It states that hundreds were killed on both sides. The soldiers are well armed with modern rifles and artillery. It is stated here that overtures have been made to King Emanuel and also to England to intervene. MORE AVIATOR DISASTERS TWO FAMOUS AERONAUTS ARE FATALLY INJURED World's Record Broken by Grahame White Who Averages Over Sixty-aix Milea an Hour for the Course of Sixty Miles. (Special to the Optimist) Belmont Park, New York, Oct. 29 ��� Two aviators were injured this morning and the world'a record broken in the Coupe Internationale. Walter Brookings and LeBlanc are in the hospital with internal injuries which it is thought are likely to prove fatal. The race was twenty times around the race course, making a total of sixty miles. Brookins, Hamilton and Drexel had entered as the American aviation team, and Grahame White, Hadley and Oglivie represented Great Britain. There was also a European team. LeBlanc had lapped Grahame White, travelling at the rate of seventy miles an hour, when he crashed to earth. Brookline fell from a height of thirty feet, directly in front of the grand stand. Grahame White finished the twenty laps and the speed officially announced was sixty-six and six-tenths miles an hour. TO RECALL THE MAYOR Seattle Women Are Now Taking a Hand in the Agitation (Special to the Optimist) Seattle, Oct. 29.���The members of every woman's club in Seattle are to hold a monster mass meeting on Tuesday, to demand the recall of Mayor Hi Gill. DRIVERS' STRIKE TIES UP EXPRESS TERMINALS PILED HIGH WITH PERISHABLES Feared Express Strike Will Be Made General All Over United States. Rioting Continues���Infantry Placed Under Arms. (Special to the Optimist) New York, Oct. 29.���The express teamsters' strike was made general throughout the city this morning and millions of dollars of merchandize is consequently held up. The leaders of the strikers again threaten that if a settlement is not arrived at by this evening every express driver in the United States will be called out. All the terminals are piled up with merchandize and particularly with perishable goods. The rioting continues and the police have almost lost control of the situation. The Fourth New Jersey Infantry are under arms,' ready to go out on a moment's notice. The developments of the day are being watched with absorbing interest. INJURED ON THE LINE Two Men Working on Kitsumkalum Bridge Meet With Accident Two riggers working on Kitsumkalum bridge yesterday met with an accident. A plank on which the men worked, and which was pushed along from stringer to stringer as they proceeded, was not pushed forward enough and when one of the men stepped on the end it tilted. One of the men, H. C* Macdonald, sustained a fractured or dislocated ankle and was brought down to the hospital for treatment; the other was not so badly injured and is being cared for in camp. NEARLY, ALL THE HYDRANTS IN SYSTEM OF FIRE PROTECTION - MUCH IMPROVED Will Be Best Possible Under Existing Circumatancea���How These Favorable Results Were Carefully Planned Out and Completed. The whole of the new fire hydrants will be in place in the next three or four days and then the city, according to the city engineer, will have as good fire protection as present conditions will furnish. Very good progress has been made in this direction since Colonel Davis came here. At that time the city was short of water and was in a peculiar position as far as fire protection was concerned, not only on account of the shortage of water but because of the small size of the mains. Both these defects have been remedied. The first plans for a fire proptection system for the business section of the city called for large cast iron mains which could become a part of the permanent system at a later date, and as at that time the only remedy for the shortage of water seemed to be to use salt water, the plan took in the erection of a fire underwriter's pump, placed on a float in the harbor close to the shore. This could not be carried out because the railway company owns the water front and purposed grading at once at the point selected. Then the attention of the engineering force was directed to the supply of water that might be obtained from Hays Creek, and it was found that a point south of the last blading on Comox avenue a certain supply of fresh water could be obtained. Also, it was found that the railway would allow the use of the pump the company has there, formerly used to supply the company with water. Then it was found that the stream in the neighborhood of the pump had become polluted with sewage matter and refuse, so it was necessary to arrange for an intake three thousand feet above the point of contamination. This was done by means of a dam and about three thousand feet of wood pipe. From this source the consumers were supplied during the dry season. The pump has not sufficient power for fire protection purposes, but water is now always stored in the dams that have been constructed on the mountainside for that purpose. This source of supply gives a pressure of over five hundred feet. Three or four weeks ago the twenty DUTIES OF OUR NEW HARBOR MASTER A Position of Growing Responsibility Falls to Be Filled by Captain T. H. Allcock Who Haa Now Received His Papera. Captain T. H. Allcock who was reported by wire from Ottawa to have been appointed harbor master for Prince Rupert has now received the official letter of appointment. He states that the letters of instruction regarding his new duties have not been enclosed with the documents of his appointment as promised, but he expects