Business arising from the Minutes
Advisory Committee for the Selection of Presidential Candidates (P. 7655)
Senate was informed that in response to its request, the Board of Governors had
agreed that an additional category be added to the membership of the Advisory
Committee for the Selection of Presidential Candidates, namely, the President of the
Faculty Association, with the understanding that the incumbent President of the
Faculty Association, Dr. Charles F. Culling, would be the member of the Advisory
Committee and that he would remain a member of the Committee until the
Committee had completed its task.
Tess Fenger Memorial Scholarship (P. 7655)
At the December 16, 1981 meeting of Senate the Tess Fenger Memorial
Scholarship award was referred to the Committee on Student Awards, for review.
The committee subsequently considered the award description. The committee
were informed that the donors had originally specified that recipients had to be
Canadian citizens. After considerable negotiation, it had been agreed that permanent
residents (landed immigrants) could also be included. It was believed that the donors
held the view that the recipient should be one who was likely to remain in Canada
following graduation. The committee therefore recommended that the following
award be accepted without amendment:
"Tess Fenger Memorial Scholarship - This scholarship of $250, established as
a memorial to Tess Fenger by the White Rock and Surrey Naturalists'
Society, serves as a tribute to her friendship and devoted work as a
naturalist. It is intended to encourage students with an interest in natural
history. The scholarship is available to Canadian citizens or permanent
residents and is awarded to an undergraduate who achieves distinction in
Forestry 395 (Wildlife Ecology). The award will be made on the
recommendation of the Faculty of Forestry, but it is not limited to students
enrolled in that Faculty. (This award is available in the 1982/83 Winter
Session.)"

Advancement regulations for the B.Com and Lic.Acct. degree programs
Dr. Smith presented the report. The committee recommended approval of
the following revisions to advancement regulations, subject to the words
" . . .considered to have failed the year." in items (I) and (2) being replaced by
" . . .required to withdraw from the Faculty." and subject to the
word " . . .fails. . . " in items (3) and (4) being replaced by " . . .does not pass. . . "
together with the addition of the words " . ..and will be required to withdraw
from the Faculty." The revisions are underlined.
"B.Com. degree program
Advancement
(1) A student who passes all courses in which he or she is registered in
any year, but who achieves an average below 55% will be considered
to have failed the year.
(2) A student who does not pass all courses in which he or she is
registered and achieves below 60% in the courses passed will be
considered to have failed the year.
(3) A student registered in 15 units or more who fails in 6 units or more
will be considered to have failed the year.
(4) A student registered in less than 15 units, who fails in one-third or
more of the units in which he or she is registered will be considered
to have failed the year.
Rationale: Present advancement rules provide for 'a normal course
load' in any one year. A significant number of students now take
other than a normal course load. Rules are revised to accommodate

The committee recommended approval of proposals submitted by the
Faculties of Graduate Studies and Medicine, subject to the following exceptions
and changes:
Botany 538 - substitute the words "that make a species a weed" for "confer
weediness" in the description of this course.
Master's Program in Nursing - under the heading "Program" item 2 should
read: "27 units of course work . . ."
Biochemistry Honours Program - delete first and third sentence of note.
This will now read: "Biochemistry 300, 302 or 303 and Biochemistry 301 are
prerequisite to all graduate courses in Biochemistry."
Approval of HCEP 717 and 710 is being withheld pending confirmation that
the Department of Health Care and Epidemiology are willing to make
suggested modifications to the descriptions of these two courses.
Delete the words "Lectures on . . ." from the description of HCEP 713, and
the words "A series of seminars on . . ." from the description of HCEP 714.
The description of HCEP 715 should be modified to read: "A monthly two-
hour seminar on selected journal articles of Community Medicine interest
presented . . . guests."
Approval of a proposed change in the prerequisite statement for MEDG 430
is being withheld pending further consultation.
Approval of the deletion of PHYL 452 is being withheld pending
confirmation that the Department of Physiology are willing to agree to the
suggestion that this course be retained with a note that it will not be offered

Administration at The University of British Columbia. The timing of the gift in 1981
coincides with the twenty-fifth anniversary of the establishment of the Faculty of

