A special meeting of the District Council was held on Monday evening, when Reeve May presided and all the councillors were in their places. A letter was received from Mr. Alexander, Dr. Drier and others, asking to have a road opened up through D. L. 593, to give access to Dr. Drier's land, on which he is about to erect a large house. This was referred to the engineer to report as to the best available road and probable cost. George Marr wjote asking for a road from Keith road to his place on D. L. 815. The public works engineer wrbte that the government had'given instructions to begin work at once on the road (rom Moodyville cast to Lynn creek through D. Minutes of previous meeting were read and approved. The matter of building contractors not being able to obtain a sufficient quantity of brick was discussed at length. It was pointed out that it waB necessary to take steps to promote the industry of making bricks. H. C. Wright stated that while he believed that the cement brick was good, yet the public would not accept them in preference to the clay article. It was resolved to take action with a view to having established a brick manufactory on this side of the inlet, The secretary read a letter from the Hon. Provincial Secretary, H. E. Young, under date of 17th July, in reply to a communication of one written by the board of trade dated 5th June, relative to the proposed railway, tram and vehicular traffic bridge across the Second narrows. " I am directed by the executive council," stated the honorable provincial secretary, " to say that the matter had received at different times the earnest consideration ol thc government. ... As a result of these investigations the government do not see tlieir way clear at present to nndertaEc this matter as a provincial undertaking, or, secondly, to contribute to a railway company undertaking to building the bridge (he sum ol 1250,000." After a lengthy discussion on the matter— H. C. Wright moved, D. G. Dick seconded, and it was resolved: " Whereas—The papers having reported that the secretary of the board of trade had received an answer to the joint delegatation which visited Victoria and interviewed tha government on Aug. ist in connection with the bridge across the Second narrows, and thc secretary not having received same to date, Resolved —That! Mayor Kealy be asked to write the government to reply to the request of the deputation," Chairman D. G. Dick, of Ihe tourist and settlera committee, reported on behalf of his committee that it had expended the $$0 granted by the board for Ihe repair of the Grouse mountain trail, which was found lo be in very bad condition. An additional sum of tfi was required to complete the work. The committee made a trip lo the Lynn valley in learch of other trails to points of interest, and find that there is very beautiful scenery in the valley, which can be reached with considerable comfort by vehicles, except about half a mile immediately beyond where the flume crosses the pipe line road. This part of the road is very stoney, but capable of being put into good repair at a very reasonable cost, and when done the trip to Lynn valley by the pipe line road would be a favorite drive, leading oul from Norlh Vancouver. The rural municipality had built trails in close proximity to Ihe lower Lynn valley canyons leading from the Hastings road, thus adding another point of interest (or the tourist and pleasure seekers amuse* ment. The bills encurred by the board were ordered paid. Chairman Wright of the enter tainment committee reported progress. On motion the committee was instructed to arrange for the holding the first entertainment in Larson's pavilion on Friday, August 30th. Adjourned. His Worship Mayor Kealy presided, and there were present Aldermen Irwin, Emery, Dick, Jordan, Crickmay and Smith, the latter arriving late. Communications were received: From Alex. Philip, C. M. C, Corporation of the District of North Vancouver, referring to his letter ol July joth, regarding the agreement between the city and the district by virtue of the Incorporation Act, would be glad to have a reply. Laid over. From the same, sending a crown grant, No. 1,965, 201, for cemetery lease ol lot No. 1,620, received from the Department of Lands and Works. Filed. From J. B. Bennett and L. L. Hannah, requesting that Eleventh street lie opened up and graded past block 83, Sub-division 550, and further that the sidewalk and watur main be extended to said block. Relerred to board of works. From J. B. Ker, Nortli Vancouver Land and Improvement Company, acknowledging receipt of letter furnishing extract from the minutes ol council, 5th inst., accepting draft agreement between his company and the city regarding the boulevard and park, and clearing of lots in D. L, 550. " When you are ready to conclude the contract," he stated, "we shall have pleasure in waiting on you with further copies." Filed Ior future reference. Mrs. K. Sykes wrote that she was about to build a house on lot 8, block 75, sub-division 549, and would like that Thirteenth