Reports of Committees of Senate Admissions Committee A report concerning the summer activities of the committee had been circulated for information. It was stated in the report that since the last meeting of Senate in May the Admissions Committee had had 10 meetings at which it considered 146 individual applications for admission or readmission to the University and continued discussion on admissions policy, standards in English and entrance examinations. The applications fell into two main groups; those appealing who had been rejected either for initial admission or readmission on the basis of current regulations and those appealing for initial admission on the basis of maturity. In total, approximately half (70) of the appeals were granted but the majority of these were successful appeals for "mature" status. Continuing Education The University's submission to the Commission on University Programs in Non-Metropolitan Areas (The Winegard Commission) had been circulated for information. Dr. MacDougall, Chairman of the Committee on Continuing Education, explained that Dr. Winegard, a former president of the University of Guelph, had been appointed as a one-man commission on university education in British Columbia outside metropolitan Vancouver and Victoria. Dr. Winegard was assisted by an advisory panel consisting of representatives from the various universities and colleges in British Columbia. Dr. MacDougall and Mr. J. Kulich, 6620. Wednesday, September 15, 1976. Reports of Committees of Senate Continuing Education (continued) Acting Director of the Centre for Continuing Education, had been members of the advisory panel. The University's submission recommended that a University Centre be created at each of the Interior community colleges as soon as it was clear that it was appropriate to offer advanced programs in the area served by a particular community college. The principal arguments in support of the proposal were: - 1. It would substantially increase the opportunities for people resident in the interior to complete a degree program. 2. It is consistent with the maintenance of traditional university standards of academic excellence. 3. It achieves the first two goals with reasonable economic efficiency. 4. It is a flexible proposal which permits an effective response to the needs of a particular area. 5. It can be implemented within a short period of time. 6. It is based on a model which past experience has shown to be successful and acceptable in Canada. Dr. MacDougall stated that Dr. Winegard had since presented his report to the Government and it had not included the recommendation made by U.B.C. In his report Dr. Winegard had recommended the establishment of a multi-campus university to serve the non-metropolitan areas of British Columbia. The new university should begin as a separately funded division of Simon Fraser University. Under the terms of the report Simon Fraser University had been given until December 1976 to accept or reject the proposal. If the proposal were rejected a new university should be established immediately despite the disadvantages. 6621. Wednesday, September 15, 1976. Reports of Committees of Senate Continuing Education (continued) Dr. Winegard contemplated in his report that the new university, whether created as a division of Simon Fraser University or as a new university, would make contractual arrangements with The University of British Columbia and the University of Victoria so that these two universities would provide programs not currently offered by Simon Fraser University or not feasible at a new institution. During the following discussion opinions were expressed that the proposal in the Winegard Commission Report was not the best way of meeting the needs of the people resident in the Interior and that the services and programs available would be more limited than they would have been under the U.B.C. proposal. Members of Senate felt that the Committee on Continuing Education should be asked to examine the recommendations in the report particularly with regard to the implications for U.B.C. The Chairman agreed that the committee should examine the report as soon as possible and report back to Senate by the October or November meeting with a detailed evaluation. It was agreed that all members of Senate should receive a copy of the Winegard report as soon as possible. University Calendar The Secretary of Senate explained that under section 37 (m) of the Universities Act Senate was required to provide for the preparation and publication of a university calendar. Due to increased printing costs the Secretary recommended that the calendar be published on a biennial basis thus saving an estimated $30,000 6622. Wednesday, September 15, 1976. University Calendar (continued) over each two year period. The Secretary also recommended that the Senate Admissions Committee be authorized to act as an advisory panel in an effort to simplify calendar content. Dr. Gray ) That the calendar be published on a biennial Dr. Finnegan ) basis, beginning with the next issue in April 1977. Lost Dean Finn ) That the Senate Admissions Committee be Dr. Finnegan ) authorized to act as an advisory panel to the Secretary of Senate in a continuing effort to simplify calendar content relative to the calendar's basic purpose. Carried Administrative changes in academic grades or standing In a proposal circulated to Senate it was stated that Deans or their representatives sometimes changed grades, altered standings, and permitted exceptions to the rules governing standing or the granting of degrees, without appraisal by Faculties or Senate. It was argued that Senate should have information about the nature and extent of administrative changes in academic grades or standing so that it could be