One of the two alternatives is to make a substantial increase in the tax rate as based on the realty values. Last year the rate was 24 miles net or 26.10 gross. In order to meet art- estimated minimum increase in civic, expenditure this year it will be necessary to raise the rate to at least 30 mills on the dollar, if the revenue is to be raise off land values mainly. TAX INCREASE IMMINENT Consequent upon the disallowment by the provincial legislature of the business tax and occupancy tax clauses in the Vancouver charter amendment bill, and the obvious curtailment of the city's powers of taxation, local taxpayers and property owners will have to face the decidedly unpopular alternative of an increase in the taxes this year. Just how much of an increase in the tax rate will be required to make up the necessary revenue of the city under the old conditions to which the city council will now have to revert, it is impossible as. yet to say. But one thing is certain. The city council faces one of two alternatives in raising city revenue by taxes this year, and either course will prove ! STII-lvJHt The other alternative, and the one which it is hinted in city hall circles as being one most likely to be adopted, is to increase the taxation on improvements by another 25 per cent, of their assessed value. Last year, when after a seven-year trial, the council was forced to abandon the so-called \"single tax\" which existed here, a tax was placed on improvements to the extent of 25 per cent, of their assessed value. It is believed that In order to avoid placing any additional burden on the already overburdened property owner, an additional 25 per cent, will have to be placed on all improvements, thus bringing the taxation of improvements up to 50 per cent, of their value. Such action would hit the owners of down-town skyscrapers and large apartment blocks pretty hard.
