UNIVERSITY ATMOSPHERE
Feltham States New Policy
With 'End To Boom And Bust'
UBC AWARDED POOL
The Ubyssey learned late Wednesday afternoon that
the British Empire Gaines executive committee has recommended that the BEG pool be bulk on the UBC campus as
originally planned.
Although the decision is not final, it is felt in official
circles that the pool will be built at UBC as long as the
BEG committee does not approach City Council for more
finances in regard to the pool This move is not regarded
necessary as the committee will negotiate directly with the
university.

(h) Amendment} to the By-laws (Minute No. 7 oi meeting
iif Stude©*s'|Councii.of September 14. 1953).
Here is this session's Student Council policy, as for-
initiated by Ivan Feltham,
President of the Alma Mater
Society;
Enrolment and student activity
increased rapidly immediately
after the war, reaching its peak
In 1948. Since then, a gradual
drop has left the- campus with
4000 students less and with the
remains of a campus activities
program which had mushroomed
with the growth of the University.
The "boom and bust" has
passed. The University is settling down to a long run policy
with the expectation of enrolment increasing gradually. Now
is the time for campus activities
to be planned also from the long
run viewpoint. With this in mind,
your Students' Council recommends the following general
policy ^for the year 1953-54.
1. ACTIVITIES
A sufficient number of organizations exist which are capable of taking care of the needs
and interests of all students.
Several clubs have died during
the past three years because of
lack of interest:
Your Council Proposes to employ all available means to foster
participation in the wide variety
of activities sponsored by the
AMS, and, in particular:
a. to encourage faculty participation so that students may
benefit from their experience
and at the same time fostering
a university atmosphere.
b. to encourage and aid the
development of the LSE Council
system, and
c. to endeavour to co-ordinate student events and activities
to ensure full participation in
each part of the year's program.
2. Cultural and Literary
Fine Arts are accorded little
recognition by the general student body. The work of existing
organizations in this field suffers
from lack of interest and support:
YOUR COUNCIL PROPOSES
to foster and encourage the presentation of programs designed
to arouse original thought and
discussion: and in particular:
8. to endeavour to make
known the work which is being
done in this field.
b. to sponsor a program oi
special events to the extent permitted by our limited financial
resources.
c. to encourage cultural and
literary exchange with other
Canadian and American Universities through such organizations

Goldsmith Announces
Alternative Schemes
Semi-annual meeting of the UBC Alma Mater Society
will be held in the armouries at noon to-day. Main issues at the
meeting will include adoption of the 1953-54 budget and a motion
regarding participation of UBC in the Western Inter-Provincial
Football Conference. •
AMS treasurer Allan Goldsmith will present two tentative
budgets at the meeting—one based on the present $10 per
student grant and the other based on the possibility of the $2
fee increase being passed Friday which would give the AMS
an estimated grant of another $11,000 for use in financing
the student program.
The two budgets are shown below and for purposes of comparison, Goldsmith has presented last session's budget and
actual expenses.
Also included on this page are the minutes of the last AMS
general meeting, proposed Student Council policy for the coming term as laid down by AMS president Ivan Feltham, and
th? agenda for to-day's meeting.
