Report of Committee on Student Awards
In reply to a query concerning the status of the "150%" rule for the distribution of
undergraduate funds, which was initiated by the committee without the approval of
Senate and then discontinued without the approval of Senate, it was confirmed that
the 150% rule was not in force at the present time. It was also confirmed that the
committee would be re-examining the definition of full-time for purposes of the
University scholarship program.

Pharmaceutical Sciences, and the School of Rehabilitation Medicine
The committee recommended approval of: a new course and curriculum
change submitted by the Faculty of Commerce and Business Administration;
curriculum proposals submitted by the Faculty of Education; new courses and
course changes and a Graduate Program in Neurosciences submitted by the
Faculty of Graduate Studies; a new course PHAR 451 submitted by the Faculty of
Pharmaceutical Sciences subject to the last sentence of the course description
being changed to read "Prerequisite: Economics 100 strongly recommended."; and
a new course, course and program changes submitted by the School of
Rehabilitation Medicine (with the exception of a proposed program change and the
deletion of RHME 200).

Student Appeals on Academic Discipline
The following report had been circulated for information:
"The terms of reference of the committee are to hear and determine final
appeals by students in matters of academic discipline.
During the Academic Year 1982/83 and to the present, the committee has
heard six appeals. Of these four were dismissed, one was partly approved,
and one was returned to the President for reconsideration.
The committee also made policy recommendations to the President
concerning the permanence of notations on academic disciplinary action and
the dissemination and clarification of the regulations concerning
plagiarism."

Reports on Certificate and Diploma Programs (continued)
Criminology Certificate Program
No new students have been admitted to this program since it was closed to
new students on April I, 1981.
In June 1982 a second letter was sent to all students still on record advising
them that they have until June 30, 1986 to complete gualifications for the
Certificate. The enrolled students were also asked to notify us if they
wished to withdraw from the program. As a result, another 49 students
either indicated that they wished to withdraw or failed to reply to the
second notification.
During the year, two additional students completed their qualifications and
were granted Certificates. At the end of the year there were only 12
students still enrolled in the program and only three of these were registered
in courses leading to the Certificate.
Diploma Program in Administration for Engineers
This diploma program is offered jointly by the Faculty of Applied Science
and the Centre for Continuing Education.
1. There were eleven new admissions into the program this year. Of these
ten were in Greater Vancouver and one at an interior location.
2. Total enrolment in the program since its inception in 1968 now stands at
1109.
3. Fourteen graduates received their Diploma in Administration for
Engineers this year, making a total of ninety-two graduates to date.
4. There were 212 registrants for the 25 courses offered on-campus and in
the Greater Vancouver area.
5. There were 118 registrants for the thirteen courses offered
province—wide.
6. A total of forty-one professional foresters were admitted to the parallel
Diploma Program in Administration for Foresters, which is managed by
Engineering Programs, with the first two graduating in Spring 1982.
Certificate Program in Early Childhood Education
I. As approved by Senate on March 17, 1982 this Certificate Program is in
the process of being phased out. Candidates accepted to the program
prior to that date have until June 30, 1984 to complete their programs
by taking guided independent study courses or by transferring
acceptable course work from other institutions. No group instruction
courses have been offered since March 17, 1982. 8073.

Certificate Program in Early Childhood Education (continued)
2. Five guided independent study courses in early childhood education are
presently offered through the Centre which certificate candidates may
apply to their programs.
3. Approximately 20 requests for transfer credit from other institutions
were made, the majority of which were acceptable.
4. Five candidates completed the program, bringing the number of
certificates awarded to 156.

ADULT EDUCATION
Two Guided Independent Studies courses (Adult Education 328 and 329) were
available to students during 1982-1983. Adult Education 327 is to be available by
September 1983 and Adult Education 330, together with Educational Psych. 301,
are to be available in January I 984.
All of the 1982 graduates were students on the new program. Eighteen students
have yet to complete the old program. Since 1966, 120 students have completed
the old program and 13 the new. 8074.

