Chairman's Remarks and Related Questions
Dean Grace referred to the discussion which had taken place at the previous meeting
concerning the Biomedical Research Centre, and stated that he wished the minutes to
reflect the question which he had posed, specifically that he had requested assurance that
the proposal to be considered by Graduate Council would not simply be the one-page
proposal distributed with the April Senate agenda. In order for Graduate Council to deal
with the issue, the ad hoc Committee of Graduate Council to be established would need
the same kind of information and detail that would normally be available when
considering new Centres and Institutes. Dr. Birch had assured Dean Grace that the
additional information could be made available.
The motion, with the
addition noted above,
was put and carried.
Chairman's Remarks and Related Questions
On behalf of Senate, Vice-President Birch expressed thanks and appreciation to Dean
Robertson, Dr. Bongie and Dr. Elder for their contributions as members of Senate and as
members of the University community as a whole.

Lists of candidates for degrees, as approved by the various Faculties and Schools, were
made available for inspection by Senate members prior to the meeting.

ADMISSIONS COMMITTEE
Faculty of Graduate Studies - proposed revision to admissions criteria
Dr. Will, Chair of the Committee, reported on the following proposal, which had been
circulated:
Existing Calendar Entry (1991-92 Calendar p.140)
A.4. Applicants for the Ph.D. and D.M.A. degrees must have completed:
a) Bachelor's degree with First Class Honours (or equivalent) (see C.l Course Work
in this section), or
b) Bachelor's degree with one year of study in a Master's program with 18 credits of
First Class average, of which, normally at least 10 credits must be at the 500 level
or above and at least 10 credits must be of First Class standing, and clear evidence
of research ability. (Transfer directly into a Doctoral program is not normally
permitted beyond the first year of study and will not be permitted after the
completion of the second year in a Master's program.); or
c) Master's degree (or equivalent).
Proposed revision
A.4. (c) A Master's degree (or equivalent) with clear evidence of research ability or
potential (for Ph.D.), or with outstanding ability in performance or composition
(for D.M.A.).
The Committee recommended approval of the proposed revision to item A.4.(c), and also
recommended the following revision to item A.4.(b):
After "... research ability ..." add: "or potential (for Ph.D.) or outstanding ability
in performance or composition (for D.M.A.)."

CURRICULUM COMMITTEE (See Appendix 'B')
Dr. Sobrino, Chair of the Committee, presented the report.
Faculty of Agricultural Sciences
The Committee recommended approval of curriculum proposals from the Faculty of
Agricultural Sciences.
Faculty of Applied Science
The Committee recommended approval of curriculum proposals, subject to editorial
changes to the descriptions of CHML 345 and 346. The inclusion of English 112 (or
another suitable English course) in the First Year Engineering program and changes to
Faculty regulations were also recommended for approval.
Faculty of Arts
The Committee recommended approval of curriculum proposals from the Faculty of Arts,
with the exception of the proposal to change the Calendar statement under Major in
Music Theory and Honours in Music Theory, to "... must have at least an overall B-
average..." (pending clarification of some points arising out of the introduction of the new
grading system), and, subject to the following:

Major in Physical Geography - footnote 7, change to read: "Complete program ...
of which at least 30 credits must be in Science courses".
Dr. Sobrino drew attention to the School of Music's proposed Calendar statement on the
English requirement, stating that it had been pointed out to him that the second sentence
of the statement was confusing. Dr. Sobrino explained that the Curriculum Committee
relied on the Registrar to make any necessary editorial corrections in order to make the
Calendar clear, and trusted that he would do so in this case.
Faculty of Education
The Committee recommended approval of curriculum proposals from the Faculty of
Education.
Faculty of Graduate Studies
The Committee recommended approval of curriculum proposals, together with a
proposed change to the Calendar statement on Correspondence Courses to clarify the
maximum number of credits that can be taken off-campus for a Master's degree, and a
proposal to offer a Master of Science program in Rehabilitation Medicine, submitted by
the Faculty of Graduate Studies.
Dr. Sobrino expressed the concern of the Committee that graduate courses that are of
fundamental interest to graduate students in related disciplines are often limited to
students in one department because of budgetary constraints. He cited as examples BIOC
514 and 521.

