The Miner had the pleasure of presenting to its readers yesterday an official announcement regarding C. P. K. plans in Kootenay which will contribute very materially to the prosperity of Nelson. Not only is it intended to replace the present bridge st Kootenay crossing with a larger and more substantial structure, but within a very short time through trains will be run from Nelson to Boundary points, and this city made divison headquarters for nearly all the engine and train crews. This, of course, means that the permanent residential population will receive an immediate and important increase, with the result that a decided stimulus will be giv en to local trade. The construction of tbe new bridge at Kootenay Crossing will entail heavy expenditures in supplies and material and the disbursement ot large sums in wages, Nelson benefiting in this connection also to a very considerable degree. We think all will admit that the outlook for this city during l'.iol is very promising indeed. CROW'S NEST SOUTHERN. The settlement of thedifferei...s be tween tbe C.P.K. and tho Crow's Nest Pass coal company removes tbe last obstacle which stood in the way of the construction of the Clow's Nest Southern railway. It has been known for some time that negotiations looking to a settlement have been proceeding between the chief contending parties to the controversy ; and the very fact that an arrangement of the kind proposed waa considered possible by the C. P. R. ought to have made it apparent to those newspapers which have been creating such a howl iu opposition to the charter that the interests of tbe people were not placed in jeopardy by the proposed construction of the road���that, in short, the fight was one solely between rival corporations. But many of the newspa pert which have been so bitterly an tagonistic to the application for I oharter, refused to take the tip whicli was given them and now find themselves in a very unenviable position. Tbe Crow's Nest people stoutly main talned that the building of the line would greatly benefit the country; the C. P. It. on the other hand as stoutly maintained (hat it would not���yet now the loving cup has been sipped from and the white- winged dove of peaoe nestles on the shoulders of Messrs. Among other results will be.a revenue of about a thousand dollars a day to the province; a population of 20,000 where there is now 2,000; a pay list of eight or ten thousand dollars a day where there is now fifteen hundred; two or three big towns where there is now only one small one; the erection of smelters and the cheapening of fuel bo that low-grade ore which." cannot now be smelted will be placed on a paying basis; and last, but not least, the amount of business-done in coal nnd coke would be so large that tne sudden shutting off of the home demands, such as happened about this time last year, would Dot effect the producers in any way. All passengers ariiving at the City of Nelson from all points east of tbe Kootenay River will be required to furnish the Inspe.tor or Officer in charge of the carrying out of these regulations with a certificate from the Health Officer of the city or town from whi.h he or she has left, containing the following particulars: 1. (a) That he or she has not been in any place or building Infected with smallpox. (b) That he or she has not lived In any place or buildiug which lies dangerously near any infected building Or district. (c) That be or she has been recently successfully vaccinated. -. If the inspector believes that any person is infected, or that his or her clothing or other effects contain infection, the Inspector shall detain such person, and bis or her clothing and effects as aforesaid, until the period of incubation is over, and such person and bis clothing and other effects shall be at once disinfected. 3. If he onlv suspects that any person on board, or the effects of any such person, have been exposed to infection, he shall notify the Medical Health Officer of the locality to which the person is going to meet the train or boat, and to keep the person thereafter under observation. 4. In tbe event of any passenger bringing any baggage (hand or otherwise) or whether the same shall be forwarded by express, tbe following certificate may also be required from the Health Officer of the town or city aforesaid: (a) That the said baggage (here give full description of said baggage so that there can be no question as to identificaion) has not been in any place or building infected with smallpox. (b) That tbe said baggage has not been stored or used in any place or building which lies dangerously near anv infected building or district. 5. Washington, April ..���The war department today received information from General McArthur that Aguinaldo had taken the oath of allegiance to the United States under the terms of amnesty offered by General McArthur. The despatch conveying this information contained much more than was gi /en to the public. The portion withheld related to the future disposition of Aguinaldo and made suggestions as to what the late chief of the insurgents might accomplish. No official statement could be obtained as to what finally would be done with the prisoner, but it was stated that he would be held for the present, but would be granted all possible immunity consistent with existing conditions. General McArthur lias hopes that a great deal may be accomplished through Aguinaldo. During the time he has been prisoner he has made quite a favorable impiession on General McArthur. It has been suggested that under the terms of the notice of amnesty, the prisoner should be set at liberty at once, but there is a provision in the amnesty proclamation which says those who have violated the laws of war are excepted from its terms. Whether or not Gen- eral I..Arthur has satisfied himself that Aguinaldo has not violated the laws of war cannot be stated. London, April a.