these by the next mail. Meanwhile as Captain Allcock is well up in the terms of the Act regarding Canadian harbors and harbor master's duties he intends to proceed following the statute routine system. According to the Act, the harbor . master has to keep a book in which he must enter daily the name, registered tonnage, and harbor dues of every vessel using the harbd?.. He has to direct the harbor anangements and positions in loading and unloading cargo, and arrange au that the working of the ships in port is expeditional and fairly carried on in respect to each other, and with regard to wharf room. The harbor master has also to look after the buoys, and other guides for vessels using the harbor, and see to it. that these are kept in place and in re-'lt pair. He must furnish all pilots bringing ships into port with copies of the harbor regulations, and must himself of course be well versed in these regulations. It is up to the harbor master to see that the regulations are properly observed, and to prosecute anyone' violating them. The harbor master's salary is fixed by the government and is derived directly from the fees paid by vessels entering the port. If at any time the amount of the fees falls below the amount fixed for the harbor master's salary the amount received in fees is his remuneration. Captain Allcock who holds the British captain's certificate has a thorough knowledge of these waters having over twenty-two years' experience of the coast. His position as first harbor master appointed to a harbor of the size and promise of Prince Rupert's is one of ever-growing responsibility, and will increase in importance immensely with the advance of the city's trade by sea. fire hydrants previously ordered came to hand, and the city engineer recommended the placing of them only on the 6-inch main; i of the city, as on the ���' mains of lesser dimensions they would | be practically useless. Also, permission j was obtained from the railway company to use its 6-inch mains running through the centre of the city. The 6-inch' mains, those of the city and of the company combined, have given excellent results, and when in a few days the whole of the hydrants are installed, the city wil have the best fire system it ever had and the best possible under existing conditions. FOR some fifteen years those interested in the mining industry of British Columbia recognised that it would be of great value to geological investigation and development if a Department of Mines were established at Ottawa. The proposal did not, however, take definite shape till the famous mining convention held in Victoria in 1903, when a strong resolution was adopted on the subject and steps taken to represent the views of our mining men to Sir Wilfrid Laurier. The result was that provision was made for such a department in the annual estimates, and Hon. W. Templeman, who had for some time been a representative of the province in the senate and was at the time Minister in charge of the department of internal revenue, was appointed minister in charge of the new department. The geological survey was taken out of the department of the interior and placed under the new minister. Immediately new life was thrown into the geological survey. Its field of operations was extended, its staff increased, and A. P. Low, who had done much valuable work on survey and had a practical knowledge of the territory of the Dominion and its requirements, was appointed director, a position which he held till 1906, when he was offered the position of Deputy minister of the department, and Professor Brock, an officer of the survey, with high scientific attainments, knowledge of the field and territory of the Dominion generally, succeeded as director. Under Mr. Templeman's administration the value to the public of the geological survey, and especially the mining interest, has been much improved, its maps and reports being a standard of reference in all the active mining camps of the province, as well as the recognized mineral fields of the Dominion generally. The location and development of many coal deposits is due to the work of the survey. Under the bounties administered by the department of mines the iron and steel industry of the eastern provinces has grown to immense proportions. But the east was not to have a monopoly of the bounty system. The Kootenay country was dead, and the outlook blue when the alternative was proposed of a tariff or a bounty. Home consumption being small, the tariff did not promise solution. After considering the whole phase of the problem Hon. W. Templeman recommended a bonus as the HON. WILLIAM TEMPLEMAN MINISTER OF MINES better course. His recommendation was adopted by parliament. Notwithstanding the low price of silver the silver-lead industry, which is the staple resource of the Slocan, took on new life, and production again showed an increase till last year the returns for lead shipments were the highest in the history of the province, and that in the face of an unfavorable market. As a result the mining outlook in the Slocan is better than for twelve years past. The zinc'problem is admittedly one of the most difficult with which the mine owner in the Kootenay has to deal. The silver-lead ores are more or less zinc-bearing, and the penalties levied by the smelters on excess zinc contents often seriously reduce the returns from the ores. Information was lacking. Methods adopted had not been attended with much success. Mine owners felt that they were groping in the dark and represented their case to Hon. Mr. Templeman. He