LATEST RETURNS OF OUTPUT What the Mines are Doing Over the District—Boundary in the Lead. The shipments for the week, not of course including tomorrow amount to over 4,000 tons which total not very many months ago was considered very respectable. Of course it ought to have totalled another ten thousand tons more but if the utterance oi ex Mayor Qoodeve at a recent public meeting is to be trusted, and he declared himself in a position to know, it will not be long before come such amount will be weekly exported from this city. From other infor- motion the World is of the opinion that the statement is probably very near the truth. With the exception of the visit of the Le Roi No 2 directors to that mine there is nothing of interest which has occurred during the week. The upBhot of the directors visit has yet to be learned. The shipments of ore from the camp since January 1, are subjoined. While the shipments ior the past week can only be approximately given, those for the previous period have been corrected and give the gross wet weight in short tons of 2000 pounds. C, May 23.—A terrible explosion occurred at 7 o'clock: last evening in the No. 2 mine, which iB connected with No. 3 shaft, and also with the high line shaft. All three openings were wrecked. One hundred and fifty men were at work at the time of tbe explosion. Of this number 16 escaped from No. 3 before the cave in. The remainder of the workmen were caught and small hopes are entertained for their safety. Good order prevailed and everything possible is being done to relieve the situation. The fan was disabled but was quickly repaired. No. 3 iB expected to be open soon. A boy, one of those who escaped, has since died. So far only six bodies of the 134 victims have been recovered. 1 he cause of the explosion is said to have been due to fire damp igniting from a match with which a miner was lighting a pipe in defiance of orders. A tremendous explosion occurred in the mine, followed in a few seconds by an explosion in No. 3, connected with No. 2 by a short tunnel. The majority of the men were in No. 3. Every family in the town is directly affected by the calamity, and the entire surviving population is in a state of frenzy. Immediately upon the receipt of of the news of the Fernie mine disaster Mayor Manson, of Nanaimo, whicb has a population of about 1000 coal miners, authorised the taking of subscriptions at the gules leading to the grounds where a cel- bration is being held today and tomorrow. The amount will be donated to the suffering at Fernie. The scenes at the mines and in the village of Fernie are heart rending. Hardly a house has caped affliction. The work of rescue is being hurried and perfect order prevails, assistance coming from every available source. The presence of coal damp is adding to the danger of the rescue work. People are hoping against bope frat it is unlikely tbat any of the miners now entombed in the shafts will be seen again alive. A new fear has become general at the pits, that the mines may catch fire at any time, and survivors are being besought by their relations not to venture into the shafts even for rescue work. Nos. 2 and 3 shafts are situated six miles from Fernie. They have always been considered dangerous, being dry, dusty and gaseous. Although wet experts always maintained that No. 3 would be affected by an explosion, it has been generally recognized that No. 2 was especially dangerous. However, the work is progressing with as much expedition as is deemed practicable. Another Account. Fort Steele, B.C., May 23.—A terrible explosion occurred in the mines of the Crow's Nest Coal Co, at Coal Creek, Feinie, last night at 7.30 p. m., entombing over 160 miners and Betting the mine on fire. Several were taken out from near the entrance, dead, and the re mainder have all perished either by suffocation or by being burnt to death. The coal company has shut off all communication between the mine and the town and no fur ther particulars are obtainable. No explanation has yet been made aB to the cause of explosion. The Crows Nest mines in whichjthe explosion occured are situated on Coal Creek six miles from Fernie, having immediate connection with the lown by rail and telephone. There are three working seams at Coal Creek which have been extensively developed and which gave employment to nearly one thousand men. Many nationalities are represented by theworking force at mine, the Slav element being prodominent, although Scandinavians, Italians English and Welsh minerB are well represented. Tbe mines are work ed from levels. There is no as cending or descending in cages. The ventilation of the mine and the removal of inllammablo gases was carefully looked after by the management, the most modern system of ventilating plants having been installed. ThiB is the worst fatality that has ever occurred in Southeast Kootenay. Latest.—No detailed report of tho disaster is as yet obtainable, but it is creditably reported that 140 men are yet entombed. GETS THE DOUGH Smith Curtis is Certainly All Right. SCHOOLS MUST NOT CLOSE Grant in Aid Obtained From Reluctant Government at Victoria. Victoria, May 23 —(Special.)—I got the government yesterday to promise that the Rossland pchools should receive $3000 additional: Rossland.when necessary, completing its school. The teachers are to remain. John Houston, M. L. A. for Nelson, strongly supported my request. Smith Curtis. On the receipt of the above telegram its contents were instantly communicated to Mayor Clute who was of the opinion that the grant of $3000 was conditional on the teachers remaining, and thatit'pre- sented no way But of the present imbroglio. Its substance, however, will be communicated to a special meeting to be held this afternoon. Mayor Clute had asked- the government to accede to a request for $3700 for completing the school building handed over unfurnished, and he ie of the opinion that tho government has at laBt acceded to the request, tacking to it the condition above stated. Mayor Clute says, however, that there is not any question of the pchoolB closing. It was never tho intention to close the schools in any case. There traa it chpi.c-. however that the government woulu. do something. On it being suggested to him that the grant might be applied to ordinary revenues for the upkeep Mayor Clute replied that ho thought that the money could not be intended in that way. Nor was there any likelihood that the city would be permitted to use this money for upkeep and afterwnrils make up the sum from the general funds at a later date and complete the said schools. It will be noted by readers of it he Woiii.D that after every one else had failed the member for Hossland succeeded in getting the grant desired deBpite certain half veiled sneers to the effect that tlie position assumed by the member for thia district would render any efforts made by him on this city's behalf entirely nugatory. One of the biggest swindles that id being perpetrated today