Report on Diploma Programs 1982-83 (continued)
COUNSELLING PSYCHOLOGY
The Department has taken steps to discontinue the Diploma program in favour of
an expanded number of prerequisites leading to a revised masters program. The
undergraduate courses have been approved and it is planned to institute the
revised graduate program during the fall of 1984.
EDUCATION OF THE DEAF
The Interprovincial contract will continue for 1983-84, and enrolment should be
good.
EDUCATION OF THE VISUALLY IMPAIRED
Three of the students came under the interprovincial contract (Alberta,
Saskatchewan, and Manitoba) and one, from India, was subsidized by the Catholic
Church.
In the summer of 1983 the B.C. Ministry of Education helped sponsor a program to
prepare orientation and mobility specialists, so that graduates of the diploma
program will be able to provide travel training to their blind students.
95% of the qualified personnel dealing with visually impaired students in British
Columbia are graduates of this Diploma program, as are 70% of the teachers of
such students.
Student Elections to Governing Bodies
It had been agreed at the October 13, 1982 meeting of Senate that the rules in
respect of nominations, elections and voting, not be submitted to Senate for approval
unless there were substantial changes. The Registrar had recommended that the
following clause concerning withdrawal of nominations be added to the regulations:
Following the close of nominations the Registrar shall mail to each
candidate a list of the names of all the candidates running for election to
the Board of Governors and the Senate.
Where a candidate wishes to withdraw a nomination after the close of
nominations this must be done in writing, bear the signature of the nominee
and be in the hands of the Co-ordinator of Elections in the Registrar's Office
by 4.00 p.m. on the last day of the first term (Wednesday, December 21,
1983). The Co-ordinator of Elections will give a receipt in acknowledgement
of the withdrawal.
Where a person nominated as a candidate withdraws his or her nomination
after December 21, 1983, and after the ballots have been printed, the
Co-ordinator of Elections will provide the A.M.S. Returning Officer, who is
responsible for the polling arrangements, with copies of a notice of
withdrawal for each poll, but the withdrawal and the fact that the
candidate's name remains on the ballot will not invalidate the election.
Votes cast for a candidate who has withdrawn shall not be counted. 8075.

student elections to governing bodies.

Preliminary Report on Enrolment 1983-84
The preliminary report of the Registrar on enrolment for 1983-84 was received for
information. The Registrar drew to the attention of Senate some of the highlights of
the report.
It was noted that enrolment in the first year of the Bachelor of Arts program had
increased 17.1% and that the overall increase in the B.A. program was 14%. Total
enrolment in all programs in the Faculty of Arts was reported to have increased 12.5%.
Enrolment in Bachelor of Education degree programs and the one-year teacher training
programs had decreased by approximately 6%. An 8.3% increase in the undergraduate
Forestry programs was attributed to the introduction of the new four-year program. It
was also noted that enrolment in the Faculty of Graduate Studies had increased by 7.2%
and that enrolment in the Faculty of Science had increased by 6.6%. The Registrar
emphasized that these figures were as of September 30 and that there could be minor
changes when the official figures are established on December 1st. Bearing that in
mind, the Registrar reported an overall increase as of September 30, both
undergraduate and graduate, of 5.9%.
The meeting adjourned at 8.35 p.m.
The next regular meeting of Senate will be held on Wednesday, November 16, I 983.

