From the very inception of events the pi-i gramme on Saturday went with n smoothness and a swing which evidenced the lacl thai the org*sir ition had every detail of the occasion under perfect control. The committees und tho manager got along famously with thi management until shortly alter nidtn when Jupiter I'luvius took things in hand, whereupon the com- mlttsss relinquished control, the cm- tMtants retired from the event's, tbe crowd melted away and for the remainder of the day there was "nothing doing" Promptly at I en o'clock Commander Stewart ol H.M.C.S. Rainbow called forth some highly inlet-eating snd instructive utterances from the speakers. Mayor McNeish presided and was particularly happy in romurks with which be opened the speech making portion ol tbe program and in hii introduction of the wverul toasts and speakers. The toast "Ths Empire" was proposed by Ex-Muyor May who in eloquent snd stirring terms enlarged upon the greatness, the stability of'he British Empire, th* destiny of tbs British people and tbe privileges of British citisansbip. In replying to this toast Mr. Geo. H. Cowan, K.C., M.P. submitted some valuable comparative statistic* as to tbe naval and military strength of nations bordering on tbs Pacific ocean. "Every British subject," ssid Mr. Cowan, "has inherited pride iu the royal navy of Groat Britain, looking upon it as the greatest safeguard of citizenship and building force of ths Empire. Britain hid this thought uppermost whin in the interest* of safety ihe sent Commander Stewart to our shores." The speaker called attention to the fact that Can- ndii's Atlantic seaboard was within striking distance ol the British fleet, and therefore no invasion might be re Ssonably looked for from that qusr tor. On tho Pacific, however, it was different. When Britain found it nsc- ossary to withdraw hsr bstllssbips from the Pacific, then wai Ihe mastery of tho Pacific in doubt. Today Japan can put 300,000 men with merchant nun uu: sufficient to transport tbos* troops to our shores. In 1016 when Ihe alliance between Great Britain uud Japan has expired then the latter will have a fleet of dreadnoughts and a,nn "i -1 cruisers equal to those of almost any nation. Japan in making an invasion has no colonies scattered iu other pin in of the world of which she has to think, her Interests are -s iiiii,I in ihe Pacific, she ii an alert and onturpriiing nation wilh a proud and virile government, an enemy to be (cured. On the other hand Canada he neither military or naval force, with Iho exception of a militia of 60,0110 men. What would prevent Japan n other powvi ful nation! nn the Pacific from taking possession of our coast line a month before the shipiof England might arrive through tbe 'Panama Canal, or in the event of Japan al war with the United Stale* what would prevent her from taking possesion of Canadian ports as Hoot head quarton. Canada ai a neutral nation would necessarily have to prevent this and with no fleet it would be impossible. Mr. ('swan advocated the formation of a mid-ocean fleet consisting of four unit! to guard the British cossl lin* on tbs Pacific*. These lectors, said the speaker, could act as a de- lerring agent against tbs ships of an invading country until ths other squadrons of the empire arrived. II such a project might b* carried out Britain might continue bar hitherto re- liitlow march for naval supremacy of tho world. Mr. Cowan's speech was awarded storm of opplou«e. Tbs first to**t on the program wai "Tha King" proposed by the Chairman, Mayor Wm. Both these partiss started from Calgary; one worked south snd succeeded in getting ss far south as tha international boundary, while the other, working north, reached a point almost due west of Laoomhe (Alta.). During the coming summer the location of the boundary will be continued and it is expected that the entire .iii.iein boundary nf the reserve (which extends some forty to fifty miles north nf the latitude nf Edmonton) will lie determined. The general principle governing the fixing of the boundary of the reserve was thai only foreit land should be included in the reserve, all land fit for farming (unless in area so small that it was not worth while to make the exception) being excluded from the reserve. Ihe altitude of height of the country ahnva Bea-levd, was one ol the chief considerations in fixing the line. It was found thai the boundary fixed by the Order in Council by which the reserve was set apart was, tn a considerable extent, unsuitable, It in- cluiled, in the words nf one nf the writers, "only alpiue country, a large portion of which is above the tree limit iiiiii Ihe remainder unsuitable as regards limlwr supply fnr yean tn coma.
