Apart from the interests of sanitation, of the observance of law and order, of education for his family and of his interest as a user of public utilities he has a very vital interest in seeing that a cily is well governed. Though he may have no real estate to .haw rents from, he has labor to sell, and llie selling price of ibat labor is determined by the demand in the labor market.
