Only by the ndest stretch of the imagination, and the xercise of the extremest charity can their policy be regarded as other than one of du- licity and opportunism. This circum- ance is greatly to be regretted because 1 right minded men are anxious to have icial conditions improved, and to further ery interest which makes for the better- lent and uplifting of the race. The par- cular field in whicli Dr. Spencer and his .-agitators work is that of temperance form, a field wliieh affords plenty of >e for energy, intelligence, and the excise of Christian charity. Dr. Spencer d his helpers can only lay claim to the st of these qualifications, and the man- r in which they have exercised it tends confirm the dictum that mis-directed lergy, even in a good cause, may be pro- ictive of much evil. Gough. iese men attained a remarkable measure success and aroused world-wide enthu- iism for tlie cause which they advocated, any men still living enjoyed the privi- ge of hearing Gough, and in any event s addresses are preserved and are still ad far and wide. In them will be found bitterness of spirit, no malicious libel- tig, no imputation of dishonest motives, it on the other hand a well-reasoned, ucative argument dealing with the evils id excesses of the drink traffic; and above a personal appeal to the individual to pect himself ancl those dependent on m, to avoid the excesses which might nipass their ruin, and if they lacked the oral stamina essential to self control to ave strong drink along altogether. This an intelligent and rational ground of ipeal, it is the basis on which all effec- ve temperance work has been conducted, avoids the initial error of assuming that man who does not drink is a better in than he who does, and is as far re- oved as the poles from the policy under ich everyone engaged in the trade is braced in an all-round denunciation as ly enemy of mankind, and a murderer his fellows. Vet it was in the latter rit that the latest temperance campaign s inaugurated in Victoria four years ,0, and it is in the same spirit that it, s been carried on ever since by Dr. Spen- and his Association, for in this as in ier matters the leopard does not change spots nor an Ethiope his skin. But to Kilicy of denunciation and uncharitable- ss strangely at variance with the sacred ling which he represents Dr. Spencer s added a conspicuous instance of iffling whieh cannot but react on the ■rk in which he is engaged, and still ther disgust honourable men with those 0 are in charge of it. Last fall Dr. encer declared on many platforms that was perfectly satisfied with the terms the plebiscite as arranged by Premier Bride. Tie said that the occasion would nish just the opportunity whicii he and friends had been looking for, that it ild give them a square deal, and that if they failed to carry Local Option it would be their own fault. As soon as it was known that they had failed Dr. Spencer and some of his principal lieutenants loudly protested not only against the result but against the plebiscite itself, and declared that it never could have done them justice, and they had made a mistake in agreeing to it. At the last session of the Provincial Parliament the Attorney General introduced and carried through a Temperance measure so drastic in its provisions as to surprise that section of the community which is opposed to prohibi- necessary to characterise the conduct of Dr. Spencer and his associates, its recital will be sufficient, but it is permissible to point out that in invoking the aid of the Scott Act these people cannot be sincerely desirous of advancing the cause of temperance, at any rate if they lay any claim to intelligence, because the Scott Act is the most utterly discredited measure on the Canadian Statutes, and its only achievement after an existence of forty-five years has been to impede the cause of Temperance and to increase drunkenness. Stokes tion, and so favourable to the cause of Temperance, of whicii Mr. Bowser is known to be a conspicuous advocate, that once more Dr. Spencer and liis friends emulated the example of Baalam, and having come to curse remained to bless. That is only two short months ago, and yet Dr. Spencer and his Association have gone to Ottawa, ignored the result of the local plebiscite, ignored Mr. Bowser's bill, ignored their own declarations in its favour, and secured such an amendment to the Canada Temperance Act (better known as the Scott Act) as will make it applicable to British Columbia. It is un- Xova Scotia, where the consumption of liquor is greater "per capita" than in any other Canadian Province, and where in spite of its continued operation repeated amendments have been sought in order to give it any semblance of effectiveness. In a subsequent issue The Week proposes to recite the principal provisions of the Act, and to point out how utterly useless they are and how instead of diminishing they increase the evils of the traffic by outlawing it, and so removing thoso restrictions whicli, properly enforced, can regulate it to the limit assigned by public opinion; and no law can be enforced beyond that. Meanwhile it is difficult to resist the conclusion that Dr. Spencer is more eager to preserve a semblance of activity for the organization of which he is the paid Secretary, and so stimulate the generosity of deluded church-goers, than to join hands with the representatives of the law, and assist, in its proper enforcement. Such constitutional methods possess