in this country is the employment agency as it is known in several of the coast cities and elsewhere. The method is simply that an employment agent and an employer of labor, say a railway contractor, come to a mutual understanding that every man the agent sends to the work shall be taken on, bul not for more than a few weeks. His place then becomes vacant and another man is sent. Each man taking the job is mulcted a day's wages and on this the two rascals go shares. Apply this well known dodge to the poll tax and RosBland can get out of itB troubles quickly enough. All the poll tax collector haB to do is to make arrangements with the employers of labor in this camp to fire every man after a few week's w irk and then blacklist him. He has to get out of camp. Another man can be imported, preferably from Joplin. Fine him $5 for working and then fire him. Then play the game again. Of course the civic authorities would not do it. They are too honest. Yet Ingram would know where to find the men. So might Lamb. But not for a moment would mining operators who believe in a board ing house paystreak consent to so iniquitous a scheme. They are alBO too honest. It is really a pity that our governors are so virtuous, for no one would object to the men -gottiug jobbed. They are stated to be the best off clasB in the community anyway. up so quick that some of our city authorities would rub their sleepy eyes and want to know what had happened. Fires are chiefly dangerous at night and this is just the very time when the whole force would be present. There could be ihe usual drills, and there is no reason why Rossland Bhould not have equally as efficient a volunteer brigade as any other city of its size within the Dominion. As to the likelihood of the fire insurance companies raising their rates, i' i* little. They would be more likely to raise them, as experience has shewn, if the brigade bought a couple more teams, increased ihe salary of the chief and built a million dollar reservoir. Besides, this matter is in the hands of the property owners. If they really want to get leBB rateB it is up to the merchants of this city to join in with Nelson, Trail, Grand Forks, Greenwood, Phoenix, etc., and establish a system of mutual insurance Buch as has been done of recent years in California, Oregon and Washington, not to talk of other eastern states, with the result that the coBt of insurance has been practically cut in half. The regular insurance companies will not cut rates. But the system is wrong. Whenever a disastrous fire occurs in the east, where rates are low, the rates in the west, which are high, are immediately made more bo. Rates cannot very well be put up in the east because competition is keener. But this is no concern of the insurer. Let him get in and protect himself, and when he is paying something like three and four cenls instead of seven and eight for hiB protection with a fire brigade that costs half the present sum he will ihen be inclined to give the teachers the salaries they deEerve, and the citizens that library for which they voted. NOTES AND COMMENTS. FIRE BRIGADE. Two communications have reached the Would re possibilities of retrenchment, one pointing out the possibility of an increased fire brigade at a less cost by putting it on a volunteer baBis, and the other pointing out that there would be more ratepayer's money available for other purposes could the fire insurance rates he brought down to n reasonable figure, and suggesting a means of doing so There is n great deal in what is urged nnd the Would presents the subsiance of the arguments inviting discussion on the points raised. If there iB anything of which the average citizen of Rossland is proud it is the fire brigade. And if there is anything of which he is not proud it is the amount that is paid for insurance. The city lias pone on increasing the efficiency of the fire service until such time as it has one of the best, if not actually the best, in the province. But Under present conditions can such n Bervice be afforded? It is absolutely necessary that the city 8'iould be protected from fire. It is a false economy that suggesls paring along this line. Many a city of this size in this country has no paid fire brigade Their fire insurance rates are no higher and the efficiency of the Bervice is as great. Suppose that the city council see that every man be discharged from the fire brigade with the exception of a driver, who can look after the horses and an electrician, either one of whom car be chief. For the rank and file there are plenty of young and active Canadians in this city who would act as volunteer firemen on the consideration of a comfortable quarters at night, including the use of a nice club room. Thoranks mil the lire brigade would be filled By the way the cost of the load scraper, $300, which iB to be lopped off the board of works estimates will more than meet the difference in the teachers salaries for the remainder of the year. Ex-Mayor Goodeve and the general public of this city have little in common. There is one point, however, in which they agree, and that is that this is the best city in the province. But it is the ring of which A. S. Goodeve is a shining light which has put it where it stands today. It is a good city, but it ought to be consumedly better. Municipal ownership is a business proposition that the most timid of capitalists can well affun' to investigate. As for the general public, it is needless to repeat that municipal ownership will ul - mately solve the city's financial problems, It will reduce general taxation, which, by the way,Bhould appeal strongly to the heaviest taxpayers, as well as the smaller ones.—Chicago American. The following details as to the laying of the Pacific cable have juBt arrived per steamer Miowera: The connection from Brisbane to Suva was completed on April 20th, and on the 23rd the general traffic was commenced. The rate charged from Suva to Sydney is 36 cents per word. The Anglia commenced her work at Brisbane and laid the first stretch of submarine cable to Norfolk island, from which point the deep sea cable was stretched in the slime of the t c ian bed to New Zealand, and thence to Suva. The steamer Colonia, which sailed from Shields on the 7th of May, and is now loading the cable in her tanks near Greenwich, is expected to arrive here about October next, and she will at once commence the work of laying the 3500 miles of cable to Fanning island, where the other end of the line will be brought by the steamer Anglia, and by the end of the present year it iB expected that the deep sea cables across the Pacific will be carrying Canada's congratulations to Australia and intervening points on the connection between the British continents of the north and aouth. The total length of the cable, including 10 per cent allowed for slack, will be about 8000 nautical miles. The longest span is that from Kelp bay, on the south coast of Vancouver island, to KOOTENAY.