Reports of Committees of Senate
In response to a query by Dr. Williams, Dean Grace stated that it was very unlikely that a
student with a Bachelor of Arts would be admitted to the Master of Science program in
Rehabilitation Medicine. However, if there was a university that gave a Bachelor of Arts
for some field that related to the kinds of therapeutic things in the program, it was
conceivable that a student could be admitted especially if they had been working in the
field. In response to a further comment, Dean Grace stated that the "norm" in a sense is
specified in the admission statement in that it says that "...Preference will be given to
occupational therapists and physical therapists who have current certification or eligibility
to practice, and at least one year of clinical experience...".
Faculty of Medicine
The Committee recommended approval of curriculum proposals from the Faculty of
Medicine.
Faculty of Science
The Committee recommended approval of curriculum proposals from the Faculty of
Science, subject to the following:
• Major in Chemistry (Environmental Option) - add PHIL 417 to footnote 6
• Major in Physical Geography - footnote 7, change to read: "Complete program
... of which at least 30 credits must be in Science courses".

COMMITTEE ON STUDENT AWARDS
In presenting the report, Dr. Cook, Chair of the Committee, noted the increase in
Campaign Endowment awards, and drew attention to the Dofasco Inc. First Nations
Fellowship, the Northwood Pulp and Paper Timber Ltd. Scholarship, and the Westcoast
Energy Inc. First Nations Fellowship, which meet the special criteria in the mission
statement "Second to None", that is the particular ear-marking of funds to recruit
students from First Nations backgrounds and also to recruit students who live outside of
the lower mainland, particularly in northern parts of British Columbia.
Dr. Cook l That the new awards (listed in Appendix A) be
Dr. Kelsey J accepted subject to the approval of the Board
of Governors and that letters of thanks be sent
to the donors.
Carried.
Dr. Cook commented on the heads of the graduating classes. She noted that one student
entered from a Canadian high school outside of British Columbia. Nine came from British
Columbia schools, nine from B.C. Colleges. This year, as opposed to previous years, none
came from other British Columbia universities, but six came initially from other Canadian
universities. She stated that this closely paralleled the pattern that we have seen in the past
few years, where almost an equal number

Triennial elections of representatives to the Board of Governors and the Senate
of the graduating classes enter directly from British Columbia high schools as opposed to
those entering from B.C. colleges. Dr. Cook also referred to four members of the
graduating classes that entered with either entrance scholarships or subsequent to entering
had been awarded the most prestigious award on campus i.e the designation of Wesbrook
Scholar.
Triennial elections of representatives to the Board of Governors and the Senate
The following report and recommendations concerning the forthcoming elections had
been circulated:
The University Act, Section 42, states that "... senate shall make and publish all
rules necessary and not inconsistent with this Act in respect of nominations,
elections and voting ..."
Board of Governors:
i. The Registrar shall conduct the elections.
ii. Each candidate shall be nominated in writing, the nomination to be signed
by seven persons entitled to vote in the election of the Board of Governors
and by the nominee indicating willingness to run for election, and the
nominations shall be sent to the Registrar.
iii. Each nominee shall be requested to supply a brief curriculum vitae and be
permitted to include a further statement of up to 150 words which will be
circulated with the ballot papers.
iv. The elections shall be conducted by mail ballot to campus addresses.
v. The election schedule shall be as follows:
Faculty (Two to be elected)
Call for nominations: Tuesday, September 8, 1992
Close of nominations: Tuesday, September 29, 1992
Election date: Friday, October 30, 1992

