The C.P.R. officials have decided on a name for the new tug which has been building at the shipyards for several months. She will he called the Valhalla and will be launched tomorrow afternoon. The craft will be released on the ways about 2 o'clock and as the event is of considerable interest a nuinoer of citizens will probably be on hand. The steamer Koka- nee will run down to the yards on her arrival in port nnd do picket duty in the river to prevent the newly launched tug irom going down stream with [be current into the rapids. The Valhalla will be by long odds" the most powerful craft on the inland waters of the province. Heretofore the Yra'r has headed the list in point of towing capacity but the Valhalla outclasses her by 50 per cent. The new boat will develop 400 horse power. The boiler is 12 feet long and 11 feet in diameter while the engine has cylinders of 14 inches and 30 inches with a 20 inch stroke, built to work at a pressure of 160 pounds. She will be lighted by an electric plant from the Canadian General Electric compuny of Peterboro. Thirty incan descent lumps arc distributed over the boat with a 400 c. p. searchlight provided with strong reflectors which will cast a powerful beam of light. Tne bout is painted white above the water line and red beneath. She is 100 feet in length und is unusually roomy for a ciuftof her class. The material used in construction wus coast fir and cedar, and throughout the frame is stoutly reinforced. The interior is finished plainly but neatly in cedar and if necessary a couple of dozen passengers could he accommodated. She will carry a master and mate with live men. The strong point alicut the Valhalla is her towing capacity. Whon she was projected it was intended to build a tug which would be capable of handling two barges in any weather nnd the designers believe this has been accomplished in the Valhalla. She draws eight feet of water which will give her a degree of stability and seaworthiness in heavy seas not possessed by any of the other boats now in the towing service. Tho Valhalla was built under the direction of .1. Bulger, foreman ship cuipenter, and the machinery wus installed by I). Step- lions, port engineer. The majority which defeated the government yesterduy consisted of a transitory coalition of the members of the right nnd of the left, only the Rudinl group supporting the govern ment. The socialists opposed the cabinet because they considered It not sufficient IV liberal, while the rightists accused it of lacking a coherent policy and of yielding to the socialists. The reports of the existence of small pox on the Washington side of the international boundary line ure the direct cause of the interest manifested, and it is safe to predict that shuuld the disease succeed in passing the quarantine again this winter the local authorities will be in much better shape to grapple with tbe difficulty than was the case last year. The establishment and maintenance of the quarantine at the boundary line hus passed out of the hands ol the provincial authorities Into those of. the Dominion government, aid a couple of appointments have been made in connection therewith. Yesterduy a Nelson man was notified by wire of bis appointment as quarantine officei at Ry- kerts on the Nelson ,t Bedlington roud. This will guard the entry point to the Kootenays from tbe Idaho frontier, while Perry Wright is now on duty at Wane's in a similar capacity. As far as can be learned the Dominion has issued no proclamation with regard to the conditions affecting persons crossing the boundary into the province. Under the regime of the provincial health authorities persons entering the province were required to exhibit certificates of vaccination and statement! signed by the health authorities at the point from which they hailed to the effect that they had not been exposed to infection. As a result of these precau'ious the disease wus kept out of British Columbia, und li Is fair to assume thnt similar regulations will be established under the Dominion administration. The fact that the duties of health officers nt the boundary were of un international nature led to the Dominion authorities taking over tho charge of the quarantine. in connection with the smallpox question it may be stated that the course of the provincial authorities in regard to last year's outbreak, if this term is applicable to the ont-case with which the local officials had to deal, seems to be anything but businesslike. The province inclined obligations in Nelson aggregating 82,000, not a cent of whicli bas been paid as yet, although repeated applications have been made by tile paities to whom the money is due for services rendered t.nd supplies furnished. Tbe situation is aggravated by the lact that at the last session of the legislature an appropriation was made covering the outlay. The attorney-general holds, however, thut the city wus liable lor tbe expenditure, hence the delay. When the new building is constructed It is proposed to arrange tbe interior so that alter a patient suffering from any infectious disease is removed the premises can be thoroughly and quickly disinfected ami used Immediately for another patient without danger of infection from the original disease treated. Nelson is remarkably freo from Infectious disease but citizens generally will support the municipal authorities in preparing for any contingency which may occur. Dr. Lallan, local medical health olll- ccr, recommends every citizen, who bas not already taken the precaution, to be vaccinated ut once, within the next few days the school children throughout the city who were not vaccinated last winter, will be required to undergo the operation. This step is In the ordinary course of preventative measures. Gregg, late of the Victoria Colonist, will today assume the editorial management of The Miner. Mr. K. C. Beaton, who has been connected with The Miner for the past year, assumes the duties of business manager. The authorities are right in taking prompt measures at the first approach of danger from such a scourge as smallpox. The expense is not great, and, though individuals may suifer some trifling inconvenience, no safe guards can be too strong to save the community from even the chance of infection. A smallpox scare, not to mention an epidemic, would do great injury to all the interests