Victoria, Feb. 23.—The by-election plugging enquiry by Royal Commission will be authorized by the Legislature early in the coming session, according to a semi-official statement today. The Commissioners will be Mr. Justice Galliher of the Appeal Court as Chairman and Justices W. A. Macdonald and Murphy. It is understood that Mr. Douglas Armour, K. A shorter and more direct route would bo needed, however, before there could be ihe desired business connection between the north country and the coast. ' A new route now being looked In- lo by the Government, the British Columbia Premier ivenl on to say, [began a't Bella Coola Inlet or, Hie Pacific side and traversed the plateau north of the Chilcotin River, then through the Pine Paw to "the boundary via Prince George. The advantage of this route would be not only that it would avoid steep grades, bit) would be much shorter, tin total length being only 350 Miles.. as compared with about 600 miles for the Pacific and Great Eastern. Victoria, Feb, 23.—A very interesting and Instructive paper was read by .1. P. Babcock, scientific assistant of the Provincial Fisheries Department, before the Victoria Natural History Society. The lecture, which was illustrated with a very excellent aeries of lantern slides made by micro-photography, was on ihe subject ot the story of the Pacific salmon as told by their scales. Mr. Babcock first pointed out by means cf the slides that the scale of the salmon is marked with circular rings,, by a study of which one Is able io determine the age of the individual. The scale of the Par ifii' salmon does not begin to grow until the first summer of the fish's life, so that the very young salmon are scalelqsi for weeks after they can swim freely. Regarding the number of years that it takes for (lie Pacific sain on ;o come to maturity (lie speaker said Ihat while the majority of Fraser River soekeye mature in their fourth year, as shown by the examination of the scal":i of some twenty odd thousand individual specimens taken in the las.' four years, a considerable numl , including all the larger ones, are in their tiflh years.