came to their rescue in the only way that seemed practicable, at the time:- He took steps to have an investigation of the problem. He had appointed a commission including Walter R. Ingalls and P. Argall, two of the best recognized authorities on zince mining and metallurgy. Along with A. C. Garde, an associate with. local know- legde, these gentlemen went thoroughly over the field, visiting the principal zinc properties, and submitted a report which was issueed in 1906 in book form, and is a valuable work of reference on the zinc occurrences, methods of treatment, and marketing of ores. This information having been gained the problem yet remained of finding economic methods for treating complex zinc ores. The position was presented to Hon. Mr. Templeman, who recommended parliament to authorize a grant of $50,000 for the purpose of investigation of processes, with a view to placing in the possession of mine owners a practical and economic method of handling their ores. This investigation is now in progress. With a view to placing before mining men and investors the actual facts concerning the new mining camps of British Columbia, as Sheep Creek and Portland Canal, the mininter arranged for members of the geological survey to examine these camps. The report and map on Sheep Creek have been given to the public, and the summer will see the work at Portland Canal in shape for publication. Officers of the department are at work not only in other parts of British Columbia but over the new fields of the vast dominion, gathering knowledge and information as to geological and mineral formations on which will be based the development of the future. Canada in general, and British Columbia in particular, owes much to Hon. Mr. Templema-n as minister of mines, and the value of the work of the department in Canada has been internationally recognized so that it led at the last session of congress to the establishment of a similar department at Washington. Service, the bard of the Yukon, is now on his way to New York, where his new book, "The Trail of '98," is in the press. This is a prose work dealing with the early rush to the Klondike, It will be published in Canada by William Briggs & Co. The famous Canadian author will spend the winter with his mother at Edmonton and in visiting some of the cities on this continent, returning to Dawson in April or May. It is good news that Mr. Service is returning to the land of his first inspiration, as he will be able to keep in touch with the conditions which made him a literary lion. Thomas Taylor, Minister of Public Works, will ask for large appropriations in connection with the extension and improvement of the trunk roads in various parts of the province, says the Colonist. One of the most important of these works will be the completion of connections between Vancouver and the portions of the Dewdney trunk road already built. In order to bring Vancouver into direct touch with the north side of the Fraser there remain to be provided only two trunk lines between Barnet and Coquitlam. With these completed, there will be a good motdring highway from Vancouver to Harrison river. Various explanations have been given as to how the stories of the "Mountains of Gold" which eventually gave Stewart such a black eye at the beginning of this season really originated, and there has been great effort made to unearth tbe source of them. In all probability it is to be found in the extraordinary wild cat prospectus issued in London, England. The company calls iteslf "The First New B. C. Goldfield of Canada, Ltd., capitalized at one hundred thousand pounds. The prospectus quotes the following letter from a Mr. Heming, written under date of June 15th, which had evidently been given to the London press and thus started the stories. It reads: "If you remember, I told you I had come here to meet my prospectors that had been prospecting for several months. Yesterday they returned with wonderful tales of a strike they had made at Marmot river, Portland Canal District, B. C. Magee, my foreman, says that they prospected up this river about seven miles from the head of Portland Canal and were the first white people in this district. He staked four claims over a mile long, and averaging about 2000 feet high and 1500 feet wide. When he returned to Portland Canal and had his samples assayed the news of the find spread, and now thousands are prospecting near my claims. He says it is the most wonderful find and that hundreds of years could not exhaust the ���re, which is silver and gold and we believe free-milling. It is not certain until we get inside. He assures me this find will surprise the world for richness and magnitute. "He has staked and recorded these four claims for me, and was the first to stake claims there, so that there can be no dispute as to ownership. I hold the mining recorder's receipts. All that remains to be done is the survey and development work to secure crown grants. "I really believe that it will produce millions and probably it will not require much capital to work. This should be a mine of the Mt. Morgan style but many times larger owing to its great height. Please don't think I am carried away with any wild cat notion. I have the ore and vast mountains of it. Canada's Next Cenaua Taking The official announcement is made that the taking ot the next census of the Dominion has been fixed- for next June, and already the newspapers are discussing the question of census-stuffing and the steps that must be prevented to avoid this. The Toronto Globe says: "With a man of the