Coote, of Vancouver, manager of the Prince Rupert Light & Power Co., arrived in the city last night and registered at the Premier Hotel. This is the Company which some of the local citizens took an opti on from of $30,000 for their rights and privileges on Shawatlans Lake, with the idea of turning it over to the city as a water and power supply. Mr. Coote has been in the neighborhood for the past couple of weeks. Most of that time he has been at Shawatlans getting a camp established and the men started to work. He says they started on April 30th., and what ever has been done has been well done, so that it will be of service to the city in case the option is taken over. So far, a good log cabin has been built and just enough work so as to hold their charter good. In case the-city does not take over the Light & Power Co's privileges, the company is prepared to go ahead with the development for power purposes, and they will defend their rights in the courts. He disputes the right of Prince Rupert to the government reserve of 300 inches, and he claims that his company is the only one which has any rights. A point made by Mr. Coote was that if he and his company had not taken this water, the G. T. P. would have gobbled it up and before the city could have secured control itw ould have cost them a million or more. Shawatlans lake is a very valuable asset.for a company or a city. Besides being the source of a water and power supply it will make a beautiful pleasure resort in the future. The Prince Rupert Light & Power Co's manager will remain around here and keep the work at the lake going until after the election, to see what the city intends to do. Walla Walla, Wash, May 13��� Today witnessed a horrible spectacle at the penitentiary, and it was the greatest argument against capital punishment the modern day has given. To-day is the thirteenth of the month, a Friday, and it was the occasion of the thirteenth hanging in this penitentiary���the most gruesome ever witnessed by prison officials. Richard Quinn was the victim. He had been sentenced to death for foul murder. For twenty minutes after he dropped through the trap he hung and swung back and forth, pleading with his executioners to draw him up and .spring the trap again so that his agony might be ended. Quinn was of abnormal strength and the muscles of his neck automatically stiffened when the rope drew tight about him. This prevented his upper spine from being broken 'ind the man slowly strangled to death while the executioner, prison authorities and newspaper men looked on. It was a A Slight Error. T. Y. McKay stated at William Man- son's meeting that he did not use the words "Manson is the man for mayor of this city" as credited to him in list night's Optimist. He stated that there was only one man for mayor in this city as far as he was concerned, and that was himself. He was, however, supporting Mi. Manson for personal reasons. Watson & Company Will Sign. At the meeting of the hospital board yesterday afternoon, Architect Lailey notified the members that contractors W. H. Watson & Co., were perfectly willing to sign the contract for the excavation of the basement and for the foundations, upon the conditions mentioned in their letter which was read at the last meeting. The architect was authorized to have the papers signed by Tyesday next. President J. A. Kirkpatrick occupied the chair. Others present were G. W. Morrow, William Manson, T. D. Pat- POLITICAL MILL DIRT. The Stork Newspaper Makes Cowardly Insinuation Against Returning Officer. William Manson held another large und enthusiastic meeting in his committee rooms last night at which a number of the aldermanic candidates, who are supporting him, and a number of prominent citizens spoke, as well w U" Manson himself. Every day the fight is becoming more encouraging for Mr. Manson. In his address, Mr Manson came to the defence of the returning officer, A. Cuthbert, who had been attacked m a most insinuating and unfair manner by the paper supporting Fred. Stork in this campaign for the mayoralty The paper published what it claimed to be a complete list of the registrations and stated that if any additions were made it would denote that something w��s going on at the registration office. In other words it insinuated that the returning officer was either capable of, or would allow, names placed on the list after the registration was closed. Mr. Manson declared this most unfair and uncalled for. The returning officer could not add, or permit to be added, names after the registration had been closed.. Every application that had been made was on file in the returning officer's office and any citizen, as well I a�� any newwspaper was at liberty to examine them and compare them with the lists. David Turner, of San Fransisco, and George Bennett, of Vancouver, are in the city for a few days. They hold large property interests here and expect to build on the lots adjoining the Exchange building on Third avenue. Heinze Acquitted. New York, May 14, ���F. Augustus Heinze was acquitted of the charges of mis-applying the funds of the Mercantile National bank while he was president of the institution in 1907. He was also cleared of the charge of over- certifying the cheques of his brother's firm, Otto Heinze & Co. This foiled the Federal government's attempt to hold Heinze responsible for the alleged sky rocketting financiering during the panic of three years ago in violation of the national banking laws. More Canadian Shipyards. St. Johns, N. B��� May 14, -Hon. Wm. Pugsley^ minister of Public Works, in a speech here to-day says he confidently trusts that one or more big ship yards, for the accomodation of big war vessels, will be established in Canada. He had nothing to say as to their location. 