Triennial elections of representatives to the Board of Governors and the Senate
Non-Faculty, full-time Employees (One to be elected)
Call for nominations: Wednesday, October 21, 1992
Close of nominations: Thursday, November 12, 1992
Election date: Thursday, December 17, 1992
vi. The election of Faculty members to the Board of Governors will be
conducted by preferential voting. Voters will be required to rank ALL
candidates numerically in order of preference. No tie rankings will be
permitted. Ballots will be machine counted by University Computing
Services. The candidates elected will be the two with the lowest totals.
Ballots will be considered invalid unless all candidates are ranked.
Senate - Election of Chancellor and (eleven) Convocation Members of Senate:
i. The Registrar shall conduct the elections.
ii. All nominations of candidates for the office of chancellor shall be signed by
seven persons entitled to vote in the election.
iii. All nominations for membership in the senate shall be signed by three
persons entitled to vote in the election.
iv. All nominations for election of candidates for the office of chancellor and
for membership in senate shall require the signature of the nominee
indicating willingness to run for election.
v. "The registrar shall forthwith send a written notice of nomination to each
person nominated as a candidate for the office of chancellor and to each
person nominated as a candidate for membership in the senate, with a
request that the candidate forward to the registrar information respecting
his degrees, the dates thereof, his occupation, offices held by him at a
university or in any other organization, his other professional or business
interests and his publications." (University Act, Section 14 (3)).
The registrar shall circulate only the information specified in the University
Act.
vi. The election of convocation members will be scheduled and regulated as
follows:
a) this election shall include the election of a chancellor;
b) the notice of the election and call for nominations shall be made in
the fall Chronicle to be published in August 1992;
c) the close of nominations for chancellor and for convocation
membership in the senate shall be 4.00 p.m. on Tuesday, November
3, 1992.
d) the election date shall be Monday, March 8, 1993.

Triennial elections of representatives to the Board of Governors and the Senate
vii. In the event that after the close of nominations but before the election date
it is found that a nominee for the office of chancellor could not serve if
elected, the registrar shall be authorized, if so instructed by the chairman of
senate, to delay the election and issue another call for nominations.
viii. The voting papers shall be designed to permit machine tabulation of the
election results.
ix. The results of the election, in accordance with Section 16 of the University
Act, will be reported to the senate at its next regular meeting, namely March
17, 1993.
x. Replacement procedures for Convocation representatives to Senate -
replacements will be appointed on the basis of the recommendation of the
remaining Convocation representatives to Senate.

willing or able to serve as a replacement, a special election to fill that
vacancy will be held."
"the Registrar shall invite the candidate who received the highest number of
votes in the ... general election ... to fill the vacancy. If that candidate
declines ... the candidate with the next highest number of votes shall be
invited to fill the vacancy, and so on, until a willing candidate is found."
"An individual who has vacated a position as a representative of the faculty
members at-large is not thereby disqualified from filling a vacancy in
accordance with the above procedures."

Triennial elections of representatives to the Board of Governors and the Senate
Election of Faculty Members from Individual Faculties (Two from each Faculty)
Individual Faculties will make their own decisions on the procedures and timing of
the election of their two representatives to serve on Senate on the understanding
that all elections be completed by February 28, 1993. Such elections may be held at
Faculty meetings subject to the terms of the University Act (i.e. those participating
in the elections must be 'faculty members' as defined in the "General Provisions"
section of this submission under the heading Eligibility, on Page 4).
With the election date of Friday, October 30, 1992, for the election of Faculty
representatives to the Board of Governors, and the election date of Wednesday,
March 3, 1993, for the election of Faculty Members at-Large to Senate, the
following schedule is suggested for individual faculties. This schedule would enable
any eligible faculty members who wished to do so to run as a candidate in all of
the elections involving Faculty Members at-Large.
Faculty of Graduate Studies
Call for nominations: Thursday, October 15, 1992
Close of nominations: Thursday, November 5, 1992
Election date: Tuesday, December 8, 1992
Other faculties requiring an election by mailed ballot
Call for nominations: Friday, November 20, 1992
Close of nominations: Monday, December 14, 1992
Election date: Thursday, January 21, 1993
Replacement procedures — Nomination and election shall be conducted in
accordance with established Faculty procedures. Where such established
procedures do not exist then nominations shall be called for either before or on the
floor of a meeting of the Faculty concerned and voting shall be either by show of
hands or by balloting at the meeting. It was agreed that the Registrar's office
would not be involved.

