His Worship Mayor Bate occupied the chair and called the meeting to order shortly after eight o'clock. Mr. Hanoi was elected unanimously to the position of secretary. Aid. Webb said the council bad doul is much as possible In Ihe matter bul they must have the support of the citizens to help Ihem, otherwise their actions would have but little if any weight. Sir. Moffett considered that the matter should have been attended to atan earlier late and that now it was too late for any steps to be taken which should weigh with th» government. The mayor said that at the time the oucstion was first brought to their nolic last year, the council had sent a memorial to the members from this district protesting against the measure, but it bad been of no avail. Mr. Moffett then inquired what slepp the government were taking to enforce 'be measure. The mayor replying said 'hey had already sent in the account and ;f it was not paid might put it In a lawyers hand. Aid Webb said n lew days ago he san Mr. Thomson. M.P.P., and bad asked him if it was wortli while for the council to send another memorial down when be had been met witli the reply that it would be useless as they still had the one sen! down last year. Dr. Praeger said ties had the following resolution which he bad been requested to lav before the meeting. Whereas by an act lo provide for the maintenance of public schools in the province of British Columbia, entitled "The School Tax Act, 1876," subsequently repealed—but re-enacted as the "Provincial Revenue Tax, 1888"—that every male resident above the age of lp fears is required to pay an annual tax of three dollars for the purpose of meetim.- school expenses, and whereas such tax has been already collected within the city of Nanaimo, Be it resolved that Ibis meeting condemns the action of the Government In demanding the sum of nine hundred and sixty dollars, snd expresses its belief that rtlich demand is illegal and unconstitutional. Dr. Praeger speaking to the resolution said: The school tax of 18S(i stated that to provide public schools in the province of British Columbia every male resident over eighteen to pay $3 annually. The title was afterwards repealed and "it was called the revenue tax. He failed to see why tbe citizens of municipalities should be obliged to pay the double tax for the same purpose. The" resolution was seconded by Aid. Hilhert Mr. Chas. Wilson was of • the opinion I bat a clause should be inserted in tlie resolution stating that the eity ot Nanaimo refused to pay the sum demanded. Aid. Hilbert wished to know if tlie citizens would back up any law expenses incurred in contesting tbe ease. The resolution being put to vote was carried unanimously. Mr. Haper introduced the following resolution; liesolyed, That the meeting request Ihe mayor and aldermen to resist the payment of the sum demanded by the government. Seconded by Mr. Wilson and carried unanimously. Ex-Alderman Hilbert said at the time the bill came up In the council he made a resolution slating that the municipality refused lo recognize it in any shape or manner whatsoever. The resolution passed unanimously. Mr. Hilbert moved the following reso- tion, which was seconded by Mr, Moffetl and carried unanimously: That this meeting requests Ids worship the mayor to instruct the city clerk to Communlcato with the mayor of Victoria with the object of taking combined acli.m in the event of the government commenc ing legs! proceedings against these cities to recover school Int. Aid. Abrams expressed himself as bring in favor nl this eity taking the same Aid, Hilbert was iu favor of making overtures to Victoria and the two cities contesting the legality of the case, if s test case was made poor little Nanaiim would be the victim. Mr. Moffetl offered a resolution bul subsequently withdrew It. Ills Worship wished the phrase "eombin- enaction" In the resolution interpiel id foi himgeH and colleagues in the council, and |f it was intended that a case wa- uroughl ngainsl Nanaimo or Victoria, tin other municipalities should bear half of th* expense, lie was informed thai thai was the correct version. II was moved by Mr. Randall, seconded by Mr. Moffett, that a copy of tin resolutions passed be sent to both members forthls district, and also lo the Provincial Secretary. Capital Five hundred and twelve tons of lnin| coal were taken out of the mines al Loth- bridge, Alberta, one day recently. "This. with forty Ions of nut, is the largest output for a single day,"says Ihe Lethbridge News, "since the mines have been running." The coal industry, says the Com-1 merclal, in the territories, is steadily developing, and when the Call railway is constructed into Montana, as it may he before another year, the industry will lie given a great impetus at Lethbridge. The Lethbridge mine is the only one which has been worked steadily and continuously since it was first opened. With the increase ill population, coal mining will become a vast interest in tho territories. Almost every day new discoveries of coal are reported from some portion of Western Canada, and the frequency with which new coal discoveries have been made of late would lead one lo suppose that a vast bed of coal underlies a largi portion of this country. These coal discoveries are being made al points bun dreds of miles apart all over tho country. from Ihe Souris district in Southwestern Manitoba to the islands of Ihe Pacific ocean, nnd from the international boundary lo the far northern points of settlement, and beyonJ as far as explorations have been carried to any extent. The latest discoveries have been in Ihe Ked Deer country, north of Calgary, where immense seams of coal have been found of good quality. New discoveries ot eoal