little attraction for those who live by agitation. VICTORIA SCHOOLS The AVeek has recently published several interesting letters from tlie parents of children who are attending Victoria schools. The writers are themselves educated persons, and tlieir letters are so reasonable and logical that they cannot be gainsaid; furthermore they bear out the complaints whicii have been made to The Week time and again during the last four years, and are entitled to serious consideration. The complaint is one which will he endorsed by almost every employer who has had occasion to take into his service a pupil from the Victoria schools. It is that the education given is not practical or thorough, that the scholars do not understand what they are taught, and that in many instances tho teachers are incompetent, There is also a very general complaint that an excessive amount of work is imposed on the pupils in the form of night lessons, and in addition that much time is wasted during school hours in trivial occupations. The Week has investigated a number of specific complaints, and brieves that to a great extent all the foregoing statements aro correct. It has unearthed two cases of boys of fourteen whose tencher set them to make paper fly cages during school hours. Tt has enquired into ono case in which a teacher at the South Park School complained of bad writing on the part of the pupil in handwriting which was so ill formed as to be- barely legible. It has by request investigated a number of cases in which pupils; spend an average of from four to five hours nightly in endeavouring to puzzle out new lessons which should havo been, and have not been explained by the teacher. It lias obtained direct evidence that teachers in some of the upper classes experience the greatest difficulty in pursuing the proper course of instruction because the pupils promoted from the lower grade have not been taught to understand their subjects, but merely acquired them by rote. Much more could bo said, and will be said, but tho fact remains and The Week challenges contradict inn, that more than ninety per cent, of the pupils who pass through tho Victoria schools, and even through tlio High School, aro unable to spell or to road at sight from a standard author, or to write decently; and still fewer arc able to explain the basis of mathematical or arithmetical computations. Mejmwhile "" tbo talk is of more schools, and big appropriations for sites and buildings. In the opinion of The Week, whicli will he echoed by tlie vast majority of the parents, it is about, time that tho curriculum was simplified, and that some moans were devised whereby thoroughness and practicality should assume their due proportion in the educative scheme. Examinations are all very well as a means to promotion but they' often utterly fail to furnish a satisfactory test of thoroughness. It is not what a pupil swallows, but what he assimilates that really lienefits him, and assimilation is at a low ebb in Victoria schools. It is not the ton brilliant scholars who matriculate, but the ninety who stay at home who determine the educational standard. THE WEEK, SATURDAY, MAY w, 1910 l_/^f*/%/im_lf> »» ■/Vw^V,'0 At The Street Corner By THB LOUNGER The street obstructions to which I referred to some time ago are gradually decreasing, anyhow the sidewalk is clear and there is no necessity to go out into the roadway with a chance of being bowled over by a passing car. The storekeepers in the vicinity of these obstructions are beginning to rejoice in consequence. It is certainly not good for their business, it not only blocks out the light but the smoke from the coal tar, or substance, which is boiled in huge cauldrons, filters through thc crevices and does not tend to add to the enjoyment of j themselves or their customers. Work such as this, where, as it seems, it is necessary to carry the hoardings even into tlie roadway should certainly be finished as quickly as possible or some sort of compensation given to the storekeepers in the immediate neighbourhood. * * * A pony which got loose from somewhere, blocked the street for some minutes the other day, four cars were held up, and buggies and rigs of all kinds. Thc pony did not seem at all anxious to be caught and skated down the sidewalk for a little, causing the pedestrians to seek safety in stores, in a hurry. Eventually it was captured and taken away behind a cart. A loose animal amongst traffic is dangerous; many well meaning people try and catch it which only makes it worse and getting excited, it dashes about seeking for an outlet from the circle of its would be captors and generally ending by sitting down on the asphalt sidewalk or butting through a store, plate glass, window. If the world is still in existence by tomorrow wc shall have passed through the tail of Halley's comet and we shall probably know nothing about it. If we don't land up with a nasty jar everything will bc allright for another, three-quarters of a century. Some time ago when the end of the world was predicted for a certain date a new sect, or cult, or whatever they called their peculiar denomination, took themselves off to a graveyard with food enough to last them till the end of the world took place which was supposed to be within forty-eight hours and sorrowfully bewailed their approaching fate. Not only did they fail to order the next day's dinner T)ut in some cases they left their houses open as of course they did not expect to