Carried Business Arising from the Minutes Dr. Clark referred to a discussion under the item "other business" at the November 12 meeting of Senate during which some members had the impression that the Office of Academic Planning was maintaining dossiers on students. Dr. Clark made it quite clear that no such dossiers were being kept. At the previous meeting Dr. Clark had been requested by Senate to find out the cost involved in doing a study of the sociological background of U.B.C. students. Dr. Clark reported that assuming we had 6,000 entering students the costs would be approximately $1,175. Mr. Persky ) That the motion, "That the O^ice oh Dr. Gray ) Academic Planning be requested to do a Study oh the sociological background oh U.B.C. students", tabled at the previous Senate meeting be lihted hiom the table. It was agreed that as far as cost was concerned such a study would probably be feasible but it was pointed out that at the previous meeting questions were also raised about the significance of the study and the results that would come from it. Wednesday, December 10, 1969 5141 Business Arising from the Minutes In amendment: Dr. Hardwick ) That the Nominating Committee be requested Dr. Belshaw ) to select a committee to delineate the scope and nature oh such a study. It was agreed that the Director of the Office of Academic Planning should be a member of this Committee. The amendment was carried. The motion as amended was carried. Carried Dr. Hall ) That the proposals oh the Faculty oh Graduate Mrs. Brearley ) Studies h°i ^cw courses in Creative Writing, outlined in Appendix B, page 511%, be approved. Carried Dr. Hall ) That the proposals oh the Faculty oh Commerce Dr. Kelly ) and Business Administration hor course changes, outlined in Appendix B, page 513%, be approved. Carried Dr. Hall pointed out that the work of the Curriculum Committee was complicated unnecessarily by the failure of faculties and departments to initiate consultation on curriculum changes prior to submission to Senate. Dr. Hall ) That curriculum changes submitted to h^culties Dr. Hardwick ) and thence to Senate include a statement specihying: (a) the nature and extent oh prior consultation with related disciplines, departments or h^culties; (b) the outcome oh *ach consultation. Carried Committee on Enrolment Policy Dean White presented the report of the Committee on Enrolment Policy. Dean White explained that the figure of 250, for those programmes of study not offered elsewhere, represented about the number that went into those studies in the current year, and that the figure could accommodate the modest increases that were anticipated. Dr. Kenny stated that he had discussed the recommendation of the Committee with Heads of Departments in the Faculty of Arts and the vast majority of them were not in agreement with the suggested cut-back. They would prefer to leave enrolment in the Faculty of Arts as it is. Dr. Kenny felt that if this recommendation were passed it would cut some students off from fields of study which are not available at junior colleges. Dean Shaw expressed concern regarding restriction of enrolment in the Faculty of Agricultural Sciences and the School of Home Economics as courses were not given at other universities in this Province. Dean White assured Dean Shaw that there would be no restriction apart from keeping the figures approximately the same as for this year. Wednesday, December 10, 1969 5144 Reports of Committees of Senate Committee on Enrolment Policy (Continued) Following further discussion, the motion was carried. Dean White ) That Senate should take such action as is Dr. Willmott ) expedient to determine the criteria hor enrolment size and the selection oh applicants and to review the methods oh regulating admissions. Carried It was agreed that as it had not yet been decided to limit enrolment the motion should be recorded and brought up at some future meeting when Senate would be in a better position to say how this should be approached. Dean White pointed out that the Committee on Enrolment Policy had now completed the work requested by Senate. Dr. Hardwick ) That the Senate Committee on Enrolment Policy Dean Gardner ) be discharged with the thanks oh Senate. Carried Nominating Committee At the previous Senate meeting the Nominating Committee had been requested to select a committee to study the situation of native Indians at U.B.C. Dr. Volkoff ) That these people be appointed to a committee Dr. Cavers ) to study Recommendation 7 oh the Long-Range Objectives Report. Senate agreed to a suggestion that Professor Daniells be added to the Committee. The motion was carried. Proposals of the Faculties (See Appendix 'B') The Agenda Committee recommended that: (i) all proposals for new courses and course changes be approved subject to ratification by the Senate Curriculum Committee (ii) all proposals for new curricula such as that concerning the Bachelor of Fine Arts