130 Miners Left to Fate. Whitehaven, Eng., May 14,���One hundred and thirty seven miners, en- tullo, D. G. Stewart, E. K. Strathy and secretary Cuthbert.. It was moved by Messrs Strathy and Pattullo that action in reference to contractor Shockley's cheque be deferred until after the contract was let.��� Carried. Mr. Shockley was awarded the con- trract for the superstructure, and he enclosed a marked cheque for $700 as a guarantee that he would go on with the work He afterwards refused to sign the contract. Messrs. Pattullo and Stewart moved that new tenders for the super-structure be called and that the specifications call for an eight hour day and at least $5 per day for carpenters and $3 for labourers be paid. All tenders must be accompanied by a certified cheque for 5 per cent of the tender and in the event of the contractor whose tender is accepted refusing to go on with the work, his cheque will be forfeited .Carried. The meeting then adjourned. The New Knox Hotel will open its new dining room next week. It is now in the hands of the decorators and when it is finished it will be one of the finest in town. In order to place myself in a proper light before the public, I would say that I am free from all clique and party influence. The first council of Prince Rupert will have many important issues to deal with, and if I am elected I will advocate and endeavour, to the best of my ability, to push through the following measures, and any others which may arise from time to time, and are of advantage to the city and citizens. The immediate borrowing of as large (a sum of money as the credit of the city will stand; if possible, a million dollars or more, this to be covered by the issuance of debentures of as long a period and as small a rate of interest as possible. The immediate construction of permanent roadways and sidewalks in the localities where they are most needed. The completion of an adequate water works and sewerage system. The appointment of a competent city engineer and the immediate organization of a police force and fire department. We are all aware that the railroad will not be operating into Prince Rupert for at least two years, but, in the meantime if we are successful in floating a loan of sufficient proportion we will be able to commence public works which will establish a payroll that will keep business going, and in these days of advancement, time is discounted many years ahead. It would be a wise policy to complete these works now to be ready for the incoming of the railroad. The appointment of a competent building inspector, which, however, could possibly be managed by the chief of the i fire department. To protect, and also to assist in the advancement of all industries in Prince j Rupert. j The inauguration of a publicity de- jpartment to be under the control of i one of the City officials, say the city j clerk. Dealing with the subject of liquor licenses. This is a matter entirely in the hands of the citizens. At the same time I have no hesitation in stating that I am in favour of the granting of Hotel licenses. I strongly advocate that the City should own and operate all its own ' utilities, such as telephones, waterworks, | : tramways and electric lights, and to put them on a revenue earning basis by the appointment of competent managers. That an eight hour day system be established for labourers and mechanics and that a fair wage be paid for same, j I am emphatic on the employment of white labour. I would be in favour of contrac as well as day labour, as circumstances and nature of work will be a matter of economics for the council to consider. It will take any other man months to secure the knowledge of local affairs and conditions which Mr. Manson already possesses. Time and action are very essential to our civic policy. The past week of the mayoralty campaign has put Manson in the light of a sure winner. The electors have confidence in his platform and his honest way of putting tilings. There is no "grandstand" about Manson. The base insinuations by the Stork newspaper again.st the municipal returning officer, who, by virtue of his office, must stand neutral to all sides, is the attitude a coward takes in a losing fight. The returning officer can only defend himself in the courts, ancl the charge is carefully kept on the safe side of a libel action. Candidate Stork IB reported as having taken to himself the credit of discovering and thwarting the attempt of the B. C. Telephone Company to get in here. It will take any other man months to secure the knowledge of local affairs and conditions which Mr. Manson already possesses. Time and action are very essential to our civic policy. The past week of the mayoralty campaign has put Manson in the light of a sure winner. The electors have confidence in his platform and his honest way of putting things. There is no "grandstand" about Manson. The base insinuations by the Stork newspaper against the municipal returning officer, who, by virtue of his office, must stand neutral to all sides, is the attitude