"Usually there's snow in our watershed at least until the middle of June." said Jim Gurney, chairman of the public utilities committee, which oversees water supply for the regional district. "From ihe reports I'm getting, it's pretty well gone, at least in the lower areas." Similar problems have been [experienced in other areas, such as the Greater Vancouver Regional District, where snow- pack in the watershed is 13 per cent below normal. Reduced snowpack in the Coast watershed will mean the area won't gel the usual delayed runoff during the summer, said Gurney. But spring rainfall could help alleviate the problem. As a backup, the regional district has a reservoir of 300 million gallons of water stored -in Chapman and Edwards lakes, ��� wjtich is calculated to give the Jim Gurney Coasl a three-month water supply, based on a fairly high rate of consumption. So far, the regional district has never had lo use the mountain lake waler supply. "We've always been able to get through, even in dry years," saitl Gumey, Usually, most of the district's water supply comes from Chapman Creek and tributaries which flow into it. While die mill already recycles a significant amount of waler, expansion over the past few years has meant consumption is now higher than it was during the last dry season ahout six years ago, when the mill came close to shutting down. While the critical stage is not likely to lie reached for another six months, said Stuart, if dry conditions continue through the spring, the mill will likely be looking al sinking money into "extraordinary conservation measures" at the beginning of the summer to prevent a shutdown. Province to hear mine woes by Stuart Burnside Sechelt mayor Nancy MacLarty Wednesday offered a damning assessment of the recent meeting to discuss gravel noise emanating from Construction Aggregates and said she has asked a higher branch of government to intercede. "This is turning very negative," MacLarty said. "I found (the meeting) very upsetting." MacLarty said she had written a letter to the Minister of Mines asking him to look into what she called the "really unique situation" of having a large mine operating 24 hours a day, seven days a week, virtually within the municipalities boundaries. "I hope lhal some compromise can be reached," MacLarty said. She said she was mosi upset with the approach taken by Construction Aggregales at the meeiing. "They shut Ihe mine down, turned the equipment off so the workers could attend." she said, "Il made the meeting more confrontational than it had to be." She also lamented Ihe position taken by the Sechell Indian Governmenl District (SIGD), which she said only added to the confrontation. The SIGD defended the mine saying the property belonged to the band and Ihey could use il to their benefit. MacLarty noted the SIGD is forming a committee on the noise issue and said Iwo more volunteers are needed. Sechell resident John Burns asked to be a member. At the gravel meeting, . Bunts came out in favour of the mine saying it provided much need employment for the community. "Maybe my voice will provide a bit of a different perspective." Reformers discuss election strategy, regional director says timing is critical by Roxanna Gregory About 60 Reform Party members crowded into Ihe Wilson Creek Community Association hall Wednesday to hear BC/Yukon regional director Ian Todd predict Ihe party will hold the balance of power after the next federal election. He urged party members to prepare for the election, which must he held by ihe fall of 1993, hut cautioned them against "peaking too early" if a snap election call was not held this year. "The next 12 months are going to be very important for Reformers, This next year will sorely lest our party. We are a new party, a young parly. Our single most important test is the nomination of candidates," Todd said. "We need to nominate candidates of good character for whom service rather than personal ambition musl lie iheir motivation. We must nominate candidates who can restore our faith in government, Canadians have lost Todd cautions against 'peaking too early' faith in the existing political system. The federal government faces serious economic and constitutional challenges." Todd implored everyone to become involved with the Reform Party. He began by giving a brief history of the party which was founded in 1987 and has since grown to become the largest (paid membership) political party in the country with 11(),(HK) members, 25,(XK) of whom are registered in BC. Todd spoke aboul the phenomenal growth and pointed out that during the month of February, lite national office had registered 8,5(M) new members. He felt the party's successes were due to "popular common sense policies and the good leadership of Preston Manning." He also fielded questions about recent party executive expulsions in Manitoba and Ontario, where some Reform members were also associated with ihe.Heritage Front, a white supremacist movement. Todd stated: "As a new party we are especially vulnerable lo special interest groups. We must lie on the watch for these groups. We will not tolerate racist views." He noted that the party was unable to screen all 110,000 members, and that there had only been 12 expulsions. Still, nobody said it would be easy, and Opposition Leader Gordon Wilson is the first to admit it. Sitting in his airy Sechelt constituency office recently, behind a stack of budget papers and pamphlets, Wilson in some ways still seems more comfortable with the kind of tangible evidence of figures and percentages than he does in the atmosphere of question period, where no one's really interested in lengthy explanations. He runs his fingers down columns of the spending estimates as he talks, flipping through the pages to find the appropriate numbers. "I have all of the data right here," he