Faculties who want to have runners-up used as replacements in the event of a
vacancy during the three-year term will be asked to advise the Registrar so that this
may be stated clearly on the call for nominations.
Faculties will be asked to advise the Registrar of their decisions.
Election of a representative of the full-time Professional Librarians:
i. The Registrar shall conduct the election.
ii. Each candidate shall be nominated in writing, the nominations to be signed
by three professional librarians employed by the University who have been
employed in that capacity for a period of four months or longer, and by the
nominee indicating willingness to run for election.

General Provisions
Eligibility
'Faculty members' eligible to participate in the elections of representatives to serve
on the Board of Governors and the Senate shall be only those persons who, at the
time the nominations are called, hold full-time Board appointments (which they
have held for four months or longer) at the ranks of lecturer, instructor, assistant
professor, associate professor or professor.
Any faculty member who has been granted leave extending for more than six
months from the time at which Senate membership would commence (September
1, 1993) or who is on disability leave at the close of nominations shall not be
eligible to stand for election to Senate.

Nominations
In some elections the Registrar publishes the names of the nominators in the
information provided to electors. Where more signatures than are required are
submitted in support of a particular candidate, the Registrar will publish only the
minimum number of names required. Only one nomination will be accepted for
each candidate in any one election.
Results
Where appropriate, results will be machine counted.
Terms of office (three years)
Unless otherwise determined by the Board of Governors, the Chancellor shall take
office on June 25, 1993, and the installation ceremony will take place on Friday,
May 28, 1993.
All other members of the Board of Governors will take office on February 1, 1993.
All other members of Senate will take office on September 1, 1993.

Report from Vancouver School of Theology
Leaves of absence
The position of an elected faculty member shall be declared vacant by the Secretary
of Senate when he has received notice that the member has resigned, or that the
member is going on leave for a period of more than six months, or that the
member has been granted disability leave.

Any elected member of Senate may be granted leave of absence for up to five
consecutive ordinary meetings of Senate. Any absence without leave for more than
five consecutive ordinary meetings of Senate shall result in a declaration of vacancy
by the Secretary of Senate.

Report from Vancouver School of Theology
Dr. Van Seters presented the annual report to Senate from the Vancouver School of
Theology, which had been circulated for information.
Dr. Van Seters commented on the excellent working relationship between the University
and the affiliated colleges. He referred to the number of UBC students in VST residences,
the development of a sexual harassment policy which was inspired by the University's
policy, and information on the support of women from Dean Sheehan, stating that there
were quite a number of different ways in which VST seeks the participation of the
University community.
In conclusion, Dr. Van Seters informed Senate that the Bill which will change the form of
governance of the School had been given first reading in the Legislature. He stated that
this will change the bicameral system to a unicameral system.

NEW AWARDS RECOMMENDED TO SENATE
Hyman ALTMAN, QC Memorial Prize in Secured Transactions-A $500 prize is awarded
by the law firm Altman Kahn Zack in memory of the late Hyman Altman, Q.C. The
award is offered to a student obtaining outstanding academic achievement in Law 311
(Secured Transactions) and is made on the recommendation of the Faculty of Law.