Children's Health Research Foundation of British Columbia
Senate was informed that the University had been notified that under the new
Constitution and bylaws of the Children's Health Research Foundation (formerly the
Health Centre for Children Society), the appointment of a representative of Senate to
the Foundation's directorate has been discontinued.
President's Report 1980-81
The President's Report 1980-81 had been circulated for information.
Other business
Budget Committee
Dr. Scudder, Chairman of the Senate Budget Committee, stated that the
committee had received the report of the President's Committee on Fiscal
Retrenchment together with all of the background documentation and the impact
statements that were submitted to that committee. The committee had undertaken a
detailed study of the material and would be giving advice to the President and would,
of course, report back to Senate in accordance with the motion passed at the
December meeting.
Dr. Scudder further stated that the committee had asked him to report that it had
paid special attention to certain statements made on pages 3-6 of the retrenchment
document concerning the need for further discussion of longer term problems. While
wishing neither to restrict or infringe on the options available to the President, nor in
any way encroach on the intra-Faculty judgements that are the prerogative of the
Deans, the Senate Budget Committee submitted the following notice of motion: 7691.

IN MEMORIAM
JOHN MONCRIEF TURNBULL
John Moncrief Turnbull was born in Montreal in 1877. He graduated from McGill
University in 1897 and soon after came to British Columbia to work as a Mining
Engineer. In 1915 he was asked by President F. F. Wesbrook, to advise the University
on the establishment of a mining education program.
He was offered the post of Head of the Mining Department and in accepting became
the second appointment to the University faculty. From that date until 1945 when he
retired, Professor Turnbull headed the Department of Mining and Metallurgy in the
Faculty of Applied Science. He was a member of Senate for 16 years, the first 12 of
which were from I 915 to 1927.
Professor Turnbull was active in his emeritus years, frequently coming to campus to
give special lectures. His last visit was in 1979, when at the age of 101 he lectured
on the mining industry in British Columbia at the turn of the century.
With the passing of Professor Turnbull on January 2, 1982, the University has lost the
last of its original faculty members, the Canadian Institute of Mining and Metallurgy
its oldest member, the Association of Professional Engineers of British Columbia its
registrant number five.
As a distinguished Canadian who played a major role in developing the mining industry
of British Columbia, who was responsible for guiding the education of Mining and
Metallurgy students for a whole generation, Professor Turnbull will be long
remembered as an outstanding figure in the history of the Province and the
University.
Professor Turnbull was predeceased by his wife Gladys and is survived by three sons,
six grandchildren and twenty great grandchildren.

that a copy be sent to the relatives of the

APPENDIX 'A'
New awards recommended to Senate
Mary L. Bollert Bursary Fund - To honour the memory of the late Mary L. Bollert,
first bean of Women at The University of British Columbia, women graduates of the
University and members of Miss Bollert's family have established a fund to assist
women students. Bursaries to a total of approximately $400 per annum will be
awarded in consultation with the Women Students' Office. (Please note that this
award will be made available in the 1982/83 Winter Session.)
Brissenden Prize in Art Education - A prize of $250 will be awarded to the student in
Education 425 or Education 404 who produces the best project designed for the
teaching of some aspect of the art of B.C. This award will be made in October of
each year on the recommendation of the department.
Brissenden Scholarship in Art Education - A scholarship of $500 will be awarded to a
student enrolled in ARTE 441 (Art Education Theory and Research) who submits the
best proposal for a project designed to develop for pupils a further understanding in
art in B.C. This award will be made in April of each year on the recommendation of
the department. (Please note that this award will be available in the 1981/82 Winter
Session.)
Chevron Fellowships in Oceanography - A fellowship in the amount of $8,000 has been
made available by Chevron Canada Limited, Vancouver, and Chevron Standard
Limited, Calgary, to a graduate student in the Department of Oceanography. The
award will be made on the recommendation of the Department of Oceanography to a
student entering the first year of the program. Two additional fellowships of $1,000
each are available for students to help defray costs during the early part of the
graduate program. (Please note that these fellowships will be made available for the
1981/82 Winter Session.)
Coopers & Lybrand - Donald McLean Anderson Memorial Scholarship - A scholarship
of $750 has been established in memory of Donald McLean Anderson. This scholarship
will be awarded annually to a student who has completed, with high academic
standing, his or her third year of study in the Faculty of Commerce and Business
Administration, and is entering the final year of the Accounting and MIS option. The
successful applicant will be one who, in the opinion of the Faculty, most clearly shows
consistent general academic achievement throughout his or her three years, but with
special emphasis in accounting. Further information may be obtained from the
offices of the Dean of Commerce and Business Administration. Applications must be
submitted no later than January 15th. (Please note that this award will be made
available for the 1982/83 Winter Session.)
Coopers & Lybrand Service Scholarships - Two scholarships of $1,000 each will be
given annually by Coopers & Lybrand, Chartered Accountants, to students who have
completed three years of study in the Faculty of Commerce and Business
Administration and are planning to proceed to the fourth year of the Accounting and
MIS option. The successful candidates will have shown a consistently high record of
academic achievement and will possess the well-rounded personality and aptitude
which, in the opinion of the Faculty and Coopers & Lybrand, denote the potential to
be a successful Chartered Accountant. Coopers & Lybrand will provide summer
employment between the students' third and fourth year. Further information may be
obtained from the offices of the Dean of Commerce and Business Administration.

