A resident in Victoria recently sent to a friend in the interior of the province, who is deeply interested in the irrigation question, a copy of the r sport of the irrigation commission, issued a short time ago by the provincial government. In acknowledging receipt of the report the recipient wrote: "Truly this is a valuable document, and the government are deserving of much commendation for having secured the services of one eminently capable of probing so deeply this importaut question, the irrigation of the arid lands of the province. Not all the intricate phases of this question are placed before us in this report, but enough are ' offered to show how essential it is that the near future should witness a measure of legislation dealing with this matter. It would be well, however, to make haste slowly, for no question ever presented to the people of the province contains greater potentialities. By the way, there is one recommendation in the said report which should be acted upon at once; that is that the designation in cubic feet per second to the flow of water contained in or represented by, the number of miners' inches. In regard to this it is pointed out that the provincial mineralogist in the annual report of the minister of mines for 1905, (p. 48) stated: "In British Columbia a miner's inch of water is by statute not a quantity of water but a flow of water equal to 1.68 cubic feet per hour." There is, though, it is stated in another act, a definition which differs from this. Both the provincial mineralogist and C. E. Mohun, C. E., have before now urged the provincial government to do away entirely with "miner's inch" in connection with legislative enactments. It is possible this question will be dealt with when the provincial legislature shall again be in session. ITEMS OF INTEREST P. R. LATINO UP IMMENSE RESERVE OF COAL. Tennis Club Formed at Diamond Vale Johnson Will Fight Burns For the Heavyweight Championship. In order to be prepared for any emergency that might cause a shortage in the coal supply through labor troubles or other causes, the Canadian Pacific Railway has decided to lay iu an immense reserve in new bunkers now being erected on False creeK near the roundhouse at Vancouver. The reserve is to consist of twenty thousand tons this summer and by next fall this amount may be still further increased by another' five thousand tons, making a total reserve supply of 25,000 tons. At present there are already between ten and fifteen thousand tons in the new reserve bunkers and this is being augmented by heavy shipments from the mines at Lady- smith and Nanaimo. The bunkers are ingeniously arranged so that as fast as they are filled the tracks are laid right along over the coal already in place, so that the cars bringing further loads can dump still higher on the huge pile. This coal is to be kept strictly as a reserve and is entirely independent of the regular working supply. LOCAL NEWS. A. H. Owen is building a cottage on his lots near the Anglican cherch at Nicola. X THE NICOLA HERALD Published Every Friday Subscription, in AdTanoe, 82 a Year Merritt, B. C, April, 161908. WHO PAYS? Who pays the cost of advertising? At first sight the question looks easy. One is apt to say off-hand that the advertiser pays it. But upon cloier investigation it becomes apparent that an advertiser, who advertises properly, gets back all the money he spends in advertising, and a good deal more else what would be the use of his advertising? The purchaser doesn't pay it, because he gets the goods as cheaply from an advertising firm as he could from a non- advertising firm. In many cases he buys cheaper. Then who pays the cost of advertising? The non-advertiser does! By the lack of enterprise in bringing his goods before the attention of the public he loses customers, who buy from advertising people. The profits which are lost by non-advertisers find their way into the coffers of those who do advertise. As an example: If $20 spent in advertising brings you in $30 additional profit, your advertising is paid for and you are $10 in pocket. FOR SALE-COTTAGES. A few four room cottages at Merritt. One-quarter cash, balance can be arranged. Apply to J. A. Menzies, Nicola Portable Sawmill. WANTED. Situation by man and wife. Experi- in mixed farming and raising of stock, Old Country and Ontario.