���As a result of the disaffection existing among the Lamnkshlre miners and engineers, 2.000 of whom are idle owing to a strike for an eight hour day, some of the ironmasters book steps to damp down their furnaces tonight and the steel makers will stop their mills. The railroads, enabled by the slackness of work, arc sending engineers and shuntors to some of the mines. Some of the eniallei collvries have declined the eight hour day demanded by the strikers. ARRAIGNED TO ELECT��� Fred Raith, committed for trial on the charge of having stolen property in his possession, will be arraigned before His Honor Judge Forin this morning for election as to the manner of his trial. He will be represented by R. S. Lennie. THE MINSTREL SHOW��� The Nelson minstrels have billed the city for their entertainment on tbe Uth instant. The plan for the show is at the Palm store on Ward street, and as the members of the company promise a first-class performance the sale is likely to be lively. THE BOWLING CLUB��� The organization meeting of the proposed bowling club was not sufficiently well attended to warrant the originators of the idea in going ahead with the scheme. They have not given up the idea, however, and will endeavor to arouse the necessary measure of enthusiasm at another juncture. __ J POLICE COURT NOTES- Mayor Fletcher occupied the bench at yesterday's session of tlie police court. The young men charged with furious driving on Baker street admitted the corn and were let off on payment of the costs with a warning. Emma Johnston was assessed 810 and costs for making a disturbance. TRIUMPHAL RETURN��� Chief Lillie of the firo brigade returned in triumph from Spokane last night with a spanking team of horses purchased for the fire hall at a cost of ���300. The animals are a dapple and dark brown respectively, well gaited, sturdy and well suited to the purpose for which they pre intended. The pair weigh 3,nso pounds. INTERIOR CHANGES- Several changes are being made in the police station on Josephine street. A section at the rear of the place has been partitioned off and this will be utilized by tbe force as headquarters and to deposit their outfits when off duty. The chief will also make his office in the building and can be found there in future. WEATHER RECORDS��� The highest temperature recorded in March was 62 degrees on the 22nd, and the lowest was IS degrees on the 4th. The means were, respectively 411.5 and 31.5. During the month 1.10 inches of rain fell. The fiist robin was seen on the lflth. Blue birds made their appearance on the 28th. Frogs were hearrt on the 2ilth and the first erythroniums were in bloom on the 31st. All of these occurrences are somwhat later than last year. RENDEZVOUS ON SATURDAY��� The delegates to Ottawa on the lead question from the several boards of trade are to icndezvous at Kootenay Landing on Saturday next. They aie requested to supply themselves with samples, maps, photographs, and data of all kinds concerning the mines of this section, the idea being to impress upon the Dominion mi must ry and the members of the Dominion parliament the importance of the mining industry. THE GOFF-BURNS MILL- Rosslaud Miner.���Max Crowe, of the firm of Crowe A Morris, is in the city in behalf of �� number of business men of Nelson, who wiBh to have Goff and Burns box a twenty-round contest for points in that city. Mr. Crowe is authorized and has offered a purse of 8500 for the match. It is thought that he will be able to secure the boxers. The C. P. R. has offered a, very low round trip rate between Rossland and Nelson in case the match is arranged. MAKING IMPROVEMENTS- The Brackman A Ker Milling company is making some improvements to its Front street warehouse, and . putting down a four inch plank platform in front of the Burns' warehouse, where a veritable slough has existed for years. Work has also been started on the excavation for tha pathway east of the Burns' warehouse from Josephine street south to the C. P. R. track for the convenience of citizens having to reach the boathouse wharf. THE OTTAWA DELEGATION��� On being inlormed of the telegram torwarded by S. S. Taylor, K. C, from Ottawa, in regard to the necessity of a stroig delegation being sent to the capital to present to the government the need of assisting tbe mining industry of the Kootenays, F. W. Swannell, secretary of the biard of trade, promptly wired Mr. Taylor notifying him of the departure of Messrs. Fowler, Croasdailc and Robertson. It is thought by the members of the board of trade that the case will be safe in tbe hands of these gentlemen, backed up as they will be by the balance of the Kootenay _ delegation, which goes forward next Saturday.