inhabit them again. In the mean while the ubiquitous burglar who had no such lugubrious ideas got in, ransacked the place and enjoyed the fare provided for the people who had no further use for it and incidentally borrowed a few little things to go on with. When the owners returned they rallied against fate in the garb of the burglar for apparently taking a different view of the prediction than themselves. * * * We all know that chickens havc a marvellous digestions and literally eat their peck of dirt to stimulate their appetite. But whether they like it altogether as a staple food the following story would rather discountenance: A certain young man from Victoria was spending the week end with friends in the country and was asked to go out and feed the chickens, being told that the foodstuff for them was just round the comer. Hc went out to his appointed task and discovered a little hard grain and a sack of some whitish grey substance. Thinking that the grain was not enough to go round (there were some 600 chickens), he proceeded to mix up the contents of the sack with the grain, and calling chick, chick, chick in his best farmyard manner soon had the feathered flock round him. They eagerly pecked up this unknown food given them with unstinted hand, but now there are 600 more or less lopsided chickens flapping about and wondering why they can't hop and like Mark Twain's jumping frog feel too weary to even try. The guest in question was not an Englishman straight from London, but hailed from Ontario. Perhaps this kind of chicken would be useful to solve the problem which is now being discussed as to the best kind of streets for the city as a bird with so much grit ought to be able to give wrinkles to any council. * * * Since writing my former paragraph we have passed through the tail of the comet without even being chipped in so doing, at least we are not aware of the fact. The saloons seemed to be doing a big trade and there were more constellations seen than have ever been known before. In fact thc air was full of them and even the sidewalks in their intensity gave rise to much serious thought as to whether matter is soluble or things are not all what they seem. If the stars are solid bodies or mere chimeras of the imagination are problems which many people seem to prominently bring before their own notice on an occasion like this, and there is always the dear old excuse Halley's comet. It is only seen once in three-quarters of a century and as such should be welcomed with fitting honours and even if one does not get back late for dinner and say the cars were not running regularly it is only natural to suppose that the comet is responsible for all and everything; so say no more the subject is lost in hte track of the comet itself. * * * I am told that an enterprising man on a former occasion such as this did an immense trade by selling albatross wings to some coons somewhere down South, the idea being that they would be properly clothed when the end of the world came and all ready to jump off. There are a good many credulous people in the world, white as well as black. I once heard of a man in Melbourne who came from the country being had by a man who was looking for mugs. The smart man got the mug interested in a sundial in the public park which had been newly painted and told him he invented it; the mug was greatly struck with it and eventually agreed to go into partnership and paid $1,000 to clinch the deal. The other man evidently evidently being a humourist told the mug to dig the sundial up next morning as he explained it was only there for display purposes and they would take it with them. Next morning when the simple one was laboriously digging up his invention which he had paid for in good hard cash the park keeper came along and despite his expostulations hailed him before the beak. An advertisement appeared in the wants column of the Manitoba Free Press, with a curt notification at the end, "No Englishman need apply." Next day a frank and generous expression of regret appeared in the editorial columns. "There is probably not a newspaper in the West which would insert such an advertisement if tendered, except by oversight or misadventure," said our contemporary, and it went on to praise the tens of thousands of prosperous Englishmen in Western Canada who are a credit to the land from which they hail and a source of strength to the new Dominion. "It is cruel and cowardly," said thc Free Press, "to make the deficiencies of thc incompetents—a trifling proportion of the whole English immigration—the occasion for insulting all our English settlers." These outspoken words of the Manitoba Free Press are a proof of a better understanding of British affairs and life which is showing itself in the Far West. There was a time, and that not long since, when the Englishman of today was painted by over-seas detractors, who did not know him, as an unworthy and inept inheritor of a great Empire. In Canada in particular, all the resources of widely circulated American newspapers were steadily employed in preaching the degeneration of John Bull. This detraction was, unhappily, borne out by a certain number of wastrels and unfortunates sent from home to get rid of them, and planted down on the prairies. The armies of good and successful Englishmen in thc West were regarded solely as Ca nadians; the few weaklings were held up as horrible examples from the Motherland. During the past few weeks the tens