HAS A LARGE DEFICIT New Provincial Arrange- ment of Schools is Heavy Tax on City The school board at a meeting laBt night in which the expenda- tures and receipts for the previous year were reviewed passed a hearty vote of thanks to Chairman McCraney for the services rendered during his term of oflice in whioh it is probable they will be endorsed by the electorate. The finances show that the children attending sohool cost nearly $30 per capita, that the total expenditure was over $12,000, that of this expenditure ¥7000 was contributed by the government, $2000 by the local school rate and that the deficiency, amounting to $3310 had to be made up by the oity. The Rossland Liberals held a well attended meeting last night for tbe purpose of electing dele- gotes to the convention for nomination whioh is to be held in Nelson next Tuesday. Anderson, Allan Lockhart, J. McSwayne, Stuart Martin, A. Goy- ett, W. Burns, Harry Seaman, Arthur Dutton, R. A. Laird and Jamea Cowan. The evening was wound up by an excellent speech from J. A. Macdonald, anterior to his departure for the legislative halls of the provincial representatives. In it begot after the premier warmly over the circumstances of the recent ten year loan for $1,000,000. He pointed out that money oould not be raised under five per oent interest owing to the financial conditions of the province. Under auoh circumstances, Mr. Maodonald maintained, a short term loan Bhould have been raised. Rreferring to the assessment act the Rossland member was not at all in approval. He deolared tbat the efieot was to tax a man upon his debts aB well as upon hii possessions whioh was hardly the way to help him in his business struggles. Mr. Maodonald further criticized the goverment by stating that they had in raising tbe price of ooal li- oencea and the value of ooal locations increased the difficulties to the poor prospector and averred that tbe men who deolared that the MoBride government would do the right thing about the EaBt Kootenay ooal and oil pros- p otors had now nothing to say. Mr. Macdonald was etnhusuas- tioally received and warmly applauded by his supporters, Endorae Galliher Cranbrook, Jan. 8.—The Liberals of Cranbrook met yesterday afternoon to select delegates to attend the nominating convention for Kootenay which is to be held at Nelson on Tuesday, January 12th. There was but one opinion prevalent, and that was that W. A. Galliher should be re-nominated unanimously. The delegates chosen will come to Nelson pledged to carry out that object. Enough ore is said to be in sight to make steady shipments for months, and new bodies are being stripped whioh are beginning to make the Senator look like a mine The ore is being quarried out of a glory hole and shipped to the company's smelter. The voters' list this year amounts to 1219 names, an increase of 141 on laet year, or over 13 per cent. Last year there were 510 voters in the east ward. This year there are 580. In the west ward there are 639 voters as against 568 registered at the last election. There are many absentees on the list, but not more proportionately than was tbe case laBt year. Tbis is apparently unsuited to the present civic authorities who are playing at a judicial revision of the voterB' liat, and hundreds of oitizena are disfrachised. It is condescendingly stated that those people who are struck off, will have a letter posted to them informing them of the fact. It will be unfortunate if a letter goes astray. The only person responsible tor the voterB' list is the oity clerk, and those who are pretending to act have aB much authority, no more, no less, than the first man off the street. He has to cortify to the correctness of his list today. He and no one else. If any man finds out that he is no longer on the list, despite the fact that his name waa registered during December, he can make an application to a judge, supposing he can find one, any time before the elec tion which is next Thurday, Now Judge Forin is in Revelstoke today and is not due in Rossland for the county court sittings, until the very day of election. If it is found tbeD that application cannot be made to him it can be made to the Police Magistrate. Now the Police Magistrate in his capacity as City So licitor has been kindly helping the City Clerk. If disfranchised voters don't like tbat tbey can go to Stipendiary Magistrate Kirkup. They have no kick coming any way, iu the estimation of the Pooh Bahs who are trying to run the town. me in public meeting to meat in all the different processes which have been tried by our manager and condemned, but I may say at the present time Mr. Thompson has been carrying on tests in considerable bulk wilh a process in Spokane, which gives promise of enabling us to treat the Kootenay ores at a profit, and of putting up a plant at a comparatively small cost sufficient to enable us to deal with our ore on the spot, and yield a profit on it. The main thing we have to direct attention to when we have settled the process, is the development of the ore bodies at tbe lowest level of all—that is to say, 400 ft., below our principal $5$ adit tunnel. We have done all the gh heavier prospecting work, and we now propose to limit our operations for the most part to prospecting by diamond drill. Williamson Milne, of the annual meeting of the Rossland Kootenay mine, held recently in London, speak tor themselves. Rosslandere may now take it for granted that the mine will proceed along the lines outlined by Mr. Milne, and accepted by the shareholders: "For the most part, tbis mine is of low grade, and our anxiety during the paBt year has been to ascertain if it were possible to arrange some process whereby this ore could be economically treated so as to yield a profit. I should say that numerous tests have been made in different directions. The furnishing of the fire department with suitable tarpaulins to be used to prevent damage to goods by water at the time of fire. The inspection by the fire ohief of all ohimneys and (lues, at least twioe eaoh year. 8. The reorganizing of the oity police department. 9. Providing means for operating tbe schools during the year. 10. The prompt collection of all taxes, water rates and city revenues.