of Nelson In this connection it may be mentioned that the Provincial government have treated the city in a most mean and miserly fashion over the solitary case treated here during the scare last year. The patient was a waiter on one of the steamers, he was not a resident of Nelson and had contracted the disease in Seattle. The civic authorities could have, had they wished, prevented the man from landing, but out of compassion quarters were found for him outside the city limits where be received the best care and attention, finally recovering. The case was one which properly came under the Provincial jurisdiction, and was only taken up by the city because immediate relief was necessary. The government provided an appropriation covering the amount, but have since refused to pay it. Hlythe Will Tell His Experiences Next Monday. The citizens of Nelson will have an opportunity on Monday evening next of listening to a lecture on the Boer war.by one who spent some months in active service in South Africa. Last winter when the call e.tme for men to form the second contingent Mr.Hlythe, then a member of the graduating class of the Congregational college ot Montreal, enlisted as a gunner in "E" Mattery. R. C. A. Upon arrival at Capetown he was gazetted corporal and as such served with the contingent until he became the victim of enteric fever and was invalided to England. While at Cowes Corporal Hlythe was selected to prepare and deliver the nddrels to Queen Victoria���a duty which was din-barged In such an able and graceful manner as to win a high compliment from her late Majesty. Mr. Hlythe comes to Nelson after an extensive lecture tour through Ontario and Quebeo, where his scholarly aud realistic relating of his experiences was highly spoken of by the press. As war correspondent for the Montreal Witness many of his articles have been read throughout the country. The lecturer will arrive tonight en route to Victoria and on Sunday evening will preach in Emmanuel church. On Monday evening he will give his popular lecture on the war. The said debentures shall bear interest at the rate of five per cent per annum from the date thereof, whioh interest shall be payable semi-annually at the said office of tbe Bank of Montreal in Nelson aforesaid, in lawful money of Canada, on the first day of April and the first day of October respectively, in each year during the currency thereof, and shall be expressed in said debentures and coupons to be so payable. 5. It shall be lawful for the mayor of said corporation to negotiate and sell the said debentures or any of them for less than par; but In no case shall the said debentures or any of them be negotiated or sold for less than ninety-five per centum of thair face value, including tbe cost of negotiating and sale, brokerage and other Incidental expenses. There shall be raised and levied in each year during the currency of said debentures the sum of thirty- nine hundred and fifty dollars(83,980,- oi) i fin- the payment of interest and the sum of twenty-eigbt hundred and forty four dollars (82,844.00) for the payment of the debt due under the said debentures by a rate sufficient therefor on all the rateable land In the said municipality. 7. it shall be lawful for the said municipal council to re-purchase any of the said debentures upon such terms ns may be agreed upon with the legal hoi 'n- or holders thereof, or any part thereof, either at the time of sale or any subsequent time or times, and ail debentures so re-pur- chahed shall forthwith be cancelled and destroyed, and no re-Issues of debentures so repurchased shall be made in consequence of such re-purchase. 8. And whereas, the amount of the whole rateable real property of the said city, according to the last revised assessment roll is twS million, sixty- five thousand, four hundred (82,005,- 400.00) dollars. And Whereas, it will be necessary to raise annually by rate the sum of 81,800.00 for paying the said debt and interest. Now, therefore, the Municipal council of the corporation of the City of Nelson in coui.cll assembled, enacts as follows: 1. It shall and may be lawful for the mayor of the coiporation of the City of Nelson to borrow, upon the credit of the said corporation, by way of debentures hereinafter mentioned, from any person or persons, body or bodies corporate, who may be willing to advance the same as a loan, a sum of money not exceeding the whole, the sum of twenty-one thousand (821,- 000.00) dollais.and to cause all sums so raised or received to be paid into the hands of the treasurer of the said corporation, for the purpose and with the object hereinbefore recited. 2. lt shall be lawful for the mayor of the said corporation to cause any number of debentures to be made, executed and issued for such sum or sums as may be required for the purpose and object aforesaid, not exceeding, however, the sum of twenty-one thousand (821,000.00)do]lars ;each of the i said debentures of the denomination of one thousand dol)ars(81,000.00) and all such debentures shall be sealed witb the seal of the corporation and signed by the mayor thereof. 3. The said debentures shall bear date the first day of April, A. D. 1001, and shall be made payable in 20 years from the said date, in l.iwful money of Canada, at the office of the Bank of Montreal in Nelson aforesaid, which said place of payment shall be designated by the said debentures, and shall have attached to them coupons for the payment of interest, and the signatures to the interest coupons may be either written,stamped, printed or lithographed. 4. There shall be raised and levied in each year during tbe currency of said debentures the sum of ten hundred and fifty dollars, (81,050.0())for the payment ot interest and tbe sum of Seven hundred and fifty-six (8756.00) dollars for the payment of the debt due under the said debentures by a rate sufficient therefor on all tbe rateable land in said municipality. 7. It shall be lawful for tbe said Municipal council to re-purchase any of the said debentures upon such terms as may be agreed upon with the legal bolder or holders thereof, or any part thereof, either at the time of sale or any subsequent time or times, aud all debentures so repurchased shall forthwith be cancelled and destroyed, and no re-issue ot debentures so le- purchased shall be made in consequence of such re-purchase. 8.