a coward takes in a losing fight. The returning officer can only defend himself in the courts, and the charge is carefully kept on the safe side of a libel action. Candidate Stork is reported as having taken to himself the credit of discovering and thwarting the attempt of the B. C. Telephone Company to get in here. Just to prevent any misunderstanding, The Optimist is going to take the credit for that itself. It was first publicly announced in The Optimist, and the suggestion that the Board of Trade take steps to shut out the B. C. Telephone Company was made in the columns of this paper. To the Electors of Prince Rupert:��� In my opinion the most important: and immediate necessity confronting! the city of Prince Rupert is the estab- j lishment of a permanent and adequate j water supply, both for domestic pur-j poses and for fire protection. The question of sewerage must also receive attention without delay, par- ticularly in congested parts of the | city. The electric light system, for which tenders have already been called, must be completed as soon as possible, so that the city will not be in darkness next winter. Plank roadways and sidewalks to isolated parts of the city must be provided in order to give to those of moderate means an opportunity to build at a reasonable cost. The building of permanent roadways must receive the early attention of I the council. By-laws having reference to health, j fire protection and all other matters! relating to the internal economy of the city must, and of course, will re- cieve immediate attention. A campaign of publicity should be 1 inaugurated and every encouragement given to induce the establishment of industrial enterprizes here. I am in favour of the granting of liquor licenses and their proper and due regulation. In so saying, I am not to be interpreted as an advocate of i the liquor traffic. I believe that the ! license question is one in which there should be uniformity throughout the 'Province. I am opposed to the over running of the city with thieves, thugs and tinhorns, and believe in decency and : orderliness. I am in favour of an eight hour day, ] and if elected will insist that eight hours 'shall constitute a days work on all ! city work. I shall also insist that minimum and fair wage clauses be inserted in all city contracts. I am opposed to the employment of Asiatics. I believe that wherever any city work is to be performed by contract, that sealed tenders should be called for and opened in the presence of those who tender, should they desire to be present. I believe that as far as the finances of the city will permit that the city should own and operate its own public utilities. If elected, I shall use my iniluence to urge on the Government and th Grand Trunk Pacific Railway, the claims of the city to a grant of vacant lands at present reserved for park premises. I shal also join with the council in urging both upon the Provincial and Dominion Governments the expenditure at this place, ol monies for the city's improvement along lines within their respective jurisdictions. I believe that the city should spend as much money as possible in permanent improvements.. Care should be taken that every dollar is spent judiciously, so that by the time the railroad is completed, we shall have a model city, with all modern conveniences. Pending completion of the railway this would furnish employment to a large number of men which would inure to the benefit of the city. The steamer Cetriana, with Captain Dick in charge, arrived in port last evening on her second trip up. The boat was several hours behind the time she was expected, but she had on a lot of freight for intermediate ports and was thus delayed. At Port Essington she also took on a lot of ice for Rupert. The Cetriana is owned by the Northern Steamship Co., and she is one of the finest crafts on the northern route, and also one of the fastest. Before the N. S. S. Co., got here she was on the North sea and had been built for deep sea going. Since being fitted as a passenger boat, she was placed on the route to Prince Rupert and the north. The interior of the Cetriana is very compact, comfortable and handsome. She has accomodation for over 60 saloon passengers and a hundred or more steerage; she can also carry 1200 tons of freight. The interior of the passenger's quarters is finished in oak and handsomely fur nished. The ladies cabin, men's smoking room and the dining room are forward, and besides being very comfortable, are so situated that no vibration from the engines is felt. There is also lots of deck room and a good promenade deck. The Cetriana is one of the best boats on the route and she will be one of the most popular. PORTLAND CANAL STOCKS. Auxiliaries Popular. In last night's Optimist appeared a suggestion that a ladies auxiliary be organized in connection with the hospital. This idea has met with general approval from the members of the board and some of them expressed their views to the Optimist accordingly. They would more than welcome the assistance of the ladies of the town. They realize that the gentler sex can be of very j valuable service not only at the present time, but in the future. It was also stated by one of the members of the hospital board that the ladies would be invited to meet the board, or its representatives, some afternoon in the near future, when an effort would be made to organize an auxiliary.