street, about 100 feet east from Durham avenue be opened up. Relerred to board ol works. City Solicitor Taylor wrote answering a letter that in view of the special provision ol sub-section "F," of section 14, of the Incorporation Act of 1906, he considered that this governs the matter and that the city can ouly be sub-divided into wards with the assent of the electors. This means that any bylaw dividing the city into wards will have to be submitted to the electors and assented to in the usual way Aid. Dick thought the matter was not of sufficient importance at present to have a contest. Aid. Irwin stated he was in favor of the ward system. His Worship said that the consensus ol opinion whether the city sliould be divided into wards or not had notbeen ascertained. Aid. Emery said he was in favor of the ward system. Aid. Dick was strongly in favor of the ward system. Aid. Crickmay was also in favor of the ward system. There was lots to be said both in faver and against the principle, His Worship the Mayor thought that half of the alderman should be elected by the whole city and half by wards, Aid. Irwin thought that that would not be the most satisfactory way. Aid. Irwin favored the alternate term of two years of office. His Worship agreed with the two-year term system. The mayor stated regarding the reports appearing in the press re the proposed construction ol the bridge across the Second narrows, that no official communication on the same had been received (rom the provincial government. Aid. Irwin reported that City Engineer Loutet, as requested, submitted the following : " As stated in the report of the en gineer for the district, several un- trimmed poles are set in the ditch on the east side ol the plank road, but as no water ever flowed or ever shall flow in the ditch in question, it seems it would be unwise to bring them nearer the plank road, and to place them further away would mean that a good deal of clearing would re* luire to be done. It was decided to communicate to the districe council. Chief of Police A. Davies reported that the present quarters were not sufficient for the con- venience ol the department, and suggested that the force be allowed the use ol the back verandah as an office. It would take about 500 feet of lumber, one door and two small windows. He could arrange to have the work done. Re ferred to police committee with power to act. Alderman Emery reported at length regarding the estimate of the probable cost ol alterations and extensions to the waterworks system, which, he considered, would become necessary in the near future. Laid over till Thursday night. In discussing this matter His Worship stated that the city of Portland was using the wooden pipes. Alderman Dick said tbat the woodeu pipes would stand as much gresiure as iron. The wooden pipes now in use in the city would stand a pressure of 225 pounds. His Warship said that the wooden pipes in use here were guaranteed by the company for five years. A3 a matter of fact the wooden pipes were used in Victoria for 50 years. Aid. Crickmay said that that was where the pipes were protected, /'. e., where the pipe was exposed, similar to that on Thirteenth street. Aid. Smith asked what was the difference in price between the iron and wooden pipes. The mayor replied that the cosl of .wooden pips was about hall that ot iron. Aid. Smith believed (hat the iron pipe would be the cheapest in the end. Aid. Dick said that the wooden pipe would be at goodjts the iron, because within fifteen years they must be taken up and lerger ones put down. Aid. Irwin said that under present conditions he thought that thc wooden pipe would be the best. Mayor Kealy said there was no need of iron pipes at present. Aid. Dick submitted a Ir, law regulating sceptic tanks. It passed its first reading. His Worship said that the bylaw regulating hotels should be taken up. Aid. Smith agreed with this and stated that there were a great many drunks here on Sunday. He had not been down town on Sunday for a long''time till last Sunday, when lie saw fully a dozen. He was appointed lo drall a bylaw regulating saloons. The mayor said the council had power to create a board of park commissioners. City Treasurer Woods drew the attention ol the council to the importance ol Arbor Day. That the Horticultural Society, so lar as this matter was concerned, appeared to be dead. Aid. Smith said he knew nothing ol the matter of observing Aibor Day. Anyway, where could trees be planted. Aid. Jordan—On Second and First streets and Lonsdale avenue. Aid. Smith Lonsdale avenue was not yet graded. The ccuncil then had an informal discussion on the several proposed bylaws, when Aid. Dick said that there were yet about eighteen to be passed. His Worship said that there were several Dot pressing. Aid. Irwin—How about the street sprinkling by-law? His Worship—I think that next year would be plenty ol time. Aid. Jordan then introduced the by-law in accordance with Ihe city charter, entitled "The City ol North Vancouver Loan By-law, 1907," for $24,000.
