To Mr. Campbell���"Steam drilling is supposed to be more unpleasant than compressed air. Men working steam drills expect to lie paid mere than the others. Men rather work in a drift than in a shaft���it is easier work and 'ess dangerous���drifting thau sinking. I would sooner pay a higher r.ite pre- portionately for a ten hour shift than an fight hour. We lose four hours a dny under rhe eight hour arrangement as 1 can ouly work two shifts. It is costing us more for working the eight bonr shifts than it did the ten hour. I was never consulted as to the passing of this legislation." Mr. Smith: "Have yon anything against the eight- hour law?" Witness: "I think tho eight-hoar law has been the greatest tyrant to tbe miuing interests of the Kootenav district. It has thrown hundreds of men out of employment and prevented untold oapital from coming in. not only from Great Britain, but from other parts of Europe', ami for my part 1 fail to see where it has been a benefit to any one. Further, it has been the means of sowing seeds of discord between employers aud employes, which never existed before, and in my opinion will never be wiped out. I believe the cordial relations will never be what they were before this arrangement was mado." Mr. Smith : "Did you ever give this eight-hour shift a fair trial" Witness' "Certainly; if a man can't do more in ten hours than he nan in eight, why not reduce the shifts to foui hours?" Mr. Smith: "(live us an illustra tion of any test, you made with tbe eight-hour law and the ten." Witness: "I find a difference of aliont 20 per cent., but I have not measured off a particular piece of ground for trial. I find that undei the eight hour men do about one fifth less work. If I had known that this eight-hour law was going to pass, 1 would not have spent one dollar in this oountry. The money was under my control, and I would have taken it out of this country and invested it elsewhere." To Mr. Wilks���" I bave not the same class of men as I had before the eight- Inur law. When yon tried to call them out they came in to the oflice and drew their money. Then they went and bought their tickets aud left the country. They said they didn't want to stay here not knowing when the trouble would be over. I have tried tbe contract system to my sorrow. When they struck a soft piece of work on which they could make money, they stuck to it. but when they got a hard piece on which they could not make wages tbey put on their coats and left. Some of them made at the rate of $120 to $180 a month, next the working wnge would be $75. Undor the contract others made $8.50, $2. fid and $1.50 and then they quit. I paid more under the contract system than under the wnge rate. Quesrione 1 as to the amount of work men are capable of, witness said that some men would do mon work in four hours than others would in ten. A great deal depended on the class of ground they were working, and the class of men who were working it. F. W. Peteis, assistant general freight agent, C. P. R., submitted a statement as to the business done with bis company from Slocan points before and after passing of tho eight-hour law. For the six months from June 1898, as compared wilh the six months from .Tune 18!)9, there was a decrease in outward freight of 1,476 tons, und in receipts from this source of $110,- 063, and au inward freight of 958% tons, being a decrease be attributed to the closing down of the Slocan mines.