of thousands of sturdy and self-contained young Englishmen and Englishwomen who have poured into the West have done much | to shatter the old delusion. At all | points Press and public have express- ] ed their amazement and admiration at these newcomers. What do the undeniable facts show? England is today the greatest manufacturing nation. She leads the world in ship-building, in shipping, in cotton and woollen manufacture, and in a hundred lesser trades. London is mistress of the world's finance. England has done more towards the upbuilding and consolidation of Empire within the past twenty years than in any other similar period of her history. In the Straits Settlements, for example, a few British administrators have transformed a series of native states where cruelty, murder, and lust were the dominant forces, into an orderly, prosperous, and contented dependency. In Uganda we have plucked a new Dominion from primitive savagery. In the Sudan, thc place where the Mahdi yesterday reigned with his barbaric hosts, is now a great university for all Africa. Alike in Burma and on the Indian frontiers, in mid-Africa and in the further Pacific, our sons have met strong nations and won them to ourselves. The virile forces that made the England of Elizabeth great are working today on a broader scale.*— Overseas Mail. It is not often that a vaudeville performance or a moving picture show enjoys the advantage possessed by thc kinoscope entertainment now running" at the Victoria Theatre. The vocalist, Mr. Glyn, is one of the most talented singers which Victoria audiences have had the pleasure of hearing for a long time. Mr. Glyn was for many years in the various musical companies of Mr. George Edwardes, the well known London manager, under whom he acquired all the technique of his business. He has a pleasing voice, good stage presence and is making a most favourable impression on his audiences. and something which happened at the New Grand Theatre this week aptly illustrates the proverb. Everyone knows that Manager Jamieson prides himself on the irreproachable character of the performances at his theatre, so much so that time and again he has excised or suppressed objectionable features which will creep in despite the utmost vigilance. This is due largely to the greater latitude allowed to the same companies across the line, but when they come to Victoria they have to pass muster with Mr. Jamieson and nothing gets by him which is in the least degree questionable. On Monday a turn was presented in which a would- be Seattle Salome figured, and little else, but Monday was the first and last appearance, for Manager Jamieson administered the coup de grace to an exhibition which had nothing to recommend it, at least nothing worth mentioning. "Surely you have papers there bearing your name?" I snatched at the idea; not that I quite expected to dissipate a madman's wild delusions by such means, even if he should find my name set out uflly, as I was not sure hc would. but because the safe was at the end of the room farthest from the door and I hoped that I might make my escape if I allowed him to search among the papers in the safe. So 1 unbuttoned my keys and tossed them upon the desk. "There you are," I said nonchalantly. "Convince yourself." "I think you are very rude," he exclaimed sharply, as he stepped forward and took up the keys. "A well- mannered man would havc handed them to me with a polite remark- not, 'There you arc! Convince yourself.' You should, indeed, open the safe for me, seeing how far it is from the door and that I may not be able to manipulate it and keep an eye on you meanwhile. Remember, T am doing this to please you—sort of dying man's last request." "I will open it with pleasure." 1 said rather tamely. "No," hc said angrily, "it doesn't matter. This is the key?" T nodded silently, and hc stepped back to the door, locked it. and slipped thc key into his pocket. I had feared hc would do that. Now my only means of escape was through the door communicating with the clerks' room, thence out into the passage. T stood at my desk watching him as he crossed slowly over to thc safe. Hc hesitated slightly as he passed the communicating door as if considering whether he should lock that also. Then he went on seemingly satisfied in his mind that the door offered me no chance of escape while he was engaged at the safe, which was only two paces away. I tried to remember what papers there might be in the safe bearing my name in full. "B. Acherson & Co." was how I styled myself in busi- netss, but I kept other things than business papers in the safe. My passbook was at thc bank, or that might have satisfied him; there were various securities-which might bear my whole name, but whether they did I could not quite remember. In any case it seemed doubtful whether he would accept such proof as proof; his manner denoted that he regarded me as being beyond a doubt the man on whom he had determined to wreak his vengeance. But my mind was whirling out thoughts in confusion, and to reason with myself was difficult. lie stopped before thc safe and laid his revolver on the top. "It is rather intricate, that lock," I remarked casually, and took a step towards him. "I daresay it is," he returned drily, and picked up the revolver quickly. "But you needn't come any closer; 1 can manage." 