degree be referred to the New Programmes Committee (iii) all changes of regulations in the Faculties be considered by Senate following explanation of them by the Deans of the respective Faculties Following a discussion of the procedure to be followed it was agreed, as suggested by the Chairman, that new courses and course changes be referred to the Curriculum Committee and be brought to Senate for consideration at the next meeting of Senate. Dr. Norris ) That course changes be received and reherred Mr. Osborne ) to the Curriculum Committee and all proposals hor New Programmes be received and reherred to the New Programmes Committee hoi h^ture re{erence to Senate. Wednesday, December 10, 1969 5147 Proposals of the Faculties (Continued) It was pointed out that Senators did have an opportunity to make recommendations or raise objections with the Curriculum Committee in which case the proposals were brought back to Senate but otherwise they went through. It was felt that this procedure should not be reversed. Members of Senate were asked to communicate with the Curriculum Committee in writing by December 20th if they wished to comment on any of the proposals. The motion was carried. Faculty of Agricultural Sciences The Dean explained that there were a number of changes and new courses, and that these had been discussed with other interested parties. Faculty of Applied Science Dr. Cavers stated that the recommendations represented new courses and changes in courses. School of Architecture Dr. Cavers reported that this submission was for new courses and course changes, and changes in Calendar statement. Dr. Hall raised a query regarding the statement that Architecture 423 was an optional course and could not be taken for credit. He queried if this was a change in regulations which the Dean would be reporting on to Senate. It was suggested that the Acting Dean contact the School of Architecture and report to the Curriculum Committee. Wednesday, December 10, 1969 5148 Proposals of the Faculties (Continued) Faculty of Arts The Acting Dean reported that these submissions were mainly new courses and course changes but there was a proposal to offer a Bachelor of Fine Arts Degree and he felt that discussion of this should be postponed until the New Programmes Committee had examined it. Faculty of Commerce & Business Administration The Dean had no comment to make. Faculty of Education The Dean commented on the Cross-Cultural Education course for adapting teaching to the needs of Indian students which had been put on at the request of Senate and should be considered as a new course. He stated that there were course changes and changes in regulations. Faculty of Forestry The Dean referred to a change in policy under Admissions whereby a student must have an average of at least 60 per cent. He explained that this was in order to bring the admissions requirement in line with other faculties. There were also new courses and course changes in this submission. Faculty of Graduate Studies The Acting Dean had no comment to make. Wednesday, December 10, 1969 5149 Proposals of the Faculties (Continued) School of Nursing Miss McCann reported on the recommendations for course changes and programme revisions. It was recommended that the Nursing 'E' Programme (a diploma in Psychiatric Nursing) be dropped as there were no candidates. It was also stated that the Nursing 'C' Programme would be terminated after the 1971-72 session. School of Rehabilitation Medicine Concern was expressed at the lack of options in the curriculum for the four year degree. It was stated that there was reluctance on the part of professional associations to accept options. Dr. Clark ) That Senate request the School oh Rehabilitation Dean McCreary ) Medicine to inform the prohessional associations concerned with Rehabilitation Medicine that the Senate in principle disapproves oh University programmes which leave no options hoi students in their senior years. The motion was carried. The advisability of the requirement of Sociology courses rather than of Arts electives was raised. Faculty of Science The Dean reported the new courses and course changes. He also explained that the proposed new regulations governing the General Programme of the B.Sc. degree were meant to give the breadth of study that the term "General" implied. Wednesday, December 10, 1969 5150 Submission from Department of University Extension Mr. Selman commented on the list of proposed courses to be offered during May to July. The Chairman raised the question of the cost of keeping the library open to acommmodate these courses from May to July and asked that the Librarian be made aware of what was taking place. Mr. Selman ) That the ohh^itn9 oh the courses listed hor Dr. Smith ) the May-July period be approved. Carried Mr. Selman then reported on a Certificate which was to be offered by the Department of University Extension in the area of Education of young children. The