They maintain that as the functions of the two professions are distinctly different, although both are working towards the accomplishment of the same object, there should \"be no intrusion on the part of the builders into the legitimate field of the architect. As the architects have never attempted to usurp the field of the builders or go into direct competition with them, they consider it only right that they should return the compliment insofar as any intrusion. on the architects' field is concerned. It is admittedly a primal requisite of every building operation that there should'be some planning, but that planning or designing, it is pointed out, properly belongs to experts who lave made a study of that class oi \"work and rightly object to others— even if they are fiifted with the necessary qualifications and experience— infringing on their chosen field. Prior to the outbreak ot the war there was a very decided stand made on this question by leading local building firms and contractors. During the war years however, due to the fact only minor repair work and necessary improvements and alterations were carried on, and also owing' to the fact that many in the architectural profession had joined the colors, some builders yielded to the importunities of ulta-economical owners and provided sketch plans of many jobs that should have .rightfully gone to an architect. This practice assumed considerable proportions of late with the resumption of building activity in the post-war period. Elkins, showing the number of houses which have been built so far by the city for returned soldiers under the provisions of the Soldier Housing Act; also the numoer contemplated and the amount of appropriation not taken up so far. In view of the fact that well over $200,- 000 of the city's allocation of $300,000 from the provincial government has already been used up or Is ear-marked* for loans that have already been applied for, it is considered probable that the retiring council may pass on to the incoming council a recoxn- mendation that an additional appropriation be asked for from the provincial government. It is believed that at least an additional $50,000 will be required, for there are many veterans who have been trying to finance the construction of their own homes themselves, but owing to the prevail- I ing high costs of building materials, | have decided that it is better to take j .' advantage of the provisions of the r Soldier Housing Act and allow tae city to build a home for them and pay ifor it in sums that practically only amount to rent. * WRIGHT BROS.
