BARRISTER,': SOLICITOR, NOTARY PUBLIC, ETC Vernon, B. C The news from Victoria thas the special commission appointed at the beginning of the year to impure into claims against the defunct Midway & Vernon, will prove very acceptable at the present time. When the fiist report was given out as to the valuation placed upon the work done iu grading between Midway and Rock Creek doubts were entertained as to how creditors would fare, for the amount specified as the valuation of the old grade represented a stun that would fall far short of .satisfying the claims against the road. .The latest report, however, is to tlie effect that every claim against the work expended in any way between Midway and Rock Creek would be paid in full. One point left in doubt was that of payment of claims for survey work done over tho sum.nit between the head waters of the -West Fork and Kelowna, the Kettle Yalley Co. who have taken over the Midway and Vernon charter and, become responsible for the debts, being indisposed to pay for outlay that was not going to be of anv benefit to them, Itnd as they will not use any portion of the surveyed route between the Wes]t Fork and the Okanagan Mission Valley a regretable hitch occurs in the payment for debts contracted on that portion. This decision, if persistently adhered to, will proven great hardship to those who have suffered loss in equipping and outfitting the pack trains for that particular work, for they did so in quite as good faith as those who furnished the supplies and the labor for building the gi-cidfc -between Midway and Rock Creek and it seems very, much of a hardship that they should be left out of .it for no fault of. their o>yn beyond the misfortune of havingbeen tied up with such a bunch. ' ; . It is .well known that the representative for the Similkameen has taken strong giound in their behalf arid if theie is any possibility of him yet being able to secure recognition of. their claims it will be done. There is a rumor to the effect that the Great Northern have expressed an inclination to change tho present running of the trains from this valley to Spokane, not by abolishing the Oroville stop off but of making the layover elsewhere, and the 1-1111101- makes it appear that the layover is to beat Keremeos instead of Oroville. That tho Oroville sojourn should have been maintained as long as it has is taken as evidence of the railway's supreme indifference to the wishes or con ven- of the people resident in this valley. What they expect to'accomplish by changing it to Keremeos instead is a niysteiy, and it seems difficult to believe that there can be anything in the report. So far as Keremeos if-elf is concerned we don't believe theie are any there who would favor .such a change, for as far as local convenience is concerned it would be worse for them than it is at present. Now if they want to run up to either Hedley or Princeton on business they can put in a good morning's work at home; take the train at' 10.30 and have either two hours at Princeton or four hours at Hedley and be back .home again at a little after four o'clock in the afternoon to get a long evening's work at home on their fruit lots, and people at Princeton or. Hedley who want to go to Keremeos can get time to do'business there in the evening after ^their arrival as well as the next morning before the train pulls out at 10.30. With a changed schedule which would merely substitute Keremeos for Oroville as the place of layover there would be the one night away from home without opportunity of accomplishing anything m the way of business, , What the people uf thy Siiililkariieeu want from the Great Northern is a straight run through from Princeton or Otter Flat.toSpo.kane wishout a layover at any point, and they want the immediate completion of the road through to the coast. It has now taken them five years and seven months to get their rails from Midway to Princeton. ' With such a record it is very apparent that Jim Hill is indeed getting old. AROUND THE WORKS Bit by bit the various parts of the new plant are being put in commission. Last week the new electric motor to drive the rock crushers was started up and went olf without a hitch. It is a 50 h. p. motor, wire wound rotary, with special starting torque of 125 h. p. and capable of continuous overload of 23 per cent. Its power is such that no rock which enters the crusher jaws is able to slow it up in the. slightest and with ease it is keeping the ore bins full to overflowing with crushed rock. The motor foi the batteries is also in place and the big 10 foot pulley for the battery camshaft is being put in place and will in all piobability turn over to-day by eU-ctric power. The motor for the Oliver filter presses have been in operation for somo time. Altogether it has been most exasperating the delays the management has been subjected to fiom the manufacture s of electric and other machinery for some of the motors and pumps have not'yet come to hand and are not likely to be here