A special meeting of Senate was held on Thursday, November 27th, at 8:00 p.m., in the Board and Senate Room to discuss the establishment of a Faculty of Medicine at the University of British Columbia. Present: President N.A.M. MacKenzie (in the Chair), Dean D. Buchanan, Dean J.N. Finlayson, Dean G.F. Curtis, Mr. W.H. Gage, Dr. H. J. MacLeod, Mr. F.A.Forward, Dr.J.C. Berry, Dr. G.H. Harris, Mr. F. Read, Mr. G.D.Kennedy, Mr. H.N. MacCorkindale, Mr. A.R.Lord, Dr. J.M. Ewing, Mrs.K.M. Beckett, Mr. K.P. Caple, Mrs. Sally Murphy Creighton, Dr. A.E.Grauer, Mr. A.E.Lord, Dr. M. Dorothy Mawdsley, Miss Florence S. Mulloy, Dr. G.G.Sedgewick, Dr. A.B.Schinbein, Dr. F.A.Turnbull, Dr. J.F. Walker, and Dr. H.V.Warren. Expressions of regret for their inability to be present were received from Dr. C.H. Wright, Dr. W.N.Sage, Dean F.M. Clement and Mr. H.O. English. President MacKenzie asked Dean Finlayson as Chairman of the Joint Senate-Faculty Committee on a Faculty of Medicine to read the report of the Committee which was presented to Senate at the meeting on May 13, 1947, and which was laid on the table at that time. Dean Finlayson stated that a further meeting of the Committee had been held, and that, in view of developments in the meantime including a visit of Dr. E.G.Hall, formerly Dean of the Faculty of Medicine and now President of the University of Western Ontario, it had been decided to change recommendation No.2. The revised report was then read as follows: 1. That the Faculty of Medicine be established as an integral part of the University of British Columbia. 1356 Thursday, November 27th,1947. 2. That the establishment of a Faculty of Medicine be planned with the ultimate objective of locating the Faculty of Medicine as a unit on the University campus; but that in the meantime, if it is impossible to establish a University Hospital, the pre-clinical instruction be given on the campus, and the clinical instruction be afforded by facilities in existing hospitals - a plan which is now about to be put into operation at the University of Western Ontario. 3. That steps be taken towards the erection of the necessary buildings to house the pre-medical, pre-clinical, and other allied services of the Faculty of Medicine in association with other University faculties and facilities. 4. That the proposals for establishment of an Institute of Preventive Medicine on the campus should be implemented. Dean Finlayson) Dr. Sedgewick ) That the report be approved. In amendment: Dr. Schinbein) Dr. Turnbull ) That the report be dealt with clause by clause. Carried At the suggestion of the Chair it was agreed that the meeting should be open to general discussion of the whole question before the motion and amendment were dealt with. After considerable general discussion, the amendment was put and carried. Dr. Schinbein) Dr. Turnbull ) That Clause 1 be adopted. Carried without dissent With the consent of the mover and seconder Clause 2 was amended to read as follows: 1357 Thursday, November 27th, 1947. That the establishment of a Faculty of Medicine be planned with the ultimate objective of locating the Faculty of Medicine as a unit on the University campus. That in the meantime, if it is impossible to e stablish it on the campus, the pre-clinical years be given on the campus and the clinical instruction be provided in existing hospitals when, in the opinion of the Senate and the Board of Governors of the University, the facilities are considered adequate. Carried The President requested that no publicity be given to the decision of Senate until the recommendations had been presented to the Board of Governors at their meeting on December 1st and that he be given authority to issue a statement to the newspapers following that meeting. Dean Buchanan) Mr. Gage ) That this matter be left in the hands of the President. Carried The President also recommended that insofar as possible members of Senate should give support to those trying to improve existing hospital facilities.