assured that academic standards were not being compromised. Dr. Belshaw ) That Deans be requested to provide to Senate Dr. Gray ) each fall summary information indicating the frequency of and the reasons for any action they have taken, or which has been taken under their authority, to alter or adjudicate grades or standing in any courses or programs, including the waiving of degree requirements. Following a brief discussion the motion was put and lost. 6623. Wednesday, September 15, 1976. Report of the Registrar on Summer Session Registration 1976 The report of the Registrar on Summer Session registration 1976 was received for information. Report of the Registrar on Intersession Registration 1976 The report of the Registrar on Intersession registration 1976 was received for information. Faculty of Education (See Appendix 'B') A list of extra-sessional credit course proposals was circulated for information. Other Business Regent College Dr. Houston, Principal of Regent College, drew Senate's attention to a resolution passed at its meeting of November 14, 1973 which stated that the request for affiliation by Regent College be approved for an initial period of three years and that the affiliation be reviewed by a Senate committee at that time. The Nominating Committee were requested to make recommendations for the membership of a committee to consider the request of Regent College for a continuation of its affiliation with the University. Honorary Degrees Dr. McGregor, Secretary of the Tributes Committee, reminded members of Senate that the committee would be glad to receive nominations for possible honorary degree recipients. These should be submitted to the Chairman, Dr. J. K. Stager, incorporating the reasons for the nominations, along with curriculum vitae. 6624. Wednesday, September 15, 1976. Other Business (continued) University Endowment Lands Senate was informed that the government had set up a task force on the future of the University Endowment Lands. It was suggested that the University make some submission to the task force concerning the future use of the endowment lands. Mr. Byl gave notice of the following motion:- "That a joint Senate/Board committee be struck to submit a proposal as to the future use of the University Endowment Lands to the University Endowment Lands study team." Committee on Tenure Senate was reminded that at its request the Board of Governors had agreed to establish a committee to review tenure at U.B.C. (P.6541-2 & 6590) . In reply to a query the Chairman agreed to ask the Board if they were prepared to report back to Senate at this time. Student nurses - family visits Dr. Copp drew Senate's attention to an issue that had arisen with students in the Health Sciences. Part of their courses involved visiting families. However, due to a recent unfortunate "baby-napping" incident a case had arisen where student nurses had been refused entry. In reply to a query Dr. Uprichard stated that these visits were organized through agencies. The students had been instructed to carry identification cards but other than that there seemed to be no way of getting round the problem. 6625. Wednesday, September 15, 1976. Report of the Tributes Committee Dr. McGregor presented the report of the Tributes Committee. Members of the gallery were asked to leave. Memorial Minute The following memorial statement had been prepared in accordance with the custom of Senate in recognition by the University and the Senate of the late Modest Pernarowski. IN MEMORIAM MODEST PERNAROWSKI Modest Pernarowski, Professor of Pharmaceutical Chemistry in the Faculty of Pharmaceutical Sciences, died in his sleep June 10, 1976, at the age of 47. Professor Pernarowski was born in Yorkton, Saskatchewan. After receiving his undergraduate education at the University of Saskatchewan and Carlton University, he took two graduate degrees at Purdue University. He served in the Food and Drug Directorate of the Department of Health and Welfare, Ottawa, for eleven years before joining this Faculty in 1963. His scholarship, revealed by his books and his many contributions to learned journals, won for him the respect of his colleagues throughout this country and others; his advice was sought nationally and internationally. The quality of his work was recognized in 1967, when he was awarded the Canada Centennial Medal, and in 1973, when he was appointed a Fellow of the Academy of Pharmaceutical Sciences of the American Pharmaceutical Association. On the campus Professor Pernarowski participated in the life of the University as a whole and his conscientious labours on various committees won for him the respect of his colleagues from other Faculties as well as his own. He spoke for the Faculty of Pharmaceutical Sciences on many occasions, in particular during the last year, when he sat as its representative on Senate. He will be missed by students and colleagues alike. Professor Pernarowski is survived by his wife, two sons, and a daughter. To them the members of Senate, on behalf of the University, send their sympathy. 