Attracted hy the English experiments for dissipating fog by means of electrical discharges, M. IMkis eon- ceived the idea of a combination of Hertzian waves. Beneath a powerful iit-rtzian plain, which emits waves of iu, volts, in- has placed four huge blow-pipes, directed t" the four points of the compass. This piece of legislative effort is certainly no compliment to ihe resources and plans of the imperious attorney-general. Valuable legislation of a minor character was passed in the amendment to the Municipal Clauses act, of special benefit to this community which expects shortly to come under its operation, and the Club License act, which clears up a difficult phase of municipal control, and places restrictions on bogus social premises. Among the bills about which public opinion was most strongly stirred was the Medical and Surgery 1 ill and that dealing with the Inspection of hospitals, private nursing homes, and sauatoriums, and here again the government had to give way in the face of public feeling. Other matters in which the executive was called upon to express itself clearly and definitely in the Interests of the province, as with regard to the applications of the many deputations which waited on the executive early in th\\' session showed ibe determination of the McBride ministry to temporize, and determine affairs In a po- li teal rather than statesmanlke manner. The action of the ministers over the lota) option petition, the surrender to the American speculators cone cerning timber berth leases, thougl postponed till next session for confirmation, and other circumstances all point out that this ministry of all the talents Is noi what it might be. The opposition, led by Mr, Macdonald, and ably supported by Mr. John Oliver and Mr. Stuart Henderson, has done great work for the province, though without office, and j has kept check on a governmenl loudly proclaiming its superb man- agement of provincial finances, through the sale of the n itural resources of the province. So far as the tone of discussion is concerned we think ibe legislature of British Columbia can favorably com- with any provincla or state legislature in the British empire. understood by only a very limited number of men, but every business man realizes its necessity and importance to himself as an Individual: When, however, it comes to dealing with the point of publicity work for the benefit of the- entire community, few of us consider how valuable it is to us individually: or realize the impetus it gives to a city when systematically carried throughfor it is tlie tradesman who receives the far greater proportion ot benefit from the very start, when such a campaign is successfully organized and skilfully ' ho{U now .uuj in lh executed. Mowbrey Electric Works) Important Innovation Made on Hill's RoadWill Maintain Average Speed of 15 Miles an Hour. Minneapolis, March 14.The comple- tli a of four big electric locomotives for the Gn il northern railway marks h new evenl in the history of electric traction In .merica as it means the use of the three phase systi m for avy trafl-c work ;i.-; well as the first attempt to handle the entire traffic o i a main ink line with electric power. The Cascade tunnel in the heart of the Cascade mountains, Washington, on the Greai Northern main line, is 2.65 miles in length, and the Intention is to operate all passenger and freight I trains through 'bis tunnel, as web as 1 in the two yards at each end of the tunnel bj I i: ic power, The plan consists of the d< - lopmeni of a water power of 7500 horsepower In Tumwater canyon, The power plant | is located on the Wenatchee river I about three miles west of Leavenworth, and the electricity is transmit- ' ted about thirty miles to the tunnel. The approximate eosi of the work' is Jl.250,000, and 11 will be the first attempt in the country to handle ' freight on heavy grades with anything i but the steam locomotives. The electric locomotives are highly Interest- irfg electrically and mechanically, 'They are of the double truck type; the total length is 45 feet; the rigid wheel base, however, is only 11 feet, so that they can take the curves with- put difficulty, The total weight of eacli locomotive is 115 tons and all of this weight is on the four drivers. Th. drivers ar.- five feet in diameter. Th<; motors are wound for a pres-. sure of COO volts, but the line pressurr- is 6600 volts, which makes m-cessary the intervention of special step-down transformers which add considerab'e to the Weight of the locomotive. One advantage of thv thre- phase motors which is an important one is that they operate at a constant speed ' regardless of grad- s and load. The economy of the plan is apparent when it is taken into consideration that a speed of 15 miles per hour will be mainalned as against eight miles per hour, with the 250-ton mallet type steam locomotives now in use, thereby enabling the company to nearly double the hourly tonnage through the tunnel. It will he a big Improvement over th*1- present method of handling passenger trains, as passengers will noi be annoyed by smoke or gas. PUBLIC SUPPLY STORES ODD FELLOWS' BLOCK. GEO.