proved integrity of Archibald Blue at the head of the Census bureau there is not the remotest reason for the fear that Quebec will be allowed to stuff the lists, even were she desirous of doing so, which nobody believes, and so give herself a better representation than she ought to have relatively to the other provinces." The Nelson News takes issue with this statement and says there was no reason for dragging Mr. Blue's name into the discussion: "But there are politicians who would find it in their interest to increase the number of members from Quebec and to decrease the number from other provinces; both these results can be attained by stuffing the census of Quebec; and there are a good many people who have openly expressed their opinion that this was done at the last census and that it may be done again." It may be that the hot controversies over the census taking which have occurred across the boundary may have had something to do with raising the point among Canadian journals all this way ahead of the time. But the situations do not appear to be analogous. A single instance is mentioned, on this side, and that of a political character. This element does not seem to appeal on the other side, the squabbles there apparently arising solely from municipal vanity and ambition. It was particularly hot among the coast cities, so much so that Tacoma has demanded of the government a recount. All the new western cities will no doubt feel the same civic pride in the growth of their communities, and there will probably be some friendly rivalry between them. Prince Rupert will be interested, and 'all the world will be interested in the rapid growth in population which by next June this seaport will be able to show. We are a rival of Vancouver just as Tacoma is of Seattle; and while the census will not show Prince Rupert has anything like the population of the much older city, the percentage of our growth during the first year of our municipality will without doubt be a startler. THINGS DOING At the last sitting of the council a resolution was put through calling for tenders for the balance of Section One Local Improvement District and a large number of plank roadways throughout the residential districts. With the work already under way this means that Prince Rupert will be a beehive of industry and the merchants of the town are quite certain of having an exceedingly profitable winter. It is a good thing for Prince Rupert that the city council in inaugurating the city government, did so with a view of extensive improvements along the lines of permanency for all time to come. The whole of the present business section will be graded during the next six months and will so materially improve the appearance of the streets that it cannot fail to impress intending investors. Then, too, by building plank roadways to the outer districts, property owners will be enabled to build homes much more cheaply and it is certain that building in consequence will be stimulated. Other matters of equal importance have not been overlooked. The immediate water supply was made as thoroughly adequate as circumstances would permit and a large number of men were put to work making surveys preliminary to the building of a permanent water supply from Woodworth Lake. These surveys are now about complete and no doubt the installation of the system will begin at an early date. Although the water situation has not been an easy one to handle, water has been supplied to everyone who has asked for it. The Fire Department has been made as efficient as possible under existing conditions and hydrants have been placed in the most advantageous places throughout the city. "The electric light situation, one of the most difficult to solve from an economic standpoint is well in hand and installation proceeeding rapidly. ARTHUR IVES, Oct. 10-30d Applicant INVADED BY HUNGRY HORDE KETCHIKAN HAS A NEW AND NOVEL EXPERIENCE Eight Hundred Passengers of Disabled Steamer from Nome Descend upon Hotels and Restaurants and Devour the Visible Supply. The Princess Royal, which arrived here this morning, brought a story of Ketchikan being invaded by eight hundred starving passengers and practically cleaned out of provisions in consequence. The steamer Northwestern, crowded with passengers from Nome and Valdes, had put in there disabled. A leak in the main steampipe had made itself known soon after leaving Valdes, and the vessel had been creeping along at a snail's pace until Ketchikan was reached. That was how the commissary run out of provisions. No sooner had the disabled steamer touched the Ketchikan dock than the crowd of passengers rushed for the restaurants and hotels and devoured all the food that could be obtained. The steward had also got a hurried movement on him. He made for the meat market and provision stores, hoping to get there before somebody had time to make a corner on the market. The first store he struck he purchased four hundred pounds of bacon at the current price. After that the market stiffened very materially, and the price of meats and food stuffs increased at every place he called at. The captain of the Northwestern assured his passengers that he would be able to get away today, but when the Princess Royal touched there her captain and purser were bombarded with supplications for berths, a crowd of the stranded people offering as much as $100 for passage to Vancouver, preferring to pay that sum rather than wait and take chances of further delay on the disabled Northwestern. But the Royal had but a few berths outside of those reserved