have also been made in Southern Manitoba, within a few miles of the railway. It is quite likely that we will have coal from the Manitoba mines in Winnipeg before another winter comes around If the coal in tbe Souris district of Manitoba turns out of good quality and plentiful in quantity, we should have a revolution in the price of fuel here next winter, In the mountains coal discoveries have been made at several points, the most important being the anthracite mines at Banff. These mines, after a temporary shut-down, have again been opened, and it is Paid nn effort will be made to increase the output lo 1,non tons in the spring. The principal market for this coal is on the Pacific coa6t. The coal is carried by the C. P. railway to Vancouver, and ship ped to California points mostly. Owhip to tbe distance, these mines being ovel H00 miles west of Winnipeg, the Banff coal has not been placed in the market here (o anyextent. At present the Lethbridge coal is the onlv native article to be bad in this market. It is used to a considerable extent in Winnipeg and olher Manitoba towns, and sells here retail, at $Saton de livered, in competition with Pennsylvania anthracite at $1(1 per ton, and imported soft coal at $8.50 per ton. The Lethbridge and Band mines are the only ones now being werkeil in the territories on an extensive scale, though coal is taken out at different points, toi local use by settlers in the respective districts. On the Pacific coast coal mining was carried on last year nn a larger scale than ever before, tlie exports from the Vancouver Island mines being -luiijiiiu Ions I'm the year. San Francisco is Ihe principal export market for the Vancouver mines New mines are being opened in the coal regions of the island, and Ihe output foi the present year is ex) ted lo show n i large increase. In the Territories tlie country along the I Rocky Mountains for a distance of 200 ! miles or more east of tbe mountains, and i for an Indefinite distance from north to south, is probably the great coal region ; of Western Canada, though outside of this area, as in the case of tbe Souris district and the coast mines of British Columbia, very valuable deposits of coaL are found. The coal in tbe western portion of the Territories was discovered by I theOUtoroppingS along the steep banks of the rivers, and as a matter of fact, little prospecting Iu s been done beyond the discovery of these natural exposures. The frequency with which these appear throughout the country is sufficient, bow- ever, to indicate thai Ihe coal deposits ol the region are vast indeed. The great eoal wealth of Western Ca-i- ada, is only beginning to be found out, and doubtless a great many valuable discoveries will yet be made, Enough, however, is known to effectively remove any fears ns to the fuel supply of this prairie country for the future. A few years ago the question of the fuel supply for the great prairie res ion of Western Canada was looked upon as quite u serio",:-. problem, the problem has now been satis fi .nt n-ilv solved. 1. CORPORATION OF THE CITY OF j NAUAIMO. B.0, 'n yi sti rday morning's issue of this per in neeount was given concerning tho arrest ofa tarty who, from disci i|i- tions given, answered to Ihe oppqarai e of W. 15. Tiscott, who is supposed to have murdered A. J. Snell, a Chicago banker, on tin' sih day of February lasl year. The queer actions of the man. aroused the suspicions of Ihe police, who i with the aid ofa clue given 1 hem were j enabled to locale their man ami arrest i him. When arrested lie gave his name as CI arles Palmer, and stated that he was a compositor by trade ami thai he belonged to Westminster, England. We recapitulate these facts In order to show tin' concatenation of circumstances which led up to his arrest. An examination of the prisoner disclosed many marks upon his person similiar to these which Taseotl is said lo have borne. A representative of the Courier visited the jail yesterday afternoon and was shown by Governor Stewart lo ihe cell occupied bv Ihe prisoner. Palmer as he calls himself is a prepossessing young man of not more than 25 or ill years, lie is closely shaven and of slicht hut athletic build. The oeporter did not examine his teeth in rrder to determine whether he was the onlv original Tascott or not, his English accent being sufficient to convince him thai he bad not been many years absenl from where Ihe penis of the hells of Westminster would sound grand iii his ears. To the reporler lie "aid that be wns not the man Ihe police were looking for, and thought il Btrnnga that he was arrested. He also stated tbnt he was a native of Westminster, Eng., and was born near the Victoria Tower. Ho bud come lo Xew York two yours ago and had lived in Philadelphia, Chicago and San Francisco. "I met with nn neeldent" snid he, "and vou know the rest." "What was the nature "of the accident?" asked tho reporter, "ilh vou can Imagine for yonr- self," said Palmer." "it is the same old story, and what is the use of talking about it?" "Hove vou not seen enough i of the world lo h" able lo distinguish be- ] Iwr-on a man like mo and a hardened criminal'.'" After mnking enquiries as lo his treatment in iuil. to which tho prisoner replied that be was carefully looked after, and everv comfort that ho could expect was given him, Ihe reporter tool.- bin leave. Since the above was written Governor Stewart received atelreram stating that ihe man was without doubt one Charles T,onr, a stoker nn hoard of II. M. S. T-urns now lyit.rr in Esntiimalt harbor. So it would Beem that Palmer is not Palmer; neither is he Taseotl, but he is Lear, but whether ho is n descendant nf the good old king of Hint name, future events perhaps will determine.
