The upper house will be busy With the all-important agrarian law for the dissolution of peasant communes, which passed Ihe Douma at the spi'lnn session, Ihe several measures ou religious toleration, ana the bill reducing the long list of civic and religious holidays. The agrarian law, it is expected, will be adopled without trouble. The toleration bills will probably be passed In a modified form, but the proposal for the reduction of holidays seems doomed to failure, as the whole weight of the orthodox hlerachy is being thrown against It now. The consolidation of rural holdings bill, which is next on the program, will be pushed through as quickly as possible. The bill ls regarded as oue of the most Importanl on the agenda. The peasant holdings are at present often split up and scattered in small areas over the lands belonging to prl- vate owners or the slate, preventing economical working The bill authorizes the consolidation oi these areas by exchange With owners of adjacent lauds. Financial measures, Including the Inheritance and Income tax bills, and the measure for the reform of the local courts will round out the big work of the session. In addition Ihere are sevaral hundred minor bills awaiting discussion. SLUH ON SAVANT ENRAGES GERMANY Opinion of Curator of Berlin, Who Bought It as Antique in England, Regarded as Infallible. Berlin, Nov. 2.German art circles are hot wiili mingled derision and indignation ai the statement of Charles Ceeksey, of Southampton, England, that the life-size wax bust, recently purchased by Dr. I.ode, curator of the Kaiser Friederioh .Museum here, was the work of Richard C. I.ucas, an English Bculptor and not a production Hon of Leonardo Oa Vlncl, as Dr. Mode claims. Dr. Bode's Infallibility is part of the creed of the German Art Amateur, to whom it is unthinkable that he would make a mistake involving Germany in the loss of many thousands of marks. The bureau of the museum, in Dr. Mode's absence iu Florence, has rushed tO Ills defence with a statement that the whole affair ia so bolstered by absurd arguments tiuw ho sertoua Investigators could even thing Of examining the objections raised. The mere assertion lhal Mr. Dueas placed the bust In his garden is cnoiiehi to kIhiw the spun prompting them, Tl e Lokal Anselger also flies to protect Dr. Mode, attributing ths U'lg- i llsli doubts to national Jealously be- ' cause of Germany acquiring i beau \\ til'ul work of art. The Tageblatt, whiob has already expressed the opinion thai tbs 'ace ! of the bust Is certainly modem, now says ll awaits the doeumentaiv evidence promised by both Dr. Bode and Mr. Cooksey. FUR COAT SAVES YOUNG LADY'S LIFE Toronto, Nov. _.Aboul 10 o'clock last night as an east bound Queen St car was passing Peter street a window of the trolley was shattered by a revolver bullet of small calibre, which lodged ln the folds of a fui' coat worn by a young lady, whose name could not be ascertained. The bullet pen^rated the outer covering of the garment but there its progress was tayed and she escaped injury. From the course which the bullet took the shot must have been fired from an upstairs window of a house on the south side of the street. There is no suggestion that the shot was fired with intent. The occupants of the car were badly frightened. STEMMING TIDE OF EMIGRATION Stockholm, Nov. Almost any of the other establi hi I railway concerns doing business in the Province of British Columbia " ild construct and work a line in the desired direction upon a guarantee of far less than $35,000 per mile, and would moreover have something substantial to offer as a security to the Government. The Sunset goes on to say: "As to the conditions In respect to capitalization and control of rates Premier McBride assured rne these would be all incorporated in the bill to be brought Into the Legislature giving effect to the agreement. The memorandum of agreement which will be publish'-d probably by the time this goes to press. Is merely a skeleton or basis of the 1 agreement to be prepared by Act of the Legislature. That sounds all very well But can reliance be placed upon any such assurance? Judging from past experience we opine not. This matter of rates ls of the gravest importance to the electors of British Columbia. This should have been "one of the very first conditions to be imposed by the Government," as the Sunset had rightly n.aid in Its former article. If any arrangement on this head was come to between the Premier and Mr. Mann, as would appear to be suggets- ed In the above excerpt, then this should have been embodied In the terms of the arrangement. Lacking the courage to admit that its previous criticism was in error and that it has now assumed the iractei of a McBride champion, the Sunset submits a lame, apologetic kind of argument in the hope of showing that the Premier's railway policy will be an advantage to the province, and is not the 'patchy, inadequate, ambiguous and specious" affair it was formerly said to be.