for Prince Rupert passengers, as she had already a goodly load of returning Klondikers. Many of the passengers from Nomo forgot their troubles upon arrival here, in the unexpected pleasure of having an opportunity of seeing Prince Rupert. The Princess Royal left at ten o'clock this morning, with about a score of passengers, all told, from this city. Organising Liberalism Engaged in his new task of reorganizing the Provincial Liberals, Mr. Ralph Smith, the federal member for Nanaimo, is at present in the city, a guest at the Empress hotel. Since his arrival he has had several conferences with the leading Liberals in the city and it is understood that an executive meeting of the local association will be held soon, with a view to strengthening the organization. Jon" Dybhavn, Agen HANDY GOVERNMENT MAPS Sent Free to Thoae Who Apply to Department of Interior for Them Nothing ia of such real value in the kit of a prospector or land seeker or hunter as a good map, and a great deal of credit is due to the Dominion government, and more especially to the department of the interior, for the numerous excellent maps which it is continually issuing, and has now been issuing for some years. These maps give in clear, graphic and accurate form the latest information obtained by the government departments on all sorts of subjects. No other maps published in Canada are so good or anything like so "up to date." It would be to the public advantage if they were much more widely distributed than they are. No doubt the cost would be something of an obstacle, but a selection might possibly be made that would bring the cost within reasonable compass. Out of the hundreds of maps, large and small, prepared by the departments each year, there are at least ten or twenty that it is highly desirable every intelligent citizen should have if he is to know his country as it is today. This selection would be particularly useful in schools, and if it were possible to put it on sale for the benefit of the more advanced pupils this would be a most desirable thing to do. The government maps are so good, and most of those for sale are so in ferior to them���those in the school geographies particularly so���that it seems something like a public loss that their merits should not be made more widely known. The government is really too modest about them. Victoria, Oct. 26.���When His Majesty's Canadian Ship Rainbow, the first to fly the Canadian naval flag on the Pacific, arrives at Esquimalt on Novem- ber 6th, she will ije given a rousiig i welcome. The steamers Quadra and | Kestrel will be sent out to meet the j incoming warship and when she enters the harbor a salute of seventeen guun will be fired from the saluting battery : at Works Point barracks. A civic committee has been appointed j to make arrangements for the celebration in honor of the warship, and it is announced that the provincial government will take part with the city of Victoria in providing the welcome. The drill hall has been secured for an entertainment and buffet supper to be given to the officers and crew of the warship, the officers and men of the Work Point barracks and the Fifth regiment C. G. A. being invited to be present. Arrangements are also being made for a citizens' banquet to be given later to the officers of the Rainbow. , H. M. C. S. Rainbow is in command of Capt. Stewart, a son-in-law of Col. Peters, formerly in command of military district No. 11, headquarters at Work Point barracks. The cruiser was one of the Apollo class of cruisers built under the Naval Defence Act and with the Naiad, Retribution and Tribune was considered an ineffective vessel by the Admiralty. The vessel is 300 feet long, 43 3-4 feet beam, and with maximum draught of 18 feet. She has a displacement of 3,400 tons and in the British service carried a crew of 273 officers and men. The machinery consists of two sets of vertical triple expansion engines, with two screws. The designed horse power, natural, was 7,000 with speed of 18.5 knots and forced, 9,000, with 20 knots. The normal coal consumption is 400 tons and maximum 535 tons. The best any vessels of this class can do now is 16 knots for anything but a short time. The Rainbow was refitted before leaving. When owned by the British Admiralty her armament consisted of two 6-inch wired guns, six 4.7 guns, eight 6-pounders, one 3-pounder, four machines, and four above water torpedo tubes. The armor, of steel, is as follows: Deck, two inches; five inches at the engine hatches, 4 1-2 at the gunshields and 3 inches at the conning tower. When the Rainbow was refitted after being purchased by the Canadian government it is understood that the guns placed on her were those taken out of the wrecked Gladiator which was run down by the American liner St. Paul off the Isle of Wight. Run Streets at Night and Are Not Fit for School As a result of the lack of control over the boys of the city the police will bo given instructions to round up the youngsters who are on the streets at night. In the past the boys have run wild. They have developed many bad and mischievous habits. Some have already appeared in the police court and others will be there in the near future. The teachers in the public school are complaining that many children are not fit to attend school and prepare their lessons, due to the fact that they run the streets until all hours of the night. Their mentality is sadly affected and they are physically declining. The teachers sent their complaint to the school board and that body will take the matter up with the police commission.
