For the first lime in 22 years, the Niagara river, from Lewiston to Youngstown.is frozen over. An ice jam formed along the river yesterday and this morning sees it frozen solid. No reports have been bad of any body crossing as yet. The river from the bay of the falls to Lake Ontario is now a mass of ice, with the exception of the rapids. It is a most unusual occurence. A special from Faith Fenton to the Globe from Dawson City, under dale of January i.|tb, says: Money is remarkably tight here and to per cent per month is quite a common rate of interest, as high as 15 percent being freely offered. The resolution of Senator Mc- Knerny, Democrat, Louisiana, declaring the policy of the United .States Government in the Philippines was adopted this afternoon by a vote of 26 to 22. The resolution is as follows: Tbat by the ratification of the Treaty of Peace with Spain, it is not intended to incorporate the inhabitants of the Philippine islands into citizenship of the United States, nor is it intended to permanently annex said islands as an integral part of the territory of the United Slates, but it is the intention of the United Slates to establish on said islands a government suitable to the wants and conditions of the inhabitants of said islands; to prepare them for local self-government and, in due lime, to make such disposition of said islands as will best promote the interests of the citizens of United States and inhabitants of of said islands. The confirmation of the press reports detailing tbe capture of Iloilo were received at ha War Department today with considerable satisfaction, While no apprehension had been lelt as to General Miller's ability to capture the capital of the Visayun Federation, or,for that mat- ter, anything else that was wanted in the Archipelago, the reports of strong entrenchments that the natives bad been constructing around Iheil town, led to the Department to tear thai the landing would a bloodier affair than either ol the battles of Manila. It was with great satisfaction, therefore, that Admiral Dewey's despatch was received, saving that we bad lost no men and that the casualties among the natives were much smaller than at llrst reported. The fact that foreign interests in Iloilo arc being satisfactorily guarded is another source ol gratification to the Administration. It is heavily bonused by tbe people to' build a railway line, and uses all its influence 'ind tbe advantage of its position to crush out the enterprise of any individual or company who may have been fortunate enough to secure a site suitable for a town.] It cannot endure that any person but itself will make a dollar out of the sale of lots at any point along its line of railway. That it will succeed in the | Movie case is almost inevitable should it persist in its purpose. I matters nothing to it that the modest capital of enterprising pioneers, who have invested their all in a site chosen by themselves, will be wiped out; it must have all that is going, let the cost be what it will. It will say in excuse that the site chosen is not the most suitable or convenient but it happens curiously enough that in every instance the alternative chosen is the Company's property and the Company stands to gain by the change. It is, perhaps, insensible to public opinion, and unfortunately there is nothing but public opinion to operate as a check to its rapacity. Let us hope that in this case it will prove efficacious, and that for once the Company will act up to tlie motto of live and let live and keep its bands off Moyie. KOOTENAY SUPPLY CO. The result of the election yesterday was not at all to the liking of The Miner. It believed, and believes, that Mr. Farwell stood in opposition to principles and methods which,if permitted to go unchecked, will work grievious injury to this Province. If our politics mean anything at all, those principles and methods were represented in the person of the Ministerial candidate. With The Miner the personality of either candidate did not count for anything; its view of the issue between the two was far above and beyond any consideration of lhat kind. But the electors have judged and decided differently, and to their will we are all obliged to bow. Tbe strongest of Mr. Hume's opponents will excuse him if he feels deeply elated over his victory of yesterday. For it was distinctly a Hume triumph, not a Government triumph. Mr. Hume's personal popularity gained him the day. His personal popularity was helped by one or two other influences scarcely so innocent in determining contests on which the character of Provincial Government and administration depend, He was a Minister, and it was thought that some local advan tage lay in that. It was a sordid view to take, and if it were to become general government would speedily be reduced to a game of grab. Also appeals were made to Nelson's supposed jealously of Rossland. If we were to defeat Mr. Hume, his portfolio would go to the Rossland member. We regret to have to believe that a number of votes were secured to Mr. Hume through fear that Rossland might glory in a Minister. These were influences, in active operation, and each contributed its quota of votes. We do not deny to Mr. Hume,however, that the chief credit is due lo himself. He is regarded as a good citizen and a good fellow; why bother with the difference between the politicians in face of that?
