We do not think thut such a change will appear expedient. It would involve the opening of separate ollices by the iiustees; the employment of un accounting staff und other things which would materially increase the cost of administration. Moreover, the separation of the financial functions of trustees and council might confuse the ratepayer and oause him to lose sight of the trend of expenditure as a whole. Under the existing system the council and city treasurer act as an auditing and checking commission for the trustees and the whole financial machinery of the city passes under une review and iniiile public in the treasurer's iiniiiiiii statement. \\\\ ith u thorough understanding of the powers of the trustees and the limitations of the council and mi ever presenl reci>\\lection uf these we see 110 need for confusion to arise. It is calhd the Sigafoos tunnelling machine and ie described at follows: The machine is 20 leet long, 8 feet in dian.etsr and weighs 58,000 pounds It consists cf two frame heads, connected by a hollow 6 inch centre shaft and eight brace rods. There are ten pulverizing stamps, su arranged aB to pulverize the whole breast of an 8-foot tunnel. The machine leaves no core. All the material is crushed line enough to bo Mushed out by the streams of water which are c instantly led through pipes to the cutting face. Each etiimp consists of a 4 iuch shaft, upon the front end of which is the stamp heap. The total weight of the etmiip-head and shaft is 1,720 pounds. A revolving cam engages tho tappet aud draws the stamp back, compressing 11 powerful spring upon the stamp shaft, which springs back when released and produces arotatinggrindiug blow, varying from 200 to 4,000 lbs. Each stamp delivers from 80 to 200 blows a minute, varying with the speed ol the machine. Electric power is used to operate tbe device. The rate at which the machine advances is about 125 leet a day through the hardest rock, with correspondingly greater speed in softer varieties. Witb tbis machine and two men the work of 100 men oan be dour, and done lar better than by tbe old method of drilling and blasting. The machine bores a perfectly round smooth 8-foot tunnel. There is no blasting, no powder or fuse requisite, oo disturbance of surrounding formations The tunnel is also ventilated by the water, which is driven in under pressure aud releases its air at the breast. Not only this, but tbe machine pulierizes the rock, ore, etc., and delivers it back through the pipe, mixed with water, all prepared for amalgamation or concentration. The stamp-mill is, therefore, where this machine is used, a thing unknown in tbe past. In operation the machine constantly rotates, thus bringing tbe stampbeadB into contact witb all parts of tbe breast. Tbe whole operation is automatic. Two men to watch the machine and the motor, repair possible damage and regulate tbe feed, can do the work of 100 men with the old-style methods. Tbe Sigafoos tunnel borer is, on the whole, one of the big epoch markers in tbe advance of man's conquests over nature. Seattle will not only have a remarkable, but will be able to accommodate the influx of visitors in a way that will be a cause for lasting satisfaction. Hotels are many and reasonable, and with fixing of normal charges at the eating houses from the most aristocratic to humble luncb counter, the tourists may have no fear of finding accommodations. Satisfied With Budget During the budget debate iu the House ol Commons Mr. Lloyd-George, Chancellor of the Exchequer, Baid the Government bad every reason to be satisfied witb the reception ol the budget. The province of Alberia is making unusual efforts to place its forthcoming provincial exhibition at Cagmy in the very forefront rank of provincial shows. Tbe exhibition is 10 he held at Calgary from July 5 to 10 inclusive and the citizens of Calgary are puttii g their shoulders to the wheel in their usually energetic manner. In their endeavors to make tbe Fair as widespread in ite influence as possible and in order to make its features aB educative respecting tbe resources of the country as possible, the cooperation of Revelstoke and other British Columbia cities is being sought: Last year the Revelstoke portion of the Dominion Exposition at Calgary was one of the most attractive of the sectional displays aud did much to place tho products of tbe city and district in the full litre of big adver tisetnent. Tbe material advantages of cooperation with Alberta in the matter ol an exhibit can scarcely be reckoned as it iB from the country tributary to the city over the hills that much ol the market for B.C. fruit may be expected.