matter had been discussed in the Faculty of Education and the Faculty had approved the certificate programme. This report was for the information of Senate. Report on Employment Opportunities for Graduate Students The Chairman invited Mr. Smolensky to say a few words about a report that he had prepared for AUCC entitled "Employment Opportunities for Graduate Students. A Cause for Concern". Mr. Smolensky stated that one of the recommendations in the report applied to this University in setting up a research project to enquire into the job market. He said he hoped Senate would receive copies and that perhaps some recommendations would come forth from this body. The Secretary agreed to have copies circulated for the next meeting of Senate. B. C School Trustees Association's request for Senate membership The Chairman explained that this matter had been before Senate in April of this year. At that time Senate was not willing to add to its Wednesday, December 10, 1969 5151 B. C School Trustees Association's request for Senate membership (Continued) membership. It was pointed out that membership of the B.C. Teachers' Federation had been discontinued when the Senate was resconstituted under the Universities Act, 1963. Mr. Campbell felt that there was an argument in the case of the B.C. School Trustees, to have some representation on Senate and suggested that it might be useful to hear from the B.C. School Trustees Association on this subject. There was considerable opposition to the suggestion. It was pointed out that two members of Senate are School Trustees. Dr. Clark ) That Senate, through the President, should Dr. Belshaw ) write to the School Trustees declining to grant this request but explaining that the reasons in no way rehlect upon the valuable services oh the B.C. School Trustees Association. Carried Presentation to Senate of new business Senate members were advised that items of business should not normally be introduced under "Other Business" with the expectation of action being taken at the meeting at which they were introduced. It was stated that "Notice of Motion" was appropriate at any meeting of Senate, as was submission of items for consideration ten days prior to a Senate meeting in order that the Agenda Committee might consider suitable disposition of them. Wednesday, December 10, 1969 5152 Other Business Mr. Persky gave notice of the following motions: 1. That by September 1970, the University limit the number of students in any one course to no more than 25. 2. That Senate compile and make public a report on what the University is doing to combat the problem of "environmental collapse". 3. That the University establish a two-year diploma course for policemen and this be a mandatory requirement of membership on the police force. 4. That Senate investigate charges by the Women's Liberation Groups that female students and faculty do not have equal opportunities at University as compared to men. 5. That an "experimental" co-educational college dormitory be established for single male and female students to combat today's atmosphere of "sexual repression". 6. That Senate investigate all research presently being conducted on the campus for any U.S. military organization. 7. That an investigation be made of the charges against members of Simon Fraser University's P.S.A. department with a view to U.B.C. hiring fired or suspended P.S.A. faculty and teaching assistants should the S.F.U. situation prove to be a "political witch-hunt" as charged by the P.S.A. members. Wednesday, December 10, 1969 5153 Report of the Tributes Committee on Honorary Degrees The gallery was cleared to allow Senate to discuss a matter concerning Honorary Degrees. The committee recommended that an invitation be extended to Professor Raymond William Firth to receive an honorary degree at the Congregation, 1970. Carried Dr. Warren requested that the figures of eligible voters and the number who actually voted during recent Faculty, Alumni and Student elections be made available to Senate members at the next meeting. Scholarships Two scholarships of $100 each the gift of the Professional Affairs Division of the College of Dental Surgeons of B.C., will be awarded annually to the two leading students in the Dental Hygiene Program at the completion of their first year of study. The awards will be made on the recommendation of the Faculty. The John Emerson Memorial Scholarship A scholarship of $50, established in memory of John Emerson by members of ACTRA, will be awarded annually at the discretion of the Music Department to an upper-division student showing promise in musical theatre. The Department of Music Scholarship One or more scholarships established by proceeds from special concerts will be awarded annually at the discretion of the Department of Music to a student exhibiting proficiency and promise in performance. Primary consideration will be given to those entering the Music program.
