Immediately there arose a dissension in regard to tion. This constitution, however, still required the ratification of the several states, and would not pass into effect until at least nine out of the thirteen had signified assent. It was nearly a year before the constitution passed from theory into fact, when nine signatories were obtained; yet the contest between the Federalists and the anti- Federalists continued. By small majorities New York and Virginia ratified, but North Carolina and Rhode Island still held out. Then the pressure was applied. The duties imposed on imports from foreign countries were expressly directed to apply to imports from these states. North Carolina was brought to terms, but Rhode Island was obdurate. MONTREAL WINNIPEG VANCOUVER Tariff Act jt is affirmed that its object was the protection of domestic manufactures. This was a mere subterfuge. The various states would never have ratified voluntarily; and secession which actually did occur in 1861, was a possibility which every statesman had to keep in mind. To hold the states together, Alexander Hamilton, according to his own showing, appealed to the self-interest of the individuals composing them by the assump-j tion of the State debts, the establishment of a National bank, and a system of Protection, by which a class of manufacturers would be created dependent for prosperity on the Peberal government. This system remains as the bond which holds together, if not the Government, at least the Republican party. It may- well be doubted that any argument for Protection can prevail in face of the judgment of ex- President Roosevelt upon the conduct of the interested class. In his situation he must have considerable first-hand knowledge of the thing of which he speaks. * In a message to Congress in February, 1908, he affirms that: \"Every measure for honesty in business that has been passed during the last six years has been opposed by these men on its passage and in its administration with every resource that bitter and unscrupulous craft could suggest and the command of almostunlimited money secure. The methods by which those engaged in combinations have achieved great fortunes can only be justified by the advocacy of a system of morality which would also justify every form of criminality on the part of a labor union, and every form of violence, corruption and fraud, from murder to bribery and ballot-box stuffing in politics There wealth has been accumulated on a giant scale by all forms of iniquity, ranging from the oppression of wage-workers to unfair and unwholesome methods of crushing out competition, and to defrauding the public by stockjobbing and the manipulation of securities.\" SYNOPSIS OF COAL MINING REGULATIONS pOAL MINING RIGHTS of the Dominion, in v-' Manitoba. Bella Coola farmers are independent; they are strangers to hard times. HTHE REASONS for this enviable condi- -* tion of affairs are obvious to anyone who knows the Bella Coola Valley. The land is fertile and needs little or no irrigation. The climate is mild and enjoyable; long warm summers with sufficient rainfalland mild winters make for excellent crops. Large and small fruits, garden and field crops are grown to the best advantage. This fact was established at the Prince Rupert exhibition last year when farm produce from Bella Coola Valley carried away over twenty first prizes. VANCOUVER LAND DISTRICT Sir,I wish to address a few words to you in regard id the subject matter of your letter .appearing in last week's issue of this paper, and request that you will be 'good enough to accept them as coming from me personally, altogether apart from my connection with the \"Courier.\" May I, first of-all, remind you that charges have been imade against the government you so'ar- dently support, and the Conservative^! ub whose reputation you are so anxious to defend, not only by the Courier, but by speakers from the public platform. Personally, I have charged your Government (as you choose to call it) with having failed to cafry out its pledges to the people, ,1 have charged your government with prodigality, corruption, and graft. I now charge the Bella Coola Conservative club with being \"pedlars of petty appointments,\" to use your* own term. You \"have yet to be-convinced that any of the road-bosses enquire as to a man's politics before giving him a promise of work;\",I am convinced; because I know of specific instances} 'Further, I know of cases where officers in your club have stipulated that a man must\"first jqin the club before standing a chance of a job. .-.'-. Sir, kindly correct me if. I am in error in assuming that you include yourself in the \"intelligent and discerning electorate,^' as it is with this assumption that I invite you to meet me in public discussion on provincial matters. I also, have yet to be convinced on certain matters, for instance, the things \"substantial and permanent\" which have resulted \"directly owing to the activity of the local Conservative .party during the last few years.\" Further, I am particularly desirous of knowing more definitely what you mean when you claim that your government \"has done, and is doing, the best that it can for our Province* and the people at large.\" I take it that, in the interests of your party, you would not be adverse to being responsible for the conversion of at least one Liberal vote, and now beg to offer you an opportunity. Do you accept it, or do you still prefer the regular way of playing the \"spider and the fly,\" and increasing the membership roll of the Conservative club wholely and solely by the distribution of political patronage? A line to me personally or through the medium of this paper will receive.-my immediate attention, and may perhaps mean the conversion of. a\" poor misguided Liberal into an \"intelligent and discerning\" elector. In conclusion I .must say that I know of several \"little Latin mottoes,\" and am awaiting evidence of which one will appropriately apply to you. I sincerely trust that I will not be compelled to choose one suggestive of \"vapourings\". I am, Sir, Yours etc., Hubert L. Harris. Box 74, Bella Coola: February 13, 1915.