says, "which I'd be happy to go through in as much detail as you want to." There is a sense that his first public embarrassments - the complaints over office space, the request for an extra ferry for the Powell River pageant - are stilt somewhat of a mystery to Wilson. That he really doesn't think in terms of political perceptions, and can't understand why ihe intricate government structures and points of principle aren't as central to the public record of events as ihey are to his understanding. "It bothers me personally that the system is designed in such a confrontational way," he says. After his election platform, in which he vowed lo work against constant legislative bickering, the first two weeks haven't been especially easy. "The whole system is geared towards me being negative," he says, and his first attempts to score the requisite political points againsi the government weren't terribly successful. "I was absolutely mugged," he says. "I'll tell you, 'sandbagged' was probably a better word." When it comes down to the figures, Wilson has plenty of comments on the governmenl budget - as the all-night sittings of the legislature last week can attest to. Most important, he disagrees with the decision to raise taxes. "My fear is it's going to restrict economic growth," he says, and drive future investment south of MLA Gordon Wilson the border. "A tax freeze is possible," he comments. "The government simply hasn't tried." Rather than raise taxes, Wilson says the government should have made further reductions in spending, particularly in what he describes as the capital and "administrative cost" of social services and health care - which he says have not been helped at all by the newly announced "fair wage" policy. "We don't support the proposition that there should be a minimum wage in construction," where most of the workers are men already earning between $19 and $25 an hour, says Wilson. "If anybody's underpaid, it's the health care workers" who are still mostly female. "When you have a government that talks about wage equity, it's a little bit contradictory." In other areas of health care, Wilson supports the government's decision to emphasize prevention and community- based services. IS92 news Wildlife tolerance, awareness critical as population grows by Stuart Burnside "People need lo show a little more tolerance for wild animals," says Coast wildlife conservation officer Doug Pierce. Last Tuesday, according to Pierce, shots were fired from two commercial fishing boats at sea lions on white Island, just off Ihe Coasl from Wilson Creek. "Ry ihe time I got out there Ihey (die culprits) were gone," Pierce said, "and so were the sea lions." 'What does it take to make sure domestic animals are safe?' He said he didn't find any carcasses, but there was a lot of blood. "It was such a senseless act," Pierce said "There was no reason for It." He said those responsible were probably beading for Steveslon, but there was no real way to identify them, so they would probably not be charged even if caught. Pierce equated the senselessness of the act with an attitude many people have toward wild animals in general. Such incidents are not uncommon, as evidenced by other tales of wildlife abuse Pierce related wilh National Wildlife Week approaching. Started in l')'7 through an Act of Parliament, National Wildlife Week (April ft to 12) aims to make Canadians more aware and appreciative of the beauty the country has to offer. It's a lesson some Coast residents might benefit from learning, according to Pierce. He said people all liio often lake the approach that if a wild animal ambles across their property line it must be destroyed - regardless if the animal is a raccoon, mountain lion or a Kingfisher interested in the contents of a manicured goldfish pond. "If there's a Kingfisher in your backyard, enjoy it for what it is," Pierce said. "People should feel honoured to have Ihe bird there in the firsl place." Pierce told of a woman in Pender Harbour who reported shooting two raccoons because they had broken the eggs of some favoured geese The woman acknowledged the geese were free to roam and the eggs had been laid somewhere in her backyard. "What does it lake to make sure domestic animals are sale'" Pierce asked. He noted that as the population of the Coasl expands, there will be an increasing need to show tolerance for wild things. "It's common sense stuff," Pierce said "If you've got a tree wilh birds nesting in it, don't cut it down. Wait until Ihe birds have gone." Hut if he can trumpet that the country is al risk and only lie can save it. he might take the electorate's mind oil how much he is disliked long enough to ensure another tour or five years in power. I Ins is not the only cause for misgivings. It is bad enough that the future of the country can be gambled with to teed one man's lust for power. What may be worse, and there is certainly a body of opinion in this country which thinks it no accident. Mulroney would at the same time by such an election be taking our minds off the Free Trade Agreement with the United States and the projected extension of it to include Mexico. There are many who believe that the country is being Inst on the economic front whilst Canadians are wrangling over the division of powers. An election called on the constitution, with all the pent-up passion and misplaced fervour that would entail, would drive thoughts about our economic future from the electorate's mind taster than anything else could. The possibility is that the wily Mulroney is well aware of this and well aware, too. of how anxiety about the economic path he has embarked upon is growing steadily. Were this the case, the Prime Minister's decision to call a pre-emptive election on the question of the constitution would be doubly reprehensible. It would be designed not just