John David BOYKO Memorial Scholarship-An $850 scholarship has been endowed by
family and friends to honour the memory of Dr. John David Boyko, a UBC graduate who
died tragically in July 1991. The scholarship is made to a medical student in the third or

Joseph DESPOT Memorial Bursary in Pharmacy-A $250 bursary has been endowed by
family and friends in memory of Joseph Despot. The bursary is offered to a fourth year

Leslie DIAMOND Bursary-A $300 bursary has been endowed by Jack Diamond, Charles

APPENDIX 'A'
MERCK Frosst Doctor of Pharmacy Fellowship-A fellowship of $25,000 disbursed over a
20 month period is offered by Merck Frosst Canada Inc. to a student entering the Doctor
of Pharmacy (Pharm.D.) program. The candidate chosen will combine superior academic
achievement with the potential for contribution to the practice of clinical pharmacy. The
award is made on the recommendation of the Faculty of Pharmaceutical Sciences in
consultation with the Faculty of Graduate Studies. (Available 1992/93 Winter Session.)
Thomas L. PERRY Memorial Prize in Medical Pharmacology & Therapeutics-A prize of
$200 has been endowed by friends and colleagues of the late Dr. Thomas L. Perry, Sr. of
the Department of Pharmacology & Therapeutics. The prize is awarded to the student
obtaining the highest aggregate mark in PCTH 425 (Medical Pharmacology) and PCTH
453 (Therapeutics), and is made on the recommendation of the Department. (Available

Clayton PERSON Memorial Prize in Biology-A $450 prize has been endowed by family,
friends and colleagues in memory of Dr. Clayton Person, a Canadian geneticist who

A.L. RIEGERT Prize in Occupational Hygiene-A prize of $600 has been endowed by
friends and family of Al Riegert in recognition of his contribution to the field of
occupational hygiene in Canada. The prize is awarded to a part-time or full-time graduate
student in the Occupational Hygiene Program with the highest academic standing after
the first year of course work is completed. The award is made on the recommendation of
the Occupational Hygiene Program in consultation with the Faculty of Graduate Studies.

TERRASOL Soil Conservation Scholarship-A scholarship of $2,000 is offered by Terrasol
to an undergraduate student studying in the area of soil and water conservation. The
award is made on the recommendation of the Department of Soil Science in consultation

Andrew THOMPSON Melbourne Exchange Award-Awards of $500 each are provided to
two Law students selected to participate in the Education Abroad exchange program with
the University of Melbourne School of Law. The awards are made on the

John M. YORSTON Memorial Prize-A $500 prize has been endowed in memory of Dr.
Yorston (B.Sc. Agr. 1965), whose career with the B.C. Ministry of Agriculture and
Fisheries was tragically curtailed by an automobile accident. The prize is awarded to an
outstanding undergraduate specializing in plant pathology, plant nematology or plant
protection or an outstanding graduate student in plant pathology or plant nematology.
The award is made on the recommendation of the Faculty of Agricultural Sciences in

Mary Quan LEE Memorial Scholarship in English-A scholarship of $600 has been
endowed by family and friends of Mary Quan Lee, a 1945 UBC graduate, who achieved
outstanding academic accomplishments throughout her student years with the University.
The scholarship is awarded to the top-ranking third year student on the recommendation

Surgeon Captain Maurice D. YOUNG Memorial Bursary-A bursary of $550 has been
endowed through the generosity of family, friends and colleagues of Surgeon Captain
Maurice Young, the Commanding Officer of the University Naval Training Division at
UBC, and later Associate Dean of Medicine. The bursary is open to third or fourth year

NORTHERN Telecom Ltd. Graduate Fellowship-A fellowship has been endowed by
Northern Telecom Ltd. with the support of the Province of B.C. It is available to an

NORTHWOOD Pulp and Timber Ltd. Scholarship-Three scholarships of $1,200 each
have been endowed by Northwood Pulp and Timber Ltd. with the support of the
Province of B.C. One scholarship is awarded in the Faculty of Forestry, one in the
Department of Engineering, Faculty of Applied Science and one in the Faculty of
Commerce and Business Administration. Preference is given to students who have
attended a secondary or post-secondary institution in northern British Columbia. The
scholarships are made on the recommendation of the respective faculties. (Available

RIO Algom Entrance Scholarship-A $2,400 scholarship has been endowed by Rio Algom
