No opportunity for proper investigation was afforded since the bond was taken until the present time and fortunately the weather of the past three weeks lias put everything in good shape to effect a thorough examination, the season up there being advanced about a month earlier than usual. May 10���������James Brown Scott, solicitor of the state department and a delegate to the second Hague conference, brought to the lake Mohonk conference on international arbitration to-day an \"authorized and directed\" quotation from Secretary of State Knox predictrng that the third Hague conference Avould find a permanent court of arbitral justice in session and that many powers were accepting the proposition, at least in principle. President Nicholas Murray Butler- expressed the thanks of the conference to Secretary Knox for selecting this occasion for the announcement. Charles Heney Butler, reporter for the supreme court of the United States referred to the exclusion of warships from the Great Lakes by agreement in 1S17 between Great Britain and the limitation of armaments. When the raise is on the Avater comes up with leaps and bounds, the swells are almost in the nature of tidal wirves; Avhen it begins to shrink the volume of water drops out of sight quickly, The high Avater mark was reached last Thursday night. The weather cooled off and by Friday t'vening there Avas a fall of four feet, and the water has been falling ever since. Victoria, May 21.���������President J.. J. Warren of the Kettle River Valley i Railway company, reached Penticton on Wednesday, and will come through to the coast at once. Mr. Warren has latterly been overwhelmed with congratulations upon his success at Ottawa in obtaining the substantial subsidy of $0,100 per mile for his road, construction of Avhieh from Merritt will begin in the very -near future. The line is now. subsidized to the extent of $11,400 per mile for 150 miles, from Merritt to Midway, the provincial legislature having last session revived the $5,000 per mile subsidy of the old Midway & Vernon. It is now probable,, in view of recent development, that after leaving Merritt the line will go up the Cold water and on across, the Hope mountains, Advices from Ottawa, suggest this change in the route.