to give our gambling Prime Minister another tenn in power, but to take our minds off an issue which has never commanded majority support and the initial results of which seem foreboding. An election called and won on the constitution would allow Mulroney time for further economic adventuring with Canada's future. The question is, how much more of Miihiiiiey's initiative can Canada withstand. And whenever the election is called and whatever Mulroney says it should be about, that is the question Canadians musl have in mind when next they vote federally. It is more than time that the Canadian agenda be set with more in mind than one man's political ambition. It is more than time that Canadians turned their attention away from the tedious irritation of the Constitution and decided whether or not the country is slipping into a colonial status and. if so, what is to be done about it. letters Nature park respect lacking We are Division 4 students from Langdale elementary school We are very concerned about Maple Paik in the YMCA Knad subdivision. Maple Park is a nature park set aside for the community of Langdale Yesterday, we went to the park to get frog eggs and lo write in our 'magic spots' luniks When we got to Ihe park we saw gas and hig pieces of wood dumped in llie ponds and hig pieces of metal, a light from a car and oilier garbage left on the ground. Last time we were there, there were birds swimming in ihe pond and salamanders We would like the park to lie clean again for people and for animals and plants Our class is going to plant wild flowers and trees in the park, hut first we will clean it up and put up posters to remind people to keep it clean. I took my 11-year-old grand daughter expecting to spend a short while and stayed for the whole four hours. We both enjoyed everything that was offered and Bronwen especially appreciated lieing allowed to use the weaving looms. I cannot praise the people responsible enough and I cannot single out anything as every- ihing was first class. I have been to many, many children's events in my iife hut this one was outstanding and that was made obvious hy the happy children. Thank you all from Bronwen and me - you really got it right! MARGARETJONES Gibsons Fond memories of field activities from long ago A couple of weeks ago I wrote a piece about a physical education class I taught at Elphinstone one sunny Spring more than twenty years ago. One or two people expressed some interest irrthe games we plaved and I thought I might just add a couple of sociological notes gleaned from observation of that class. 1 was never any reasonable facsimile of the gung ho, spit and polish, whistle blowing martinets thai seem drawn to the business of exercising the young. A martinet I could be on occasion if it seemed unavoidable, bul for the most part I was an unlikely teacher of physical education. I lirst realised this in Dawson City. The first winter I was there I was assigned, along with all of Ihe English for the high school and all the history, something thai went under the heading of Boys Guidance. The less said about that the better; we did the best we could in such nebulous circumstances. The second year I actively sought lo teach Boys' Physical Education instead. It was my turn. There had been, meanwhile, a new arrival on the leaching staff. An American called Ed Jones who loved ihe north had arrived to live there and he too wanted to teach physical education. The principal was a charming lady of mature musings john burnside years called Mary Ganside who had been trained in art at the Sorbonne and who had somehow ended up for twenty years the principal of the elementary high school in the old town on the banks of the Klondike. Ed and I stated our case early in September and she heard us out with patience. She wanted only what was best for the 16- or 17- year-old boys who comprised the entire male student body in the secondary classes. In a nutshell, I wanted to keep them running around; Ed was all for teaching them appropriate skills. Ed was enthusiastic, seemingly knowledgeable and definitely seemed more athletic than myself. He prevailed and I was back improvising my way through Guidance. It didn't work out for him. In the first place, there were only six or seven of the seventeen avail able to him who had either the co-ordination or the interest in learning the skills of basketball, for example. Then, there was no team for them to play against within three hundred miles. Finally, this was a close-knit group of boys accustomed since childhood to doing everything together. They did not lake kindly to being divided into groups of those who could and those who could not. Mary called me down to her office one afternoon early in October. All of the boys, it seemed, were silting on the edge of the stage and none of them was going to do anything at all. "See what you can do," she said. I went in with a soccer ball ani we picked four teams including myself and we all started running around. So it went with various sports that school year. I don't want to over simplify. I am aware that teaching anything on a daily basis is a complex and demanding business; I also have some idea of the pressures that are on teachers of physical education to be responsible for extra-curricular team coaching. I just happened to be somewhere where the latter was not a factor. A few years later, when called upon to teach boys physical education at Elphinstone, I was guided by the same simplistic philosophy: 'Keep them active; burn off some of that turbulent physical energy.' The program worked beautifully, but there were some apparent benefits 1 could not have foreseen. The woods started close behind Elphinstone Secondary in those days; the second sports field was half dug up and left when the funds ran out. In the chasing games one found it was often the