APPENDIX 'A'
New awards recommended to Senate
Amoco Canada Petroleum Company Ltd., Scholarships - Two scholarships in the
amount of $500 each have been provided by Amoco Canada Petroleum Company Ltd.
The awards will be made on the recommendation of the Faculty to undergraduate
students in chemical, mechanical, electrical, geological or civil engineering. (This
award will be made available in the 1983/84 Winter Session)
Esther R. Anderson Memorial Prize - This prize of $200 in memory of Dr. Esther R.
Anderson, a member of the Department of Pharmacology from 1966 to 1982, has been
provided by contributions from her friends and colleagues. It will be awarded
annually to the outstanding student in the graduating class in Honours Pharmacology.
(This award will be made available in the 1983/84 Winter Session)
Brissenden Scholarship in Art Education - A scholarship in the amount of $750 will be
awarded to an undergraduate student in Art Education, who submits the best learning
resource related to Art or Art Education in B.C (This award will be made available
in the 1983/84 Winter Session)
Stuart D. Cavers Memorial Scholarship - Professor Stuart D. Cavers, B.A.Sc, M.A.Sc.
(Brit.Co!.), Ph.D (Cal Tech), FCIC, P.Eng. (1920-1983) was a faculty member in the
Department of Chemical Engineering for 27 years. He took a keen interest in
students scholastically and in their activities outside the classroom and after
graduation. Throughout his career at UBC, Professor Cavers played an active role in
university, professional and community affairs including serving on various President's
advisory committees and two terms on Senate. In his memory, an annual scholarship
of approximately $750 has been donated by his colleagues, friends, staff, family and
students to support and encourage promising undergraduates in the Department of
Chemical Engineering. The award will be made to a student entering the penultimate
or final year in Chemical Engineering. In making the award, consideration will be
given to the student's academic standing character, and interest and promise in the
field of engineering. The financial circumstances of the candidates may be
considered. The award will be made on the recommendation of the department in
consultation with a representative of the Student Chapter of the C.S.Ch.E./A.I.Ch.E.
and a representative of the family. (This award will be made available in the 1983/84
Winter Session)
Cy and Emerald Keyes Bursaries in Metallurgical Engineering - Bursaries to a total of
$2,500 per annum have been made available by the late Cy and Emerald Keyes for
students in Metallurgical Engineering. The awards will be made on the

is intended to encourage students who have demonstrated a commitment to the study
of wildlife management and ecology. In making the award, the financial

Columbia. The award will be made on the recommendation of the Faculty of

UBC Alumni NITEP Scholarship - One or more scholarships to a total of $1,500 have

Elsbeth C. Wolverton Memorial Bursary - In memory of Elsbeth Wolverton, her family
and friends have endowed a bursary fund to provide approximately $100 to a needy
graduate or undergraduate pursuing studies in the School of Social Work. Elsbeth
Wolverton worked for over 40 years as a social worker in many parts of the United
States and Canada. Her last work was with the Vancouver Resources Board. She was

Although there is no Department of Neuroscience at U.B.C, studies leading to the
M.Sc. and Ph.D. degrees in Neuroscience are available. The Neuroscience
Program is administered by the Neuroscience Advisory Committee which is
responsible to the Dean of the Faculty of Graduate Studies.
The Neuroscience Program is a flexible one intended to accommodate the diverse
background of students wishing to enter it, and also take account of the broad
nature of neuroscience research. The program will accept for advanced degrees
candidates with undergraduate majors in a variety of disciplines including but not
restricted to Biology, Biochemistry, Computer Sciences, Engineering,
Mathematics, Neurosciences, Pharmacology, Physics, Physiology, Psychology and
Zoology. Graduates in Medicine (i.e. M.D.) may also be accepted into the
program. Acceptance into the program is dependent upon (a) meeting the general
entrance reguirements of the Faculty of Graduate Studies, (b) acceptance by the
Neuroscience Admissions Committee, and (c) obtaining a letter of acceptance

Graduate Program in Neurosciences
Ph.D. and M.Sc. in Neuroscience (Calendar statement continued)
The student's graduate program will be decided upon by the student, the adviser
and the student's committee. The formal requirements in this regard, other than
those set forth by the Faculty, are as follows. The program will aim for flexibility
so that the individual needs of students with different interests in neuroscience
can, as far as possible, be accommodated. Course requirements will normally be
taken in the first two (2) years of the program. During the first year, however, all
students should participate in a core program consisting of courses in
(I) Neuroanatomy (Anatomy 510), (2) Neurophysiology (Physiology 425),
(3) Neurochemistry (Psychiatry 415), (4) Neuropharmacology (Pharmacology 502),
(5) Psychobiology (Psychology 504). Courses taken at other universities or in the
undergraduate program at U.B.C. will be taken into consideration in planning the
student's core course curriculum. With these courses as a base, additional
advanced course and seminar requirements will vary with the particular interests
and needs of the student as determined by the student and his Supervisory
Committee.
A student's committee for the M.Sc. degree will include at least one member of
the Advisory Committee, and the student's committee for a Ph.D. degree will
include at least two members of the Advisory Committee. The Advisory
Committee will monitor the progress of all students in the Neuroscience program.
Additional information on the graduate program in Neuroscience can be obtained
directly from the Chairman of the Neuroscience Advisory Committee, or from the
Dean of Graduate Studies.
