(Special to the Optimist) Victoria, Nov. 7��� The Canadian cruiser Rainbow arrived from England yesterday and was most heartily welcomed by a very large crowd. All the ships in the harbor were dressed and manned as she steamed slowly in amid an awful din of steamer whistles. A royal salute of seventeen guns was fired from the Work Point barracks, to which the new warship responded. The vessel hove to amid stream and was boarded by a welcoming party that went out in the government survey steamer Quadra. Among those of the party were Hon. William Templeman, minister of mines, representing the federal government, Commander McDonald of the Niobe, who has sped across the continent to be present since the arrival of his cruiser at Halifax, Admiral Kingsmill, Hon. Des Barrats, deputy minister of marine, and Commander Roper of the Canadian naval staff. In the evening an entertainment and buffet supper was given to the otlicers of the Rainbow at the Work Point Barracks, among those present being the lieutenant-governor, Premier McBride and many of the leading provincial officials. Another decision that is calculated to engage popular sentiment is the release today of every political prisoner by order of the new administration. Some of them have spent years in jail, while others were only arrested during the recent revolution. Furthermore the sentences of all criminal prisoners are to be reduced one-third, as part of these an- also political offenders. Driscoll, Commissioner of Weights and Measures, has published for free distribution a book entitled "Don'ts for Housewives." It is interesting reading as showing the trickery or some of the merchants in the big cities. The commissioner warns women that the only safe way to keep house now- adaws is to have always on hand in the kitchen a good scales and a set of liquid and dry measures, so as to keep tabs on the food bought from the tradesmen. Bills, too, should be scrutinized, Driscoll says, insamuch as many merchants, butchers especially, make a . practice of putting down the price of the meat, but not the weight. Here are the don'ts. Don't permit your grocer or dairyman to weigh in the wooden butter dish when he is weighing your butter. Don't let the fancy package goods fascinate you, because you are frequently paying very heavily for the fancy package. Don't buy in a careless manner. Always ask for whatever the commodity is by a known weight or measure. Don't buy in small quantities if you can avoid it. Don't mistake cheapness for economy. Don't be afraid to carry a bundle unless you are prepared and willing to stand the expense of having it delivered at your home. Don't gossip with your merchant while he is weighing your purchases unless you are absolutely sure of the honesty of your tradesman. Don't be ashamed or too proud to do your own purchasing. Don't be afraid of your tradesman. Don't leave your shopping till the last minute and then buy in a hurry. Don't neglect to test the weight of package goods at home and compare them with the weight of the same commodity purchased loose. Many measures used by shopkeepers, the commissioner asserts, have false bottoms. "Do not," he urges on the food buyers, "leave the trimmings of meat that are charged up to you with your butcher. If the butcher can sell them at various prices per pound, surely they have some value to you. The fat can be rendered into lard, the bones can be used in soup, and any careful housewife can certainly find many uses for the meat trimmings. It is one of the practices of dishonest butchers and grocers to keep scales as highly sensitive as possible, so that the hand, or the computing dial, or the weighing indicator will move so rapidly there will be an apparent reason for bringing the scales to a stop with the hand." Driscoll advises against telephoning ord.rs. The accident caused great regret, as Mr. Simpkins is very popular with his friends. The recent arrival of the rolling stock at Stewart's new railway has been unfortunately followed by a fatal accident. The Camosun yeaterday brought a summons to Governemnt Agent McMullin to attend at Stewart and enquire into the death of J. B. Tromblay a conductor who was crushed between two cars while coupling them. He died shortly after the accident. Details are not to hand, but Mr. McMullin will proceed to Stewart by the first boat. Vernor Smith's House in Peril Last Night DISLOCATED HIS SHOULDER Foreman of Power Plant Hurt in Friendly Bout While having a friendly boxing bout with a friend named Noren on Sunday afternoon in a room on Second avenue, Mr. Simpkins, foreman of the new power house plant had his right shoulder dislocated. The men just got warmed up to the fun, when in the second round they clinched, and Noren drew Mr. Simpkin'B arm up over his head with a jerk, causing the dislocation. Dr. Tremayne was at once called in, and managed to get the shoulder set About nine o'clock last night just as j the church services were concluded, | Fire Chief Mclnnes and his staff noticed ' flames and sparks spouting from the roof of Vernor Smith's residence on Third avenue. The house is quite near thc fire station, and Chief Mclnnes had the chemical engine on the spot in a twinkling. Aid. Smith was out and the occupant* of the house were unaware that their home was in peril until the firemen arrived. The trouble was an overheated flue, the only real danger being from the sparks which scattered widely. "In fancy I seem to hear the voice of the aged apostle St. John sounding over the still waters of Shawatlans Lake where the bodies rest of those we mourn tonight���Harry Gilroy and Alexander Allen���speaking in tones of tenderest love the words "Little children, your sins are forgiven you.' " So, eloquently, at last night's memorial service in the Angelican church did Bishop Du Vernet recall to his hearers the tragic death of these two young members of the city engineering stall on September UOth. A large gathering of Prince Rupert's old residents and friends of the deceased young men were present at the service. Bishop Du Vernet preached on verses of the Second Chapter of St. John's First Epistle dealing as he said, with things eternal, as contrasted with things temporal. After touching on the need e>f the West for men of strength and action, but also of men of mature judgment gained through ripe experience, the Bishop dwelt on the glory of strength to a young man, and the prize of victory won through it. "There is no nobler sight," he said, "than to see a young man of splendid physique who is strong also to wage war against the powers of darkness���battling for all that is true and pure and noble against all that is mean and dark and degraded. "We wish this evening" he went on, "to pay our tribute of respect to Harry Gilroy, a member of this congregation who was removed from our midst by the sad drowning accident on Lake Shawatlans. It would be difficult to find a young man of more perfetc physique than Harry Gilroy. He possessed the rare combination of great strength coupled with wonderful grace. He was a type of perfect young manhood, and his outward appearance had behind it a character in keeping. "He was courageous. During the South African War as a member of Lord Strathcona's Hone he was many times under fire, and escaped unscathed though bullets twice pierced his hat. He was faithful in the discharge of his duties. Those above him in the engineering department of the city some of whom are here tonight testify to this. He was placed in a difficult position, and he filled it well. He was a trusted and valued employee of the city. The accident by which he lost his life happened at the close of an arduous day's work when he was returning to camp. The Great Engineer Who has the plans or all our lives spread out before Him, knew that not only his day's work but also his life's work was done. "Self sacrifice is a characterisitc of all who throw themselves into great works for the good of others not calculating the cost to themselves. Thousands will drink of the water provided for this city by the toil of men whose hardships, risks and efforts how few will ever think of!" The Bishop told dramatically the story of another young fellow who lost his life trying to save a girl's life in broken ice on the Ottawa River. He had gone to his death saying "What else can I do?" "What else can I do?" said the Bishop, "may well have been the thought of Harry Gilroy when he abandoned the half submerged canoe to strike out for the shore. The canoe might support the others safely, but knowing himself strong and a good swimmer, Gilroy chose not to burden it with his weight, but made for the shore giving the othors the chance of their lives but losing his own . 'Greater love hath no man than this that a man lay down his life for his friends.'