bi-foie about the 9th-of January although they were contracted for on April 9th on 00 days delivery. Thus the sixty days will have run into nine months before they reach here. Up at the mine they are experiencing the advantage of the better- electric power supplied by the new generator for now they can handle eight ore trains per day with greater facility than they could formerly \"run seven. Messrs. Downstairs the whole west side from front to rear is plastered and finished off, making a commodious kitchen and dining room. Some excavation was also done in the east end of the basement to accommodate'coal bin and provide storage room while a portion of it is partitioned oft' to protect the water pipes from freezing. On the floor above, a,door was cut between the public ward and the bath room, and a porch was placed over the front door and a platform along the front from the main entrance to the east end of the building with another small platform iu rear outside the kitchen, door. A new cess-pit was also put in to accommodate water-.' from the kitchen sink entirely separate from the one which had formerly been put in to connect with the bath-room and toilet. FRACHE BROS. MINE-OWNER DIES Speculation as to Effect It May Have on the Rock Creek Gold Mines Co. The death is announced, in Victoria, of Theodore Lubbe, originator and builder of the Ksquimalt waterworks plant. People in the upper country will wonder what effect this will have on the Rock ('reek Gold Mines Co. which owns the 'Victoria claim on the north fork of Rock Creek about threo miles east ol* ('amp Mc.Kinney. The Victoria claim was slaked several years befoie the famous Cariboo mine was discovered, and in the years 1SD0-7 it was reopened and considerable development done but closed down awaiting transportation. Why a property of such merit has been kept idle all these years has been a mystery. Mr. Iiiihbe and his associates had tlie controlling interest in the property. Dr. Young, the provincial secretary, Mr. Warburton Pike, who is now in the Old Country on a special mission for tlie government, sends the encouraging news that Scottish red doer for stocking suitable portions of this province iran be secured for approximately JO pounds each. Tho .suggestion receiving consideration is that an island in tho gulf shall be- placed under reserve and the imported animals placed thereon under proper care until they become acclimatized, this island reserve being later used as a distribution depot- in the stocking of suitable localities for red deer in various parts of the province. AND THE VETO The-comment of the average paper in the United States on the British elections and particularly on the British House of Lords is amusing for the ignorance on the subject it displays. The Asquith government is for tlie most part represented as championing the cause of the masses against a hereditary oligarchy. But the truth is that if any government in the United States would ask for such powers from\" the people to enable them to run a- muck with the constitution that the radical administration in Britain has been seeking in the last two British elections they would bo laughed at. The people of the United States would no more think of dispensing''with the veto 'power over any administration than they would, of crowning big Bill Tai't. king. It is ages since, any sovereign of Britain has possessed the veto power exereiseil by the President of the United States and it is decades since the British House of Lords has attempted to exercise the veto power vesteil in them with one-tenth the degree of arbitrariness that the American Senate does every year with the commonest measures that go to them from Congress. Neither would the people of Canada think of dispensing with the veto power of the Canadian Senate no matter how rotten some senatorial appointments may be,' and it is now generally recognized in Canada that the greatest misfortune .any Federal Government in Canada an have is to have a Senate that is of the same political stripe as the government in power. When the Canadian Senate was Conservative in its leanings at tin-; beginning of the Laurier regime they performed some service for which the best Liberals are to-day trttly thankful and among the good things they did was the vetoing of the Driiininond County railway bill. In all probability it is the hereditary- principle of the. British upper house which is proving the. bete noir, but the iba.sis of reform proposed by the House of Lords itself should remove that objection. The proposal aims to cut down the number of peers entitled to sit in the House of Lords and to dispense with the principle by which heredity gives the right to a seat, that- right requiring the indorsement of the House of Lords as to fitness. lb even goes further than this and suggests Notice is hereby given that an application will be made under Part V., Sec. 23, of the \"Water Act\", 1909, to obtain a licence in', the.- Similkameen Division;vof Yale District.