1 stopped, but hc did not lay the weapon down again. I drew a chair towards mc with a vague sort of an idea that I might fell him with it as hc bent his head or turned away to look into thc safe. But a heavy office-chair is a poor sort of weapon to match against a revolver, and he watched mc narrowly out of the tail of his eye. Suddenly an idea occurred to inc. and as he swung open the heavy door of thc safe, T took thc risk of moving forward swiftly. With an inarticulate cry, as much like a burst of laughter as an oath, he rushed after mc, and I felt his outstretched hand brush my shoulder as I plunged across the room. But coming in contact with a corner of a desk, whicli by my knowledge I had j been able to avoid, checked him; and as I stopped and pressed myself into a small alcove I heard him pausing and groping over the desk, apparently trying to ascertain the position of the furniture in relation to himself. I waited breathlessly, straining my ears to catch the slightest sound which might indicate his movements, for until he approached the windows I dared not make for the door into the passage, as without the clerks', desks between us he could be on me in an instant on hearing the click of the latch. ! AT THIS PRICE On Saturday last the first instalment of $2,500,000 on the purchase price of $11,000,000 Avas paid to the representative of Mr. James Dunsmuir in connection with the sale of his coal properties on Vancouver Island. Less than fifty years ago these properties if offered at half a million could not have found a buyer. Development has produced the recognition of value. As short a time as two decades ago, the late Col. James Baker was having tlie greatest difficulty in inducing the people of Victoria to take stock in his newly-formed Crow's Nest Pass Coal Co., then offered at 5 cents a share. Each of these shares, if taken then at that price and held until today would represent between $400 and $500 actual money value; $100 invested in Crow's Xest stock at the price at which it was first offered Victorians would be worth a million dollars today. Development has produced the recognized value. The Victorian with, perhaps, a few hundred dollars that he might easily have invested twenty years ago, prided himself on his "conservatism." It ''might be all right," he conceded, "but there were so many of these mining gambles that one never could tell." So he kept his money in his pocket or spent it—and today he is telling his friends how 'IF" he had taken the chance that was offered him then he would be a millionaire today. A few others looked into the proposition of twenty years ago—saw that tliere was very good reason to suppose the rosy anticipations of the promoters would be realized-—recognized that these promoters were acting honestly and in perfect good faith in tlieir representations to the public—bought stock accordingly—and are millionaires today. As good chances exist in British Columbia today, for those who have a little faith in the resources of tlieir country and in their honest and active fellow men. It is by participating in the DEVELOPMENT, ancl taking the inevitable minor risks that are an element in all mining investments that larger dividends are earned therein on a comparatively small investment than in perhaps any other field of legitimate speculation. Coal mines are, on the record, the most conversative and substantial investment of any in the list of mining securities. Today the Canadian Northern Coal & Coke Co., Ltd., is offering opportunities paralleling those which the Crow's Nest Pass Coal Co. offered twenty years ago. There will be some who will be wise enough and sufficiently alive to tlieir own interests to INVESTIGATE the proposition placed before them, and doubtless invest, after such investigation. There will be others who will casually agree that "it looks all right," but who will not take the trouble to investigate, and who may tell their friends twenty years from now how they, too, might have been rich men—"IF!" It rests with you which class you are in. The one is made np of people who are suspicious that every fair, open and above-board proposal to them to share in the large and legitimate profits arising out of the development of British Columbia's rich natural resources is some sort of trick to get tlieir few- dollars from them. The other is composed of tho men of progress who do not begrudge a few minutes devoted to looking into the proposal on its merits for themselves, who use their own common sense in weighing the investment offered, and who ride in their own automobiles. There are two important requisites in a stock investment proposal to entitle it to serious consideration: Are the properties it is proposed to develop likely to produce the results claimed, and are the promoters men of integrity whose bona fides may be relied upon. Both these questions are undoubtedly answerable with "Yes" in regard to the Canadian Northern Coal & Coke Co., Ltd., ancl its propositions to Victoria investors. The properties which the company has secured give every indication of proving immensely valuable; the officers and directors of the company are well known to everyone in Victoria as shrewd, dependable business men whose reliability and honesty arc unchallengeable. They have bought and paid for the properties it is proposed to develop, believing that there is much money in them. They now are offering a limited amount of stock to other Victorians in order that the necessary money may be brought to the Treasury to go ahead with that DEVELOPMENT out of which large profits are to be made.