Steve House Memorial Scholarship - A scholarship in the amount of $150 has been
made available in memory of Steve House who passed away in the fall of 1981 while
in the final stages of completing the requirements to be a chartered accountant. His
ability to remain steadfast in his educational and employment commitments, his sense
of humour in addressing the world around him and those in it against great odds, and
his courage in facing the disease that disabled him but never handicapped him are the
quqlities that are to be immortalized in this award. The award will be made to a
student in the Faculty of Commerce and Business Administration with preference
given to a student who is disabled or has made a concerted effort in his/her schooling
while having to deal with some physical, mental, emotional, or social obstacle. The

Ann McCullough Memorial Bursary - A bursary in the amount of $250 has been
established by friends of Ann McCullough, B.A. 1930, who worked for the University
in the Registrar's Office and the Faculty of Agricultural Sciences, for more than
thirty years. The bursary will be awarded to a student in the Faculty of Agricultural
Sciences who requires financial assistance to complete his/her studies. In making the
award, preference will be given to a Canadian citizen from a rural or farm
background. (Please be advised that this award will be made available in the 1982/83
Winter Session.)
Dr. John L.Qui ton Memorial Prize in Anaesthesiology - An annual prize in the
amount of $200 has been established in memory of Dr. John L. Oulton, by his friends
and associates. Dr. Oulton was a Clinical Associate Professor in Anaesthesiology and
Assistant Director of Anaesthesiology at the Vancouver General Hospital. He was
Director of the Departmental Medical Technology Laboratory at the time of his
sudden passing in 1981. He is remembered for his clinical and scientific expertise in
the area of medical technology development in Anaesthesiology. The prize will be
awarded to the undergraduate proceeding to the fourth year considered by the
Department as demonstrating general proficiency in the understanding of Clinical
Anaesthesiology. (Please be advised that this award will be made available in the
1981/82 Winter Session.)
Rehabilitation Medicine Alumni Bursary - A bursary in the amount of $500 has been
made available by the School of Rehabilitation Medicine - Class of '82. The award
will be made to students enrolled in the third or fourth year and will be based on
financial need, academic standing, and participation in school activities. The
recommendation will be made by a joint faculty-student committee. (Please be
advised that this award will be available for the 1982/83 Winter Session.
Vancouver General Hospital Psychiatry Prize - This prize in the amount of $200 is
awarded to a student in the second year of Medicine who, in the opinion of the
Department of Psychiatry, has demonstrated particular competence in psychiatry

Pre-Commerce
Students who apply to enter the Faculty of Commerce and Business
Administration must have completed 15 units, including English 100,
Economics 100, and three units from Mathematics 100, 101, III and 130. Credit
will not be granted for Mathematics 105 or 203. Students should note the English
Composition requirements of the Faculty. Electives may not be taken from
courses in Commerce and Business Administration.
Second Year Commerce
The Second Year Program will consist of Commerce 211 (or Mathematics 205),
212, 220, 254, 261, 271 and six units of electives from a Faculty other than
Commerce and Business Administration. Commerce 241 may be taken as an
elective, providing equivalent non-Commerce units are taken in later years.
Economics 201, 202 normally are taken in First Year Commerce. However,
transfer students from another Faculty, from another university, or from a
college, may take Economics 201, 202 in Second Year Commerce. All students
are required to complete a non-credit course in Public Speaking.
Students who have taken a course in Probability or Statistics prior to entering the
Faculty of Commerce and Business Administration should see the Director of the
Undergraduate Program. Students are referred to pages 301 and 302 of tn"e
Calendar for courses in Probability and Statistics which normally are not allowed