6626. Wednesday, September 15, 1976. APPENDIX 'A' New Awards Recommended to Senate The A. F. Barss Prize in Horticulture - This prize of $50 is given in honour of Dr. Alden F. Barss, Professor of Horticulture from 1918 to 1953, in recognition of his service to the University and the horticultural interests of the province. He was a dedicated and unselfish teacher devoted to helping others. He gave direction and understanding to student veterans from two world wars, supervised all campus development and maintenance for 30 years and for 8 years was Honorary secretary of the British Columbia Fruit Growers Association. His submission, "A Proposal to Improve the Relations of the University to the Province by the Establishment of a University Extension Service" led to the creation of the Department of Extension in 1933. It will be awarded to the fourth year student standing highest in the Horticulture option in Plant Science. This prize is one of a series of awards designated as the Agricultural Sciences Founding Faculty Prizes, established to honour the men who were responsible for the organization and development of the Faculty of Agricultural Sciences at The University of British Columbia. On the occasion of the sixtieth anniversary of the appointment of Leonard S. Klinck as Dean of Agriculture, May 11, 1974, these prize awards were established and endowed by Dean Emeritus Blythe Eagles and Mrs. Eagles for a period of ten years. It is hoped that former students and friends of the Faculty will wish to maintain these awards and possibly increase their value. The British Columbia Anaesthetists' Society Prize in Anaesthesia - This prize in the amount of $200 will be awarded to the graduating student in the Faculty of Medicine who has demonstrated the most promising development during the third and fourth year program in Anaesthesia based on both clinical achievement and written examinations. The Jennie Gillespie Drennan Memorial Scholarships - Income in the amount of approximately $2,000 per annum from the "Albert Alexander Drennan Memorial Scholarship Fund in Memory of Jennie Gillespie Drennan, M.D., 1895, Queen's College, Kingston, Ontario," will be made available to assist deserving women students in the Faculty of Medicine. The awards will be made on the recommendation of the Dean of the Faculty. The K. A. Evelyn Medical Resident's Award - An award of approximately $150 for the purchase of books will be made to an outstanding member of the Resident Staff in the Department of Medicine. The award has been made possible by Dr. Evelyn's colleagues in recognition of his contribution in the Faculty of Medicine. APPENDIX 'A' New Awards Recommended to Senate (continued) The Gulf and Fraser Fishermen's Credit Union Scholarships - Three scholarships of $500 each are offered by the Gulf and Fraser Fishermen's Credit Union to students beginning or continuing studies at The University of British Columbia in a full program of studies leading to an undergraduate degree in any field. To be eligible, an applicant must be an active member or a son or daughter of an active member of the Gulf and Fraser Fishermen's Credit Union. They will be awarded by the University in consultation with the credit union to the applicants who are most deserving in terms of academic achievement. The Elias and Elizabeth Healman Memorial Scholarships - Scholarships totalling approximately $1,500 will be awarded to outstanding students in the Faculty of Arts. The awards were provided in the Estate of the late Elias Healman and will be made on the recommendation of the Faculty of Arts. The British Columbia Home Economics Association Scholarship - A scholarship in the amount of $250, donated by the British Columbia Home Economics Association, will be awarded to a student entering the third or fourth year of the Bachelor of Home Economics program. The award will be made to a student demonstrating active participation in the field of Home Economics, coupled with high scholastic achievement. The award will be made on the recommendation of the School of Home Economics. The Dr. Marianne Rose Lourie-Jetter Memorial Scholarship - An annual scholarship will be awarded in memory of Dr. Marianne Rose Lourie-Jetter, who was for 18 years a member of the Faculty in the Department of German, to a student or students undertaking a graduate program in the Department of Germanic Studies. The award will be made on the recommendation of the Department. The initial award will be made in 1978/79. The Nu-West Development Corporation Ltd. Bursary - A bursary in the amount of $750 has been provided by Nu-West Development Corporation Ltd. The award will be made to a student entering the second or third year in the School of Architecture. Recipients should be Canadian citizens or landed immigrants. 6629. Wednesday, September 15, 1976. APPENDIX 'A' New Awards Recommended to Senate (continued) The Robert W. Phipps Bursary - A bursary of $500 is given to acknowledge the work and interest of Mr. Robert W. Phipps in the development of the University Farm at Oyster River. The student to receive this bursary will have completed the third year in the Faculty of Agricultural Sciences. The award will be based on knowledge of practical agriculture, scholastic standing and financial need and will be made on the recommendation of the Faculty of Agricultural Sciences. The Professor's Prize in Patholgy - A prize of $250, gift of Sherwood Medical Industries, Inc., Missouri, will be awarded to the top ranking student in Pathology, 2nd year Medicine, on the recommendation of the Department of Pathology. The John Reed Scholarship - A scholarship in the amount of $125 has been made available by the late John Reed, for a student in the Faculty of Commerce and Business Administration. The award will be made on the recommendation of the Faculty and will be available for 1976/77 and 1977/78. The School of Rehabilitation Medicine Prize - This prize will be awarded to a student in the graduating class, for general proficiency. The University Student Awards Endowment Fund - This fund has been established and is maintained by "in memoriam" contributions. The income from the fund is used to provide scholarships and bursaries to students at The University of British Columbia. Enquiries with respect to the fund should be directed to the Awards Office. The Vancouver Sun Debating Prize - A prize of $50, to be shared annually by the two winners of the English 100 Debating Competition has been provided by the Vancouver Sun.