bookish solitary fellows who were most adept at not drawing allention to themselves and so they frequently evaded capture till lale in the game and then succeeded in freeing all their captured comrades. It was the first time in their school experience that they got to be heroes in matters remotely physical. In the mayhem that was the Mat Game, carry a mat across the other teams goal line on the soccer field wilh no inhibiting rules, it was remarkable how much of his time the class bully spent on his back being belaboured by two or three of his recent victims. I at no time laboured under the illusion that my Low Organization- High Activity physical education was the wave of the future, but it did give those ruffians a work oul. You will have heard, or are about lo hear, all the wily details of what is in dispute, and I'm not going to touch upon them. Joe Clarke and his men, trying to drum up some national interest in the wily details lo do with the constitution of the country, will be green with envy. This issue is likely to be hotly debated, if that's the word, in pubs, quilting bees elc , from sea to sea More than that of course, continent wide. They follow hockey, I am told, up in Inuvik; and they follow hockey in San Miguel, Mexico. There are devoted fans in Europe and in Japan. What of them for God's sake? A mystery story writer who went on strike before the lasl chapter because of a dispute wilh her publisher would never sell again (well, there's Dickens' Edwin Droiul, but that was a matter of death and let's not quibble), Bul die fans, far Hung and intense, and involved as they are, are what's lo he considered. Think of New York, for example. The New York fans traditionally play ihe game, whatever it is, almost more vigorously and certainly more noisily, than the players themselves. It is Iheir pride obviously that they are the rudest, but liest-informed, fans in the world and lhat includes Boston. Not necessarily Glasgow. This year their team, the Rangers, had the best chance of winning that they've had in at least 2(1 years. What would you think would Indie mood today (April 2) in New York? Exasperation and frustration are terms that fall well short of the mark. Fury even might not do il justice. There is nothing new about lite owner/player game. It has been going on as long as professional sports. A young brother of mine in Winnipeg had a short sharp entanglement in the owner/player game. He had just hung out his shingle wilh a new firm of young lawyers, but he had had an interest in sports long before. That was the message delivered by Harlem- Ma/ari, provincial minister of tourism and culture, al a speech hosted by the economic development commission al the arts centie Thursday. While her speech was some what short on specifics especially in regard to any funding programs Ma/ari emphasized the new government's commitment to developing a strong arts policy. "There never has been a Ministry of Culture in this province," she said. "There hasn't been an arls policy that really recognized the impor lance of imagination and creativity to communities." Hie arts are Important both in terms of economic benefit and in helping to define our identity, said Ma/ari. In particular, she pointed to the BC film industry and to Ihe provincial Knowledge Network as successful examples. The same is true on a community scale, she said, where artists play an important social role as well as an economic one. Ideally, she said, communities should regard arls centres as equally important to skating rinks and swimming pools. Litter project An interesting project is taking place in Ihe State of California in regards to their litter problem. It is a community- inspired program called Ailopt- A-Highway and is aided at alleviating the tremendous amount of garbage that is strewn along their freeways. It was begun two and a half years ago and includes some 2,700 participating groups, all volunteers, and covers about 5,500 miles of highway, a third of the state's highway system. A large part of the partici- paing groups includes service organizations, churches, businesses, and appears to Ik- making a difference. Each volunteer group adopts a two-mile stretch of highway to clean both sides, which requires several hours work. The community wins because the highways gel cleaned and the program costs the slate nothing. Perhaps it's time we looked ai something like that? We certainly saw a difference in the litter-free highway this time. The cat's name is Tai-pan (meaning head of the house - he is too) and he's a very dark seal-point Siamese. He's a 'gentleman cat', that's what my mother called a neutered male cat. Cat and vet He has a problem believing this and plots a course of activities in spring that would exhaust a male cat that has not been neutered. We have had him seven years and his strenuous activities in spring always has resulted in the yearly visit to the vet. He usually gels so many scratches and ptincliiri wounds that his body can't fight off the inevitable infections and he needs antibiotics. The vet has the records and the cat has been for treatment six years running. One ear looks like it's been trimmed with pinking shears. The other ear is a cauliflower one. One of his lower feline teeth has been broken and he has had so many scratches above his eyes lhal he has a reverse raccoon look. He cats and catches cat things outside and brings his catch to the back door for show and tell. Cat talk By now someone is wondering what I'm doing writing about a cat. I've been kind of superior (in my mind) and have said that I wouldn't be a silly aging woman talking about my |H'I (dog!) So look at me - I'm a silly aging woman talking about my cat. I gel upset if he isn't in by dark and my husband says, "lie's a cat - what can you expect?" He does stay inside at night and paces the floor.
