miner's certificate may obtain ordinary licenses during the open season, while actually engaged in prospecting; so may farmers and sons hunting on the land on which they permanently reside. Any firearm found in the possession of any person not having~a license may be seized and confiscated. It is provided that no person shali act as hunter's guide who has not taken out a license. Every guide so licensed must require every person he serves as guide to produce for inspection that person's firearms', license, and failure to do so constitutes a breach of the act. All licensed guides shall, within fourteen days of the expiration" of their license furnish the provincial game warden with a statement showing' the number of persons whom they have served, the number of days they were engaged in hunting and the number of different species ot big game killed. Any resident of the province who wishes to obtain a permit to expprt any animal or bird shall make written application to the game warden, enclosing the sum of one dollar, this being the fee for such permit. "Any person found between one hour after sunset and one hour before sunrise with a headlight of any description and firearms in his pos- ession, commits a. breach of the Act and is liable to arrest without warrant. The privilege heretofore accorded storekeepers of keeping game for sale for a. period of five days after the expiration of the close season is withdrawn,- as is also the privilege heretofore accorded private owners of game killed during the open season',of keeping such game for a period of ten days after the close of the hunting season. Various penalties of severe character are provided for any and all infractions 'of the Act. Any fines imposed must be paid forthwith, and, in default of payment, the offender shall be liable to imprisonment, with or without hard So Near and Yet So Far. There is a tiny hamlet in southern Alaska, called t by the natives Katalla, 1 pasting of a few hundred inhabitants, which really knows what the high price of coal means. Each and every ton burned in that town, costs exactly $21.75. And within twenty-five miles is one of the richest coal, deposits* in the world. It is the famous'coal region about which i the Pinchot-Ballin* ger-Guggenheim-Cunningham controversy was waged. The'govern- ment of the United States now controls those deposits, and the inhabitants of Katalla are prevented, through this control, from mining their fue/ needs', which total only sixty tons annually, and are forced to depend upon a "supply of fuel mined \"""hundreds of miles away in BritisK